Greetings USACE Team, With intent to estimate funding requirements of the project would like to clarify an invoicing mechanism and payment terms which will be used.
For example, can monthly invoicing (progressive payments) for completed work be utilized in this project?
Alternatively, will other invoicing intervals be used, or invoices will be only accepted after full project project implementation?
Thank you!

Dear contracting officers, On behalf of LLC "CDM Engineering Ukraine" we would like to formally express interest to submit the proposal for the solicitation # W912GB20R0030: "Design/Build of Simulation Centers in Divichki and Shyrokylan, Ukraine". After studying the submission requirements, we would like to ask you to clarify the following issues.
We plan to bid in consortium with a US-based firm. According to our potential consortium partner, it is unlikely to be approved a bond for work in any foreign country. We would like to ask you to kindly consider allowing larger retainage in lieu of these requirements, for example, 20% retainage until the 50% completion of construction works, at which time the retainage would be reduced to 10%.
Also, in order to prepare quality technical and financial proposal we would like to ask you to extend the deadline till August, 1st.
Looking forward to your reply.
Best regards, Kateryna Herasymenko

RFP is not clear about a horizontal slab below the roof. What we understand is a horizontal slab below the roof is mandatory when we desing a structural concrete building, and is not mandatory if we decide to proceed with a pre-engineered metal building. Could you please verify?

1-1 Government Response. We do not have an information on how much of the capacity from the existing transformer has been used, but if the transformer requires an upgrade, it will be done by a separate project. Offerors should see the RFP, which states, The existing transformer has a capacity of 400 kVA. The base and the local municipality are working on the installation of an additional transformer of the same size as the existing one as a preparation for future building installation. Coordination with the private electrical company supplying this base through the COR must be performed in regards to additional connected electrical load requirement and phasing.
