ACI Debris contracts will provide emergency debris management services throughout the entire CONUS and OCONUS for Alaska, Hawaii, and the U.S. Territories.
There will be no order maximum limitations, as disaster response missions are highly unpredictable.
Contract dedicated capacity amounts are established to support several large scale disasters at one time.
Contracts will require contractors providing both pre-event planning and post event activities.
Pre-event planning will enable the contractor to serve in an advisory capacity to provide technical assistance which may include evaluation of the disaster area, estimation of debris volumes, locating debris storage/disposal sites, and determining resources required, within 24 hours of receiving a task order
Post-event activities will enable USACE to provide debris management services, which may include, but are not limited to, debris clearance, removal, reduction, and disposal, within 24 hours of receiving a task order
ACI DEBRIS- Explanations Performance Work Statement (PWS) – describes the performance objectives and standards that are expected of the contractor for ACI Debris.
Submittals - are reports/documents required AFTER a contract is awarded as designated in the PWS. Submittals are not a requirement of the proposal.
Proposal – The document provided by the offeror prepared in accordance with evaluation criteria and basis for award stated in the solicitation.
Past Performance – Assesses the degree of confidence the Government has in an offeror's ability to perform in requirements of the PWS, based on a demonstrated record of performance.
Comprised of a set of contracts that the offeror selects to demonstrate how well your company, or your team, has performed on contracts that are similar in size, scope, and complexity to the PWS.
Past Performance Questionnaires (PPQs) – Assess the quality of the offeror’s past performance on recent and relevant efforts to determine how well the offeror performed on the efforts. It is the Offerors responsibility to ensure the submission of the relevant PPQs for each proposal.
Questions in ProjNet have indicated the need for explanation of terms.
PWS – The PWS describes the overall objectives of ACI Debris removal.
Submittal – documents/reports/samples, that are delivered AFTER contract award for review and approval by the Contracting Officer Proposal – A proposal is the written response to the specific requirement in the Solicitation. Section L tells the offeror how the proposal must be prepared and Section M provides what criteria will be used to evaluate proposals. Offerors proposals should address each factor.
Past Performance - The Offeror has the discretion to provide relevant information about an offerors actions under previous awarded contracts.
PPQs – Amendment 0006 updates the PPQs requirements to no more than 10. PPQs must be provided as part of the offeror’s proposal, but ARE NOT counted in the 25 page count.

ACI DEBRIS- SECTION L
Offerors may receive multiple awards. There is no limit on the number of awards an offeror may receive.
Offerors must identify the specific Region and Suite for each proposal submitted.
Offerors proposing for multiple regions must propose discrete Key Personnel Teams for each proposal submitted. Each team will be evaluated separately.
Once an offeror is awarded a region, the Key Personnel Team proposed for that region will be unavailable for consideration for additional awards.
Offerors must rank Key Personnel Teams in order of precedence by Region and Suite.
Offerors must submit a Schedule of Prices for Every Region for which a proposal is submitted. Offerors shall submit fixed price and escalation rates for every Region (specify Suite 1 or Suite 2 for every Region for which a proposal is submitted) for which they wish to be considered. The schedule of prices shall represent the region being proposed. Each proposal submitted will be evaluated separately.
ACI DEBRIS- SECTION L
KEY PERSONNEL TEAMS
The contractor must rank teams in their preferred order for evaluation by the Government.
Offerors who want to be considered for multiple contract awards must propose discrete key personnel teams.
Once a team is selected for a Suite/Region, that team will no longer be available for consideration.
Below is a sample template that can be used to rank regions/key personnel teams.
Refer to Section M, TABLE 3 – Order of Contract Awards by Regions of the solicitation which describes the order in which the Government will evaluate and award the regions.
The template above as an example, when evaluating Suite 1, Region 1, the Government would evaluate the Offeror’s proposal with Team 1 as the assigned team for that region.. If the Offeror were to be awarded Region 1, Team 1 would not be available to be used on Region 5, or any other region.
The Government would evaluate the Offeror’s proposal for Region 5 with Team 4 as the preferred team. In the above example, if the Offeror was not awarded Region 1, then the Government would evaluate the proposal for Region 5 with Team 4 as the preferred Team.
The Government will continue evaluations in this manner for all regions in which the Offeror submits a proposal.

The following evaluation factors and sub-factors will be used to evaluate each proposal:
FACTOR I – MANAGEMENT/TECHNICAL APPROACH –
| Sub-Factors A and B are equal in importance. | |
| Sub-Factor A – Key Personnel and Staffing Approach | |
| Sub-Factor B – Readiness for Debris Removal Services |
The components of each sub-factor will be assessed for significant strengths, strengths, significant weaknesses, weaknesses, deficiencies, risks, and uncertainties. Each sub-factor will be assigned an adjectival rating based upon these collective findings. The compilation of these sub-factor adjectival ratings will form the basis of the factor rating.
FACTOR II – PAST PERFORMANCE
FACTOR III – SMALL BUSINESS PARTICIPATION PLAN
FACTOR IV – PRICE
