About this file
This is a Joint Aquatic Resources Permit Application (JARPA) form submitted by the U.S. Army Corps of Engineers for construction of a replacement fish ladder at the Mill Creek Diversion Dam in Walla Walla, Washington. The project involves constructing a new fish ladder on the right bank to replace an existing ladder that does not meet current fish passage criteria, along with a new stilling basin access ramp on the left bank.
The project is valued at $16.6 million and is scheduled for construction from June 15, 2025 to October 31, 2026. Key components include excavating 22,400 cubic yards of material, placing 1,110 cubic yards of concrete for the ladder and 475 cubic yards of gravel fill for the access ramp. The work requires isolation from flowing water using cofferdams and includes fish salvage operations. The project is federally funded through USACE and is required by biological opinions from the National Marine Fisheries Service and U.S. Fish and Wildlife Service. The site contains ESA-listed species including Mid-Columbia River Steelhead and Columbia Basin Bull Trout.

Diversion Dam fish ladder – This ladder is operational, but does not meet current fish passage criteria.
Channel stabilizing weirs – These concrete and rock structures span the channel below the dam and keep the channel from downcutting.
Flood control levees – These rock and earth structures line the channel and protect downstream areas from flooding.
5p. Provide driving directions from the closest highway to the project location, and attach a map. [help]

Part 6–Project Description
6a. Briefly summarize the overall project. You can provide more detail in 6b. [help]
The project is to construct a replacement fish ladder around the Mill Creek Diversion Dam. Some fill (concrete) will be necessary for the ladder. In addition, a replacement stilling basin access ramp will need to be constructed. 475 cubic yards of fill material will be needed for the access ramp.
6b. Describe the purpose of the project and why you want or need to perform it. [help]
The fish ladder must be constructed because the existing ladder does not meet current fish passage criteria.
The new ladder is a requirement in biological opinions from the National Marine Fisheries Service (2020) and the U.S. Fish and Wildlife Service (2020). The access ramp must be constructed because the existing ramp will be non-functional once the new ladder is constructed.

6e. Describe how you plan to construct each project element checked in 6d. Include specific construction methods and equipment to be used. [help]
• Identify where each element will occur in relation to the nearest waterbody.
• Indicate which activities are within the 100-year floodplain.
Both the fish ladder and the stilling basin access ramp will be constructed in and along Mill Creek, within the 100-year floodplain. The ladder will be built to withstand flood flows. The access ramp will be designed so that it eroded during extremely high flows so that it does not affect the flood control capacity of Mill Creek. A new low-flow channel will be constructed on the right bank of Mill Creek beside the new ladder. A temporary cofferdam (large sandbags, or sheet piles) would be built to isolate the ladder construction area from flowing water. The ladder site would be excavated through the existing levee. Concrete forms would be placed, and concrete poured in multiple steps. Concrete would be finished to a smooth surface with no sharp edges. The ramp would be constructed by placing fill with dump trucks and spreading it with a bulldozer. A roller would compact the fill. Construction equipment would include excavators, a bulldozer, a roller, dump trucks, a crane, concrete pumper truck, delivery trucks, a skid steer loader, and generators.

The new ladder will operate at a higher range of flows than the existing ladder which will improve fish passage conditions. Much of the work will be done during the summer in-water work window to minimize impacts to ESA-listed fish species. The work area will be isolated from the flowing water. Fish salvage will be conducted to relocate any stranded fish. The ladder is designed with a smooth finish and no sharp edges. The design of the new ladder meets current fish passage criteria.

• If No, or Not applicable, explain below why a mitigation plan should not be required.
☐ Yes ☒ No ☐ Don’t know
The fish ladder replacement project is mitigation for the current ladder not meeting fish passage criteria.
Additional mitigation should not be required.

Pile driving – An estimated 5,024 commercially-sourced, large sandbags (3 cf each) would be placed to create the cofferdam just upstream from the ladder work area. Alternatively, up to 100 steel sheet piles could be used to form a cofferdam upstream of the ladder work site to isolate the work site from flowing water.
Fill for ladder – 1,110 cy of concrete would be placed to create the ladder.
Fill for ramp – Up to 475 cubic yards of large gravel would be placed to create the stilling basin access ramp on the south side of the channel, just downstream of the diversion dam. The material would be placed on the levee with a dump truck and graded into the creek with a bulldozer. A roller would compact the fill. The gravel would come from the ladder excavation site if suitable, if not, it would come from a commercial source.
8g. For all excavating or dredging activities identified in 8e, describe the method for excavating or dredging, type and amount of material you will remove, and where the material will be disposed. [help]
Gravel material will be removed from the ladder site (withing the existing levee and dike) with an excavator, and loaded onto trucks for use at the ramp site, or off site for disposal at an approved disposal site.
Approximately 22,400 cubic yards of material would be removed. Up to 425 cubic yards of suitable material will be reused as fill for the stilling basin access ramp. Some additional fill may be required if the material is not suitable for the ramp.
8h. Have you prepared a Water Quality Monitoring Plan (WQMP) for all in-water work (below ordinary high water), over water work or discharges to waters of the state?
☒ Yes ☐ No
If NO describe the monitoring that you will be conducting including parameters, equipment and locations, or explain why monitoring will not be necessary. [help]
A basic WQM plan has been prepared. The selected contractor will be required to prepare their WQM plan as well and provide a water quality monitoring report upon completion of the contract.
