10. Are there any specific site constraints or environmental considerations for the floating solar panel installation? The Storm Water Retention structures were stocked with Bluegill and Largemouth Bass by US Fish & Wildlife Service in 2019 and 2020 respectively; We would expect Solar Panels to impact those and any other species in the ponds depending on the amount of surface area covered, however the ponds are not considered wetlands based on mitigation bank investments made when the structures were constructed during original site construction in 2008-10. At a minimum, the proposed project will require a Record of Environmental Consideration (REC) and may require EA (wFONSI); we are currently engaging US Army Corps of Engineers environmental support and assistance to determine what the NEPA requirements would be.

11. Is the 2MW requirement AC (floating panel capacity) or DC (after inverter)? A/C- any DC requirements such as backup/ emergency GenSets provided by separate installed DC Batteries Provided with own recharging capability.

12. Do you have any existing infrastructure or utility connections that we should be aware of for integrating the floating solar panels? The entire site is supported by two redundant express feeders owned by Florida Power and Light. The delivery voltage is stepped down to

13.2 KV by installation owned transformers prior to entering a main bus (switch gear) that is also fed by a Natural Gas auxiliary power plant that consists of 5x Synchronizing 2MW generators that also supply power to the main bus at 13.2KV. The main bus feeds seven (7) medium voltage substations that step the power from 13.2KV to 480V for further distribution to all electrical loads on the installation. The main bus and medium voltage substations are controlled by a Caterpiller HMI system that is programmed to automatically switch loads between the two express feeders when one fails, and automatically start the auxiliary generator plans and switch all loads to that when both express feeders fail.

13. Is there any preference on where to interconnect the floating solar? While we would expect this to be decided during the project design phase, the best options would be either on the 13.2KV side of one or more of our sight transformers, or at the main bus.\

14. Can we get a site map with distance between retention ponds and proposed interconnection points? See Attachment 11 (USAG-Miami Doral/SOUTHCOM Site Power Map w/Site Power OneLine)

15. Who will be responsible for permitting? USAG-Miami's Doral/SOUTHCOM Site is leased from the state of Florida, and currently considered "Proprietary" Jurisdiction, so the same permitting authorities that exercise jurisdiction within the City of Doral would apply in this case.

16. Who will need access to the data or communications to and from the panels? USAG- Miami Directorate of Public Works (DPW) and the USAG-Miami Facility Support Services (FSS) Contract or Authorized Sub-Contractor Employees as required to operate and maintain the installations electrical distribution infrastructure.

17. Can we use SCADA? Yes, must furnish if used (current system may not be adequate).

18. Do you have a stockpile/inventory of LED lights, LED Fixtures or certain replacement lights that you are currently deploying? No, we have been executing individual small projects through our Base Operations Contractor to complete LED fixture replacements in specific areas.

19. Are there any areas within the facility that have special lighting requirements or constraints? No, other than exterior security lighting requirements around the site perimeter, at access control points, in parking areas, and around building perimeter (this lighting has already been replaced with LED fixtures over the past 5-7 years). Emergency Egress Lighting in the facilities is powered by two "hospital grade" natural gas life-safety generators that operate within 8-10 seconds of commercial power failures.

20. Is strict adherence to the Unified Facilities Criteria required, or are design specifications negotiable? UFC compliant only.

21. If awarded, will you be able to provide as-built plans for the lighting? Yes, As-Built Lighting Plans will be provided. See Attachments 12, 13 and 14 (Major Facility Lighting Plans)

22. If awarded, will you provide any areas with lighting, underlit or over lit concerns? Any buildings or rooms not to be part of the SOW? Yes, Any Underlit/Overlit Concerns and Any Areas Not Included will be provided. Currently we have or expect to have replaced all fixtures in common corridors, major meeting rooms, conference rooms and all exterior lighting with LED fixtures. What will remain to be replaced are the fixtures in interior open and private o ice areas in all facilities. See Attachments 12, 13 and 14 (Major Facility Lighting Plans)

23. Will you provide details on the current lighting system and recent LED upgrades or retrofits that have been completed? USAG-Miami has been replacing original fluorescent fixtured with LED Fixtures over time. At this time all of the exterior perimeter fence, access control point, parking lot and exterior building perimeter lighting has been replaced with LED fixtures within the past 10-years or less. We are currently in the process of replacing interior common area and high lighting, the following has been completed to date: Bldg 1 (Headquarters Building) - All of the Primary and Secondary Egress Corridors, All Stairwells, Command Center and Data Center have been replaced, what remains are open o ice areas and private o ices. Bldg 2 (Conference Center) - All of the Primary and Secondary Corridors, Main Lobby, and the Main Conference Room have been replaced, what remains is secondary conference rooms and o ice areas. Bldg 3 (Army Garrison Building) - All of the Primary and Secondary Corridors, Fitness Center, Warehouse, Central AC Plant have been replaced, what remains is conference and o ice areas. Bldg 4,5,6 (Access Control Buildings) - All Exterior Building Perimeter Lighting has been replaced, what remains is the interior o ice lighting. Bldg 8 (Convenience Store and Food Court) - No Replacements have been completed. See Attachments 12, 13 and 14 (Major Facility Lighting Plans).

24. Are there any electrification goals specific for the site? Yes, we have an Electric Vehicle Support Equipment (Charging Stations) Master Plan to support a small GSA fleet that (<50 vehicles) over the next 10 years. Currently we have a single Level 2 Charging Station with two charging ports (installed in 2023), on a 75KVA transformer (installed in 2024).

