The amendment is issued by the U.S. Army Corps of Engineers, W912DS Contracting Division, located at 26 Federal Plaza, New York, NY, with the contracting officer being Mohenda Surage.

The solicitation number is W912DS26BA020, with an effective date of June 11, 2026, and project number 562346. Amendment 0002 presents revisions to drawings and specifications, specifically reissuing drawings GC201, BB102, CP503, CG202, ED101, and ES101, and adding Appendix B (Environmental Sampling Report) to the specifications. The amendment addresses twenty-one proposer questions and government responses covering project scope, including pavement design specifications, base course payments, reinforcing steel details, joint configurations, electrical conduit sizes, fire hydrant reuse requirements, work hours, environmental permits, and lighting fixtures. Key clarifications include confirming that all lights are to be provided new (not reused), that the project expects award by September 30, 2026, with Notice to Proceed by mid-November, and that environmental permits must be obtained before physical work begins. Bidders must acknowledge receipt of this amendment prior to the bid opening date by completing SF 1442, separate letter, or signing the amendment block, with failure to acknowledge resulting in potential bid rejection under FAR 14.304.

PROPOSER'S QUESTIONS AND GOVERNMENT REPLY

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.

1. Our takeoff of the Edge-of-PCC coordinate points (1-13) on Sheet CP101comes out to roughly 155,803 sf of 19" apron PCC. Can the Government confirm the intended apron PCC quantity (CY), or confirm that the plan limits govern, so all bidders are pricing the same volume? RESPONSE:

Please prepare your bid based on the limits as noted on the plans.

2. What is the specified mix design class and minimum flexural strength (modulus of rupture) for the 19" apron and 12" GSE pavement? Please point us to the controlling UFC or spec section so we can price the correct mix. RESPONSE: Please refer to specification 32 13 14.13 for PCC requirements.

3. Is the 13.5" PCC trench-drain pavement paid under its own line item, or is it lumped into the apron PCC? Please also give us the limits / linear extent so we can break it out. RESPONSE: No, the trench drain cost is included in CLIN 0002, once a detailed loaded schedule is developed and approved payments will be made based on work performed. 13.5" PCC and the trench drain are separate items. See sheet CS101 and CP101 for locations of the 13.5" PCC and the location of the new trench drain. See sheet CG501 and CG502 for trench drain details.

4. How are the base courses being paid -- 6" CTB under the apron, 7" CTB under the GSE pad, 8" PC-stabilized subgrade, and 6" ABC / 6" subbase under the shoulders? Are these in-place CY, SY, or lump sum under CLIN 0002? RESPONSE: All mentioned costs are included in CLIN 0002, once a detailed loaded schedule is developed and approved payments will be made based on work performed.

5. The shoulder limits aren't fully dimensioned on the plans. Our takeoff lands around 69,260 sf of 4" ACC shoulder. Can the Government provide the dimensioned shoulder limits, or confirm a quantity, so we're all carrying the same tonnage? RESPONSE: Please prepare your bid based on the limits as noted on the plans. See revised sheet CP101 for the paving limits of the 4" ACC.

6. CP503 gives reinforcing as an area of steel (As = 0.114 in/ft for the 19" PCC, 0.072 for the 12- 13.5" PCC) at 12" max spacing, but no bar schedule. What bar size and spacing does the Government want us to use? We'd rather price an actual bar layout than back into it from As.

RESPONSE: Please Bid the project as noted on the plans.

7. CP501 shows 1-1/4" 20" dowels at 18" o.c. (19" pvmt) and 15" o.c. (12- 13.5" pvmt). Are dowels required at every transverse joint, and which longitudinal joints need tie bars? If tie bars are required, please give the size, length, and spacing. RESPONSE: See sheet CP401 for Joint location and types.

8. CP501 details (2) #4 48" bars at 6" o.c. top and bottom at the hydrant pit corners. How many hydrant pits / fueling points are there so we can carry the right amount of this localized steel?

RESPONSE: See sheet CP401 for the location of the existing Hydrant Fuel Pit.

9. What lap-splice length / detail applies to the slab reinforcing, and how would the Government like splices accounted for -- as a percentage add to bar weight, or per a specific splice schedule?

RESPONSE: See sheet CP503 for lap spacing notes.

10. We don't see a fixture schedule for the taxiway / apron edge lights or any in-pavement fixtures.

How many fixtures of each type are in this scope? A keyed plan count or fixture schedule would let us firm up the lighting price. RESPONSE: Number of fixtures required are shown on ES101.

