About this file

This is a Questions and Answers document addressing four inquiries related to RFP W912DY24R0047 for the U.S. Army Garrison Miami UESC project. The document clarifies that Amendment 0004, which suspended the acquisition on September 9, 2024, was not posted on SAM.gov due to the solicitation being cancelled.

The document addresses page limit requirements, confirming that Past Performance Questionnaires (PPQs) must be included within the 25-page limit with no increase to accommodate these forms. It specifies that PPQs should be provided for the same projects listed in Tab 2a (Previous Experience) and Tab 2b (Past Performance). Regarding evaluation criteria, offerors are directed to Factor II Previous Experience/Past Performance on page 47 of the solicitation for information on how proposals limiting PPQs will be evaluated.

Text version

1. We are not able to locate Amendment 04 on SAM.gov. Please confirm if this Amendment was issued and if a signed form should be returned with the proposal submission. Amendment 0004 was when the Government Suspended the acquisition until further notice, on 9 Sep 2024. The actual amendment was not posted due to the solicitation being cancelled.

2. Q&A item #8 indicates that completed PPQs are included in the 25-page limit. Please advise if the total page count for this section will be increased to accommodate for these forms or confirm that PPQs are not included in the page limit. The page count will not be increased and the PPQs are to be included in the page count.

3. Will the government provide a precise number of PPQs required, so that each o eror has the same number of pages available within the prescribed page count to address solicitation requirements other than past performance? PPQs should be provided for the same projects the O eror listed in Tab 2a - Previous Experience and Tab 2b – Past Performance

4. If not, will the government evaluate proposals more or less favorably if an offeror chooses to limit the number of PPQs in order to maximize page count focused on solicitation requirements other than past performance? Please see Factor II Previous Experience/Past Performance (Pg47) on how it will be evaluated.
