About this file

This amendment modifies solicitation W912EK18R0022 for Regional Contracts for Debris Management Services (RCDMS). The U.S. Army Corps of Engineers seeks to award 20 indefinite delivery, indefinite quantity single award task order contracts with a total value of $4.9 billion for debris removal, reduction, and disposal services. Contract duration is five years.

The amendment provides clarification on proposal submission requirements. Offerors must explain their approach to handling multiple concurrent missions within the same region as well as across different regions if proposing on multiple regions. Safety documentation is excluded from page limits and may be submitted as a separate file or appendix. References may be reused for separate proposals but a separate past performance questionnaire is required for each proposal.

The following items are applicable to this modification:

AMENDMENT 0003 –

THE FOLLOWING CHANGES ARE MADE TO SECTION L:

Question 5 - Solicitation Page 103, Volume I Sub factor B, Item c. Safety. Our safety full safety plan is over 200 pages, can this be submitted as separate file or can we include an overview of plan in lieu of the entire document.

Question 6 - Solicitation Page 103, Volume I Sub factor B, Item c. Safety. Demonstration of safety and health program experience for the past 5 years, please confirm this is not included in the page count or can be submitted in an Appendix to Volume I.

ADDED BY AMENDMENT 0003 - ** Corporate Safety Program Documentation is excluded from the page count.

Question 7 - As a courtesy to our clients, please confirm an individual PPQ can be submitted once for multiple regions.

ADDED BY AMENDMENT 0003 – The offeror shall submit separate PPQs with each proposal, even if submitting multiple proposals for multiple regions. The PPQs submitted with each proposal can be from the same reference.

THE FOLLOWING CHANGES ARE MADE TO INSTRUCTION TO OFFERORS:

Question 9 - Please excuse the previous question it is incomplete. It should have read...

Please clarify the submittal differences for Phase One and Phase Two. If the requested volumes are Phase One what and when is Phase Two?

ADDED BY AMENDMENT 0003 – Remove the following language: This applies to both Phase One and Phase Two proposals, with the exception of Bid Bonds that are required in Phase Two.

Question 17 - Section L, Proposal Submission, 1. Introduction and b Staffing Approach. The instructions contained in the opening paragraph indicate that offeror's shall convey how multiple missions in separate regions will be executed simultaneously if offeror is awarded multiple regions. However, under B. the Staffing Approach we are to convey how we plan to prepare and execute concurrent missions in different areas of a specific Region. Section M also evaluates us on concurrent missions in different areas of a specific Region. We assume we are to address the different areas of a specific Region. Is this the correction assumption?

ADDED TO SECTION M – B. STAFFING APPROACH:

W912EK18R0022

ADDED BY AMENDMENT 0003 –The offeror must explain how it will handle multiple missions in the same region. The Government will evaluate the offeror’s ability to handle multiple missions in the same region.

Additionally, if the offeror is proposing on multiple regions, offerors shall also explain how they will handle concurrent missions in different regions. The Government will evaluate the offeror’s ability to handle concurrent missions in multiple regions.