Elevated vs in-pavement are defined in the legend.

11. How many handholes / pull boxes are required, and are the generator and panel XDP1 furnished and installed under this contract? If so, please provide ratings and the controlling electrical spec section. RESPONSE: Number of handholes are shown on ES101. Generator and panel XDP1 shall be provided by the contractor for this contract. Ratings are shown on ES507.

Refer to 26 20 00 and 26 32 15.

12. What is the full scope of the catenary / aircraft lightning-protection mast system -- number of masts, down-conductor and grounding requirements -- and is testing / commissioning included under CLIN 0002? RESPONSE: Scope of catenary lightning protection system is shown on ES101 and ES508 as well as in spec 26 41 00. Testing and commissioning shall be included under CLIN 3.

13. CS101 lays out the perimeter fence by coordinate points (1-22), which we measure at about 3,293 LF. What fence type (height, fabric, top detail) and how many gates / what sizes are required? Is temporary security fencing during construction its own pay item or carried in the GCs?

RESPONSE: See sheet CS101 Keynote 2 for fence type. See sheet CS101 Keynote 3 for gate type. See sheet CS502 For fence details. See sheet CS503 for gate details. See specification 32 31 13.53 for additional fence requirements.

14. We don't have a marking plan for the airfield pavement markings. What is the paint type (e.g., reflective airfield marking with glass beads), the layout, and the approximate quantity? Is any temporary marking required during phasing? RESPONSE: See sheet CS101 for the pavement marking locations. See specification 32 17 23 for paving marking specifications.

15. What are the limits for topsoil, seeding, and landscaping restoration? Please provide the disturbed-area limits and the seed / sod spec so we can quantify the restoration rather than carry it as a lump sum. RESPONSE: See note 9 on CG101 for areas required topsoil and seeding requirements. See specification 32 92 19 for seeding requirements.

16. CLIN 0001 covers demolition and PFAS testing. What is the extent of existing pavement and structures to be demolished, what PFAS sampling protocol / lab method applies, and who carries the cost of disposal characterization if results come back over the thresholds? RESPONSE: See sheet CD101 and CD301 for Civil Demolition locations. See sheet ED101 for electrical demolition requirements. Reference Specification 02 41 00 for demolition requirements. Reference Specification 01 57 19, 02 81 00, 02 610 13 and the 02 61 13 Appendix for PFAS sampling and disposal requirements.

17. For the 1,500 CY of satisfactory (import) soil under CLIN 0008 -- where is it being placed, what gradation / spec applies, and are haul and compaction included in this line item? RESPONSE: The intent of this CLIN is to have the ability to quickly replace any unsuitable soil should it be encountered during excavation. If all soil is found satisfactory, no costs will be billed against this

CLIN.

18. For the petroleum-contaminated soil options (500 CY each, CLINs 0009- 0011), what triggers the Government exercising these options, and how is the unit price adjusted if actual quantities run over or under? RESPONSE: During excavation work that is part of CLIN 0002, should any soil be found contaminated with petroleum products, CLINS 0009-0011 may be exercised to complete the work. Payment will be made at a unit cost for volume removed. Should additional volume be required beyond what is already identified under the CLINS, COR will negotiate that work as needed.

19. CLIN 0003 bundles site work, fencing, storage, high-mast, and grading into one Job. Is a temporary field office and contractor laydown / storage area Government-furnished or contractor-provided, and where is the designated laydown area? RESPONSE: Contractor field office shall be provided by the contractor, please revisit spec section 01 50 00 for requirements. Location of the contractor laydown is shown on sheets GI101 and GC101.

20. What are the airfield operational constraints and phasing requirements -- permitted work hours, NOTAM / airfield-closure coordination, escort requirements -- and will night or weekend work be required to keep the airfield operational during construction? RESPONSE: See sheets GI101, GC101, GC102, GC201 and GC501 for airfield access requirements, phasing requirements and escort requirements. See specification 01 14 00 and Appendix 4 to Annex C to JB MDL JIDP (attached to the specs) for additional requirements

21. For the access-delay options (~25 hr and ~75 hr, CLINs 0014-0015), how are delay hours measured and documented, what rate are they compensated at, and what does the Government consider a compensable access delay? RESPONSE: Please refer to Note 7 of the bid schedule, section 00 20 00
