About this file

This is a Questions and Answers document for a propane delivery contract amendment issued by the U.S. Army Corps of Engineers (USACE).

The document addresses supplier inquiries regarding propane delivery to two dam locations in Washington State: Howard A. Hanson Dam in Ravensdale (3,000 gallons annually) and Mud Mountain Dam in Enumclaw (6,500 gallons annually). The previous contract W912DW21P0027 was awarded to BSE Performance LLC of Peoria, Arizona for $299,343 (base and all options). Regarding pricing methodology, the Government has rejected the supplier's proposal for index-based pricing with a fixed differential, requiring instead that all per-gallon propane pricing remain firm for each respective contract period with quotes submitted per solicitation. For site visits, the Government will not permit access to Mud Mountain Dam but offers pictures and maps of tank locations; site visits to Howard A. Hanson Dam may be requested by contacting Michael Diddams at Michael.A.Diddams@usace.army.mil with all requests due by 2:00 PM PT on September 23, 2026. The propane storage tank at Howard A. Hanson Dam is above ground.

1. If available, could you please provide the actual gallons of propane delivered annually for the previous contract, preferably broken down by location and year, for:

• Howard A. Hanson Dam – Ravensdale, WA 3,000 gallons per year

• Mud Mountain Dam – Enumclaw, WA 6,500 gallons per year

If available, I would also appreciate the previous contract/award number and incumbent contractor information. Previous contract W912DW21P0027, Award amount, base and all options - $299,343. Previous contractor: BSE Performance LLC of Peoria, AZ.

2. Given the volatility of propane and petroleum commodity pricing over the potential five-year period of performance, would the Government consider allowing propane to be priced using an established terminal rack price or recognized published index at the time of delivery, plus a fixed per-gallon differential?

This would allow the differential to remain firm while the underlying commodity price adjusts with the market.

Please let me know if this pricing methodology would be acceptable or if All per-gallon propane pricing must remain firm for each respective contract period.

Please quote per solicitation. No change to pricing structure.

3. Is a site visit available? There will not be a site visit for MMD, but pictures and a map of the tank locations are included in this amendment. We are also including pictures of HHD. If you’d like a site visit for HHD, you may request one by coordinating with Michael Diddams via email (Michael.A.Diddams@usace.army.mil). All site visit requests must be received prior to 2:00 PM PT on 23 Sep 2026.

4. Could you advise if the tank at Howard A Hanson Dam is above ground or underground?

Above ground.