25. Does the base mandate, and are they implementing, unoccupied temperature setbacks? There are no significant unoccupied spaces on the installation, and we do not anticipate there being any in the future.

26. Are there any budgeted projects in the pipeline that impact the identified scope? We continue to replace lighting in Common Areas with LED fixtures.

27. If awarded, will we get access to the current HVAC system's performance data and maintenance records? Yes.

28. If awarded, will we be made aware of any specific ine iciencies or issues with the existing HVAC system that need immediate attention? Yes.

29. If awarded, will we be made aware of your expectations for the improved e iciency and any specific targets you aim to achieve? Yes. Expected improved e iciency objectives will be provided.

30. If awarded, will we be given a list of what Brands you have currently? Yes, a list will be provided.

31. If awarded, will HVAC trend data be available? Yes, info will be available.

32. Are there existing systems or processes in place for water conservation that we should integrate with? Yes, all of the facilities have automatic water saving fixtures and all irrigation on site uses storm water collected on site. Central Cooling plant operations represents the largest use of water on site, over 70% of our potable water usage.

33. What are your long-term goals for water conservation, and are there any regulatory considerations we need to be aware of? No long-term Water Conservation Goals have been established for the site, we operate within Miami-Dade Water and Sewer Department regulations (MD-WASD is our potable water purveyor), as well as any county mandated water use restrictions that are applicable.

34. Will you provide information on the current sources and usage of non-potable water onsite? Yes. The only current regular use of non-potable water on site is use of storm water collected on site for landscape irrigation. We do have infrastructure installed that would allow for the use of storm water collected on site to operate the central cooling plan (external cooling water) in an emergency. To date (since the site was put in operation in Nov 2010), there have been no disruptions to Miami-Dade Water service on site that have required such use. See Attachment 15 (USAG-Miami Utilities Usage FY20-24).

35. Will this RFP include all buildings on the campus: USAG, Southern Command & Conference Center of the Americas? Yes, info will be available.

36. Do you have reserve weekend at this facility? If so, is it once or more per month? Do they have any special energy needs compared to normally attached personnel and operations? We do not have reserve drill weekends on site, however there are several functions associated with US Southern Command military command, control and communications functions that are in operation 24/7 on weekends and holidays.

Additionally, several military training exercises are conducted annually (2-3, usually one week in duration) that involve increased 24/7 operations. Historically, we've found that afterhours temperature setbacks were neither e ective nor acceptable given the design of the HVAC systems and the intermittent operations. The system is a demand-based system, and we have extremely e icient building envelopes.

37. For all projects, are there any Army standards/requirements beyond the Unified Facilities Criteria (UFC) and Unified Facilities Guideline Specifications (UFGS)? No Army standards/ requirements.

38. If awarded, Will we be provided a list of any upgrades to facilities in the next 5-10 years in any master planning, such as adding buildings, building extensions, additional floors, roof top solar, or security features that need significant power usages? There are no major additions or upgrades currently planned that would have any significant impact on our current energy and water usage and requirements. We are in the process of developing privatized military housing adjacent to installation, however energy and water usage on that site will be separate and controlled by the privatized housing partner that is developing and will operate the site. We estimate that the site will have a population of 400-500 service members and family members that already exist but are currently spread across Dade and Broward counties in private sector communities. We do expect increased afterhours and weekend use of our fitness center, but we do not expect this new population being adjacent to the installation to have any significant impact on the installation's energy and water requirements.

39. If awarded, Will be given the current number of people working in the facility? Is that expected to stay the same, increase, decrease over the next 5-10years? Are working hours normally 7am-4pm? Do you have an evening shift or midwatch frequently that need as much power as the day watches/shifts need? We do not currently expect any significant increases in the number personnel working on the installation. Normal working hours are 07:00 - 16:00 (7AM to 4PM) five days per week. There is a small contingent of operations center and communications personnel who work after hours and on weekends to maintain communications and military command and control operations, as well as security personnel who secure the installation and selected facilities.

40. The site mentioned updated floor plans displaying LED upgrade remaining counts; on our site visit they had said in order to accurately quote the amount of LED lights that need to be replaced, the US Army Garrison could provide schematic or electrical plans showing the buildings/areas left to be converted. USAG-Miami has been replacing original fluorescent fixtured with LED Fixtures over time. At this time all of the exterior perimeter fence, access control point, parking lot and exterior building perimeter lighting has been replaced with LED fixtures within the past 10-years or less. We are currently in the process of replacing interior common area and high lighting, the following has been completed to date:

Bldg 1 (Headquarters Building) - All of the Primary and Secondary Egress Corridors, All Stairwells, Command Center and Data Center have been replaced, what remains are open o ice areas and private o ices. Bldg 4,5,6 (Access Control Buildings) - All Exterior Building Perimeter Lighting has been replaced, what reamins is the interior o ice lighting. Bldg 8 (Convenience Store and Food Court) - No Replacements have been completed. See Attachments 12, 13 and 14 (Major Facility Lighting Plans).

41. I would like to request one line diagram of the electrical. I know we discussed the single meter access point but would be good to have the detailed information for our floating solar quote. See Attachment 11 (USAG-Miami Doral/SOUTHCOM Site Power Map w/Site Power OneLine)

42. Can we confirm the size of each of the chillers? USAG-Miami Doral/SOUTHCOM Site has a District Chilled Water Plant that consist of four (4) x 1000-ton Trane units. The units are paired, with each pair supported by a separate medium voltage substation for redundancy.

Typically, peak load for the entire installation is <2000-tons (meaning each pair can e ectively support the entire peak cooling load).
