SUMMARY OF CHANGES

SECTION 00100 - INSTRUCTIONS TO BIDDERS

The following have been added by full text:

QUESTIONS FROM INDUSTRY, VOL 2

Amendment 0004, QUESTIONS FROM INDUSTRY, VOL II

This document answers questions from industry (marked with Q) ) with answers marked with A) . Items are individually-numbered. Questions are written as sent; no edits were made. The Government reminds offerors that answers to questions may exist in the solicitation.

Q1) Based upon the number of changed in the numerous CLN’s – will the a new clean bid “bid schedule” be supplied?

A1) The Government considers the changes to be minimal in overall impact. This amendment will include a conform copy of the solicitation to assist industry. However, this does not relieve the offeror of responsibility from reviewing any posted amendments. Offerors are reminded to stay aware of the most-current version of the solicitation by carefully reviewing and understanding amendments.

Q2) With the three (3) addendums released in the last 24 hours, will be the bid date be extended?

A2) No. Operational requirements dictate a firm schedule.

Q3) Other than stating that the offeror does primarily do business in the set-aside area, what evidence should be submitted as proof? Will the location of the past performance information suffice as this proof or is some other documentation needed? It states to “complete and submit the provision” and I’m not sure what document it is actually referencing as there is no form or document associated with clause 52.226-3 other than the statement of “does or does not primarily do business in the set-aside area.”

A3) A list of information that will satisfy the requirement is listed in FAR 52.226-3, Disaster or Emergency Area Representation (NOV 2007). You can find this in the solicitation.

Q4) Is the power pole to be included in the set up clin?

A4) There is a discrete CLIN for power poles in the solicitation. See CLIN 0041.

Q5) We have been working on the MPA document but it has not been submitted to the SBA yet. For the RFP. Does the MPA need to approved by the SBA or just signed by the entities?

A5) An approved MPA (or JV agreement), properly executed, is required.

Q6) Is my SAMs registration sufficient or do you require a registration for the JV?

A6) The solicitation calls for a copy of the agreement. SAM registration alone is insufficient.

Q7) Page 31 of the RFP under the price proposal asks for proof of CCR & ORCA registration. Should this actually be Proof of SAMS registration as they have done away with the individual entities CCR and

ORCA?

A7) ORCA and CCR are now resident sub-functions within SAM, so proof of SAM registration meets the standard.

Q8) Do the water lines need to be insulated?

A8) No.

Q9) Are grab rails to be installed on regular steps if so is it 1 per step or 2?

A9) No additional grab rails on the steps other than the top rail.

Q10) Is insulated skirting going to be required or regular vinyl skirting?

A10) Regular, non-insulated siding.

Q11) Will this project require a bond?

A11) Yes. Bonding requirements are in the solicitation.

Q12) Can we get a copy of the U.S. Corp Haul and Install guide?

A12) Yes. It will be uploaded to FBO, along with a current conform copy of the solicitation.

Q13) We have a clarification in this Question 0001.

In the Manufactured Home Installations Specifications , under section 13.5 Contractor Site Safety Health Officer (SSHO) and again in amendment 002 & 003 section 13.5 (Contractor Safety Health Officer), it states:

"Provide a Safety oversight team that includes a mime of one (1) person at each project site to function as the Site Safety and Health Officer (SSHO). The SSHO or an equally-qualified Designated Representative/alternate shall be at the work site at all times to implement and administer the Contractor’s safety program."

Is it the Government’s intention for the Contractor to have a separate, SSHO at each house (project site/work site) that trailers are being installed at? With a total of 25 MHU’s due per day with a three day turn around, that would be a total of 75 SSHO’s under this contract.

A13) The Government does not require a separate SSHP and rep for each site.
