Include requirements for satisfactory material, borrow material, structural fill, topsoil, utility trenches, replacement and improvement of on-site soils, soil compaction (for subgrades of structures, paving, and landscaped areas), compaction for utility trenches, maximum lift depths, density testing frequency, maximum temporary and permanent slopes, and engineered support systems. The earthwork requirements must not conflict with the recommendations in the Geotechnical Report.

2.9.2 UNEXPLODED ORDNANCE (UXO) CLEARANCE

Coordinate and conduct UXO survey with Host Nation or Installation prior to conducting site work.

2.9.3 CONTAMINATED SOIL

Inspect and test all soil according to Host Nation requirements. If hazardous materials are discovered, cease excavation, secure the area, and notify the COR for further guidance.

2.9.4 CULTURAL RESOURCES

Cultural resources, such as archaeological remains, may be uncovered during excavation operations. If suspected cultural remains are found, cease excavation, secure the area, and notify the installation for further guidance.

2.9.5 TOPSOIL

Remove and save topsoil (approximately first 20 centimeters of excavation). Separate out subsoil, brush, litter, weeds, roots, stones larger than 25 mm in diameter, and other materials that would interfere with planting and maintenance operations. When restoring the site to finish grade, place topsoil back in excavated areas that do not include proposed paving or structures.

2.9.6 SATISFACTORY MATERIAL

Excavated material (below topsoil), if satisfactory for reuse per the Contractor’s

Geotechnical Engineer, may be used on the project site where fill is required.

Unsatisfactory material, and surplus excavated material not required for fill, must be disposed of offsite, and is the responsibility of the Contractor. Borrow material may be required for construction from sources off site. Borrow materials are to be free of hazardous materials and contaminants. Any soil brought in from off-site sources must be certified clean.

2.9.7 BACKFILL COMPACTION

In the absence of Host Nation requirements and geotechnical recommendations, fill and backfill must be placed in layers of 20 centimeters loose thickness and compacted to a minimum 95% of the maximum dry density as determined by Host Nation test method equivalent to ASTM D-1557 (Modified Proctor test). Provide density tests on all lifts at a frequency of 1 test per 40 square meters for foundations, and 1 test per

30 meters of road and utility trench. Round up to nearest whole number (i.e. a 25 square meter foundation requires one test). The location of all tests must be selected by the Contractor’s geotechnical engineer, and copies of all test results must be furnished to the COR. All structure foundation excavations must be inspected and approved by the Contractor’s Geotechnical Engineer prior to placing concrete.

Repair earthwork areas as recommended by the Contractor’s Geotechnical Engineer, and approved by the COR.

2.9.8 ENGINEERED SOIL SUPPORT SYSTEMS

Provide engineered soil support systems (i.e. shoring) as required for the construction of the proposed improvements. The Contractor is responsible for all dewatering necessary for earthwork.

2.9.9 SITE GRADING

14-Jul-20 Page 14 of 64

Provide site grading that directs storm water runoff away from buildings and structures either by drainage systems or by grading as follows:

a. Finished grades of earth/grass/gravel surfaces adjacent to buildings and structures must slope away from all exterior edges with a minimum slope of 5% for the first 2 meters.

b. Finished grades of paved surfaces adjacent to buildings and structures must slope away from all exterior edges with a minimum slope of 2,5% for the first

2 meters.

c. Finished grades must not create stagnating water or ponding anywhere on the project site, nor create ponding on adjacent properties. Provide storm improvements if ponding is unavoidable.

d. Set finished floor elevations a minimum of 15 centimeters above finished grade at the perimeter of the building, with the exception of finished grade at entry points.

e. Set building finish floor elevations at a minimum of 30 centimeters above the local 100 year flood level.

Site grading around the building must meet Host Nation accessibility guidelines.

