WORK SEQUENCE

PART 1 GENERAL

The work covered by this section of the specifications consists of work common to more than one section of these TECHNICAL SPECIFICATIONS.

1.1 COORDINATION

The construction sequence is critical in maintaining operability of Libby Dam's main unit generators, transformers and transmission lines during this work. Equipment and systems outages shall be kept to a minimum and shall be coordinated with the Contracting Officer's Representative (COR).

Temporary outages will be required as loads are transferred from existing equipment to new equipment. Proper sequencing of the work shall be required to minimize the duration of these outages. All loads must be supported by Government approved temporary power sources furnished by the Contractor 24 hours a day, 7 days a week during the affected work.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00, SUBMITTAL PROCEDURES:

1.3 EQUIPMENT REPLACEMENT AND CUTOVER PLAN

Submit at least 90 days prior to the start of equipment installation the proposed step-by-step removal and installation procedure and system cutover schedule. This schedule's format shall match the Contractor's project schedule submissions as required in section 01 32 01.00 10 "PROJECT SCHEDULE." The plan shall include a detailed sequential list of activities, duration of each activity, duration of all outages required, and temporary power plan if required. The plan shall reflect the coordination with the Government's safe clearance procedure (LOCK-OUT/TAG-OUT) for de-energizing equipment. The plan shall be coordinated with the overall project schedule required by SECTION 01 32 01.00 10 PROJECT SCHEDULE. No work will be allowed to commence until the plan is approved. Any revisions to the approved plan shall be submitted for approval.

The Contractor shall provide information regarding what temporary power equipment that will be used (MCC, panel, battery bank). The plan shall include a connecting means for existing cabling that utilizes bolt on connections via a termination enclosure.

1.4 TEMPORARY POWER

Contractor must provide Temporary Power to all 125V DC Switchboards and Panelboards; and to all 120VAC Preferred AC Switchboards and Panelboards.

Additional equipment may require temporary power. The Government will not pay additional compensation for equipment requiring temporary power not specifically listed here.

1.5 OUTAGES

1.5.1 Generating Unit Outage Requests

The Government must provide notice to Bonneville Power Administration (BPA) 45 days in advance of any time main generating units are unable to provide power. Due to this requirement, all main generating unit outage requests will require notice to the Contracting Officer 24 work days in advance. Work days are Monday thru Thursday. Notice provided after 1630 will be considered received on the next business day. This requirement does not apply to outages which will not affect the ability to produce power from generating units.

1.5.2 Outage to Connect/Disconnect Temp Power

Equipment outage to connect or disconnect temporary power to loads shall be limited to one (1) hour per outage.
