About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Lower Granite Dam Turbine Intake Gate Hydraulic System Upgrades project. The amendment extends the proposal response due date from May 29, 2025, to June 4, 2025, and updates FAR Clause 52.211-10 regarding commencement, prosecution, and completion of work. The contract involves comprehensive upgrades to the Lower Granite Dam's turbine intake gate hydraulic system, with a complex multi-phase work schedule spanning from Notice to Proceed through April 30, 2028. Key project milestones include a Pre-Main Unit Outage Work Window, Main Unit Outage Work Window (with specific restrictions on which units can be taken offline and when), and a Post-Main Unit Outage Work Window, with detailed requirements for equipment staging, unit commissioning, and final project closeout.
The project requires precise coordination with government operations, with strict limitations on when different dam units can be taken out of service. Notable restrictions include that Main Unit 2 cannot be accessed prior to January 18, 2027, Main Units 5 and 6 cannot be offline from August 10-14, 2026, and Main Units 1, 2, and 3 have blackout periods during 2026 and 2027. The contractor must complete all work by April 30, 2028, including final cleanup, demobilization, and submission of operation manuals, as-built drawings, and other project documentation. The solicitation is issued by the US Army Engineer District Walla Walla and involves upgrading the hydraulic system for the dam's turbine intake gates.