The Contractor must limit proposed landscape slopes to a maximum 4H:1V for grass areas requiring mowing and 2H:1V for non-grass areas, which require non-erodible surface (i.e. rock, shrubs with mulch).

2.10 UTILITIES

The utility lines are still remnants from the Soviet period which is not very robust compared to Western Europe, and all infrastructure is aged. Therefore a survey/inspection for existing main utility lines on which will later be connected must be done to determinate the condition and capacity of the existing utility systems.

This section applies to all project underground utilities located outside the building, including but not limited to, sanitary sewer, water supply, storm drainage, electrical, and communications. See Sections 5.0-ELECTRICAL, Section 6.0-MECHANICAL, and Section 7.0-FIRE PROTECTION for additional utility requirements.

Proposed utility main alignments must be at least 3.0 meters from facility or building foundations, except for building connections. Provide horizontal and vertical separation between new and existing utilities for rehabilitation, maintenance, repair or replacement. Provide utility line depths, bedding, and backfill as required by applicable requirements and geotechnical recommendations.

Minimum cover over pipes is 0.8 meters; greater than frost penetration; or sufficient to support imposed dead and live loads for the pipe materials used; whichever is more stringent. Place plastic warning tape along the route of the buried pipe after installation at a height of 0.3 meters above the pipe.

Coordinate all required installation, relocation, improvement and protection of utilities held by third party (e.g. public or private utility). This includes coordination of any work to be performed by the utility owner. Choice of materials and products for utility installation must be coordinated with the utility owner

(customer or third party) to ensure proper integration and compliance with existing systems and allow for easy maintenance and repair of the utilities in the future.

Provide utility materials per IBC requirements. Provide corrosion protection for utilities that provides the minimum life expectancy specified in GENERAL Section

1.0. Any piping or equipment exposed to sunlight must be coated with protective coatings suitable for UV exposure with a minimum expected coating life of 10 years before recoating.

2.10.1 STORM SYSTEM

14-Jul-20 Page 15 of 64

Provide a gravity storm drainage system to direct runoff away from improvements, eliminate ponding, and prevent erosion. A pump system is not allowed. If using an infiltration or detention system, locate infiltration/detention facilities a minimum of 3 meters away and downhill from structures. Provide an overflow to the infiltration/detention system that will not damage improvements or cause erosion.

Allowable storm pipe materials include polyvinyl chloride (PVC), high density polyethylene (HDPE), ductile iron, or reinforced concrete pipe. Storm structures must be concrete, with traffic rated cast iron or ductile iron frames and covers.

In the absence of Host Nation standards, design the storm drainage system per UFC

3-201-01, Civil Engineering Chapter 3-Storm Drainage Systems.

Connect building downspouts to the new drainage ditch/French drain and slope away the surface from the Bldg. toward the drainage ditch/French drain as shown on Att#2-

Concepetual Site Plan. Remained runoff from other surfaces drain away from foundations a minimum of 2 meters. Geotechnical Investigation must determine the best location for the drainage ditch/French drain with a soil percolation rate with more than 15 millimeter/hr and sufficient distance to the groundwater. If the final

Geotechnical test determines that the soil percolation rate is less than 15 millimeter/hr at any location than soil replacement or improvement shall be done for the drainage ditch/French drain location.

2.10.2 SANITARY SYSTEM

Provide a survey/inspection report with recommendations for the main sewer line next to the Bldg. on which the new sanitary system will be connected. Provide just connection point with a transition chute 1m at the front of the building if previous renovation on existing main sewer line is required. Connect the new sanitary system to the existing sanitary system adjacent to the site as shown in Att#2-Conceptual

Site in case the survey/inspection report does not request a renovation at the main sewer line.

Allowable sanitary pipe materials include polyvinyl chloride (PVC), high density polyethylene (HDPE), or ductile iron. Sanitary structures must be concrete, with traffic rated cast iron or ductile iron frames and covers. In the absence of Host

Nation standards, design the sanitary system per UFC 3-240-01, Wastewater Collection.

