About this file
This is a Questions and Answers document (Q&A R00003) addressing clarifications on a propane supply and tank leasing contract solicitation.
The contract requires propane delivery and tank leasing services at two locations: Haz Hazard Dam (HHD) and Mud Mountain Dam (MMD). The estimated annual propane consumption is 3,000 gallons per year for HHD and 6,500 gallons per year for MMD, with propane used exclusively for building heating. At MMD, the contractor must lease three 500-gallon tanks and one 250-gallon tank; the contractor is not responsible for routine deliveries to the 250-gallon tank but must fill it if required on an on-call basis. Delivery schedules require automatic bi-weekly deliveries from October through March for HHD and from November through March for MMD; deliveries from April through October are on-call for both locations. Pricing must be submitted on SF 1449 with three components: price per gallon for propane, price per month for tank leasing, and total price per "job" for the entire year. Offerors may propose different firm-fixed per-gallon rates for each option year, with all option CLINs being fixed price. This is a 100% Small Business Set-Aside. The incoming contractor will not be responsible for removing incumbent supplier tanks; a 15-day phase-in/phase-out period will allow the Government to coordinate tank transitions. Section 52.212-2 (business license requirement) has been removed per amendment. The previous solicitation W912DW21Q0030 is available on sam.gov for comparison of scope changes.

Q&A R00003
Q1: Can you please confirm how we are to fill out the price on SF1449? Does “Job” just refer to our cost to lease tanks, and does “job” exclude the price of the propane itself?
A1: You need to provide the price per gallon for the propane and price per month for the tanks. Then you also need to fill in the price per “job” which is the total price for that line item for the entire year.
Q2: PWS paragraphs 1.4.2 and 4.3 require the contractor to lease four tanks at Mud Mountain Dam: three 500-gallon tanks and one 250-gallon tank. However, the delivery requirements in paragraph 14.2 and PRS #4 and #5 list only the three leased 500-gallon tanks and the one MMD-owned 500-gallon tank. The leased 250-gallon tank is not included. Could you please confirm:
a) Is the contractor responsible for filling the leased 250-gallon tank at MMD?
No. The 250-gallon tank is required for leasing purposes only. The contractor is not responsible for routine deliveries to this tank. Should a fill be required due to unforeseen circumstances, it will be ordered separately on an on-call basis.
b) If so, does it follow the same schedule as the other MMD tanks (automatic deliveries every two weeks from November through March, and on call from April through October)?
N/A. Regular biweekly and scheduled on-call delivery schedules only apply to the four (4) 500 gallon tanks at MMD (1 Government owned and 3 contractor leased).
A2: See above for answers in italics.
Q3: Has the scope materially changed from the previous contract? If so, could the Government identify the principal changes, such as tank quantities, estimated propane consumption, delivery frequency, locations or other performance requirements?
A3: The previous solicitation, W912DW21Q0030, is still publicly available on sam.gov.
Offerors may take a look there to identify any changes between this solicitation and the last one.
Q4: Could the Government provide the actual propane gallons delivered at HHD and MMD separately, preferably by month for the most recent 12 months? If monthly information is unavailable, annual consumption by location would also be helpful.
A4: Actual usage over the previous 12 months is not available. Estimates are 3,000 gallons per year for HHD and 6,500 gallons per year for MMD.
Q5: Could the Government identify what equipment, facilities, or systems are supplied by the propane tanks at each location – for example, building heating, generators, water heating, or other equipment?
A5: Building heating
Q6: If available, could the Government provide the approximate gallons delivered per scheduled delivery, or the typical tank level at which automatic deliveries are made? This would help prospective supplier evaluate delivery frequency and route requirements.
A6: This is not possible because it varies widely by month
Q7: For the contractor-leased tanks required at Mud Mountain Dam, will the incoming contractor be responsible for coordinating removal of the incumbent supplier’s tanks, or will the locations be available for installation at the beginning of the new period of performance?
A7: The incoming contractor will not be responsible for removing the current supplier’s tanks. Per section 1.6.17 in the PWS, a 15-day phase in/phase out period from the date of contract award. The Government will facilitate access and will coordinate between the incoming and outgoing contractor for tank removal while the incoming contractor sets their tanks to ensure no interruption of propane availability to the dam.
Q8: Amendment 0002 confirms that the Government requires a firm-fixed price rather than a fixed markup over the posted daily cost of propane. Could the Government confirm whether the proposed per-gallon price is expected to remain fixed for each individual contract performance period, with offerors permitted to propose different firm-fixed rates for subsequent option year?
Offerors may quote different firm-fixed rates per gallon for each option year. Option CLINs are fixed price.
Q9: The current SAM.gov notice identifies the acquisition as a Total Small Business Set- Aside, while the original SF 1449 is labeled as a Women-Owned Small Business solicitation. Please confirm the controlling set-aside eligibility requirement.
A9: This is a 100% Small Business Set-Aside
Q10: The PWS scope states HHD automatic deliveries run from October through March, while the Performance Requirements Summary references November through March.
Please confirm the controlling HHD automatic-delivery period.
A10: Both the PWS and PRS show automatic bi-weekly deliveries for HHD from October through March. Automatic bi-weekly deliveries from November to March are for MMD.
Q11: Section 52.212-2 requires a copy of the offeror’s business license. For an out of state corporation acting as prime and using a properly licensed Washington propane subcontractor for all physical deliveries and tank work, is the prime’s out of state corporate/business license sufficient with the quote, or must the prime hold a Washington registration or license itself? Please identify any specific prime credential required at quote or award.
A11: 52.212-2 is removed. See amendment.
