About this file
This is a Questions and Answers (Q&A) document for solicitation R0002 addressing propane supply requirements. The document clarifies four key procurement policies for potential offerors.
Regarding pricing, offerors must submit a firm fixed price and cannot propose pricing structures based on a fixed markup over posted daily propane costs. For small business prime contractors considering subcontracting arrangements, the solicitation permits the use of qualified local propane companies as subcontractors provided the prime contractor retains responsibility for contract administration, subcontractor management, quality control, invoicing, and overall contract performance. No limitations on subcontracting or minimum self-performance requirements apply to this arrangement. Additionally, the Non-manufacturer Rule does not apply to this propane requirement.