After installation, test sanitary lines and structures for leakage and deflection per local codes. Provide test results to the installation. Locate and repair any sections failing to pass the required tests. Repeat the specified tests and inspections on the repaired sections.

See SOW Section 6.0 – MECHANICAL for indoor sanitary scope.

2.10.3 WATER SYSTEM

Provide a survey/inspection report with recommendations for the main water line next to the Bldg. on which the new water system will be connected. Provide just connection point 1m at the front of the building if previous renovation on existing main water line is required. Connect the new water system to the existing water system adjacent to the site as shown in Att#2-Conceptual Site in case the survey/inspection report does not request a renovation at the main water line.

Design the new system to meet all flow requirements of the facility, including potable water and fire flows. Provide a meter at the water connection point that is accessible by a third party utility.

In the absence of Host Nation standards, design the water system per UFC 3-230-01, Water Storage, Distribution, and Transmission and UFC 3-600-01, Fire Protection

Engineering for Facilities.

14-Jul-20 Page 16 of 64

After installation, test water supply lines according to local codes for leakage.

Before the water supply line is put into final operation, disinfect the line, and then flush the line to remove traces of the sterilization agent. Test treated line for coliform bacteria. Provide test results to the installation. Locate and repair any sections failing to pass the required tests. Repeat the specified tests and inspections on the repaired sections.

See SOW Section 6.0 – MECHANICAL for indoor water scope.

2.11 PAVEMENT

Ensure that the site has sufficient space for the fire truck access to the facility.

Provide geometric layout of the paved walkways to allow access the site features and exit the site safely. Average daily traffic (ADT) is below 250 vehicles/day. Proposed pavements for the project include:

a. Aggregate access roads from the existing adjacent road to the proposed building and from the proposed building back to the existing adjacent road. Provide a minimum 5 meter road width even if the analysis demonstrates a thinner width would suffice. Minimum thickness for aggregate surfaced roads is 200mm.

b. Portland Cement Concrete (PCC) or paving block pedestrian access to the building exterior doors. The path for the main entrance must be a minimum 5m wide and support delivery vehicles. The other pedestrian paths must be a minimum 2m wide.

c. Portland Cement Concrete (PCC) Ramp next to the main Bldg. access stairs.

d. Replace existing pavement sections where the trenching occurs for utility installation. Sawcut a minimum 30 centimeters beyond edge of trench.

e. PCC slabs for dumpsters, generators, transformers, and other proposed outdoor features that serve the proposed facility. Provide medium broom finish on PCC concrete.

In the absence of Host Nation standards, design pavements per UFC 3-201-01, Civil

Engineering.

For asphalt concrete, provide compaction and pavement density tests, as well as thickness and evenness tests, at the frequency listed in Section 2.9 - EARTHWORK.

For PCC, reference SOW Section 4.0 - STRUCTURAL for concrete requirements. Perform subgrade tests for all pavements as described in Section 2.9 - EARTHWORK. The location of all tests must be selected by the Contractor’s Geotechnical Engineer, and copies of all test results must be furnished to the installation.

2.12 LANDSCAPING

Provide grass seed and 20 centimeters of topsoil on the site in areas that do not have pavement or a building within the limits of disturbance. Seeds must be locally sourced from a certified plant nursery, and native to the area. Provide seed coverage density per manufacturer/supplier’s recommendations. Provide watering, weeding, and any other necessary care to establish growth. Limit planting to times of the year per local codes and/or manufacturer/supplier’s recommendations. Replace topsoil and seeds, at Contractor’s expense, in areas which do not have new growth coverage of 75% before the warranty period ends.

Before using chemicals during landscaping work, including for use on plants and on site features, the Contractor must submit to the installation, in the form of brochures, certificates and other technical material, information about the chemicals proposed, including about their environmental compatibility. Their use is only permitted with approval of the installation.
