About this file
This file is a Final Report (Part 2) related to a maintenance dredging solicitation for the Arthur Kill 35' Reach in the New York and New Jersey Channels Federal Navigation Project, issued by the Department of the Army Corps of Engineers Engineering District New York under Solicitation Number W912DS26BA013.
The project requires removal of approximately 150,000 cubic yards of material from critical shoals to maintain a depth of -35 feet Mean Lower Low Water (MLLW) plus 1 foot allowable overdepth. The dredged material, expected to consist primarily of silt with some sand and clay, must be processed and transported to a contractor-furnished, state-permitted upland placement site. The work mandates use of a mechanical dredge with an environmental clamshell bucket due to State Water Quality Certificate restrictions. The contractor must obtain all necessary federal, state, and local permits for dredged material transportation, transfer, dewatering, processing, and final placement. The apparent low bidder has 35 calendar days from notification to provide copies of all required permits and approvals. Work must commence within five calendar days of receiving the notice to proceed, with a minimum integrated production rate of 2,500 cubic yards per calendar day required to be maintained throughout execution. Additional resources including multiple barges and tugboats are necessary to support dredging, dewatering, and unloading operations.
