The contractor must provide all materials, labor, equipment, and services to dredge approximately 155,035 cubic yards (CY) of silt and clay material and transport it to a contractor-furnished, state-permitted upland placement site. The work is divided into three basic contract line items (CLINs 0002-0004) totaling 71,665 CY and four optional CLINs (0006-0009) totaling 83,370 CY across seven dredging areas, all requiring dredging to -35 feet Mean Lower Low Water (MLLW) plus 1 foot allowable overdepth. The contractor must commence work within 5 calendar days of receiving the Notice to Proceed and complete the entire base work within 39 calendar days based on a minimum production rate of 2,500 CY per day; additional time is allowed at one calendar day per 2,500 CY for option quantities. The estimated total contract value ranges from $10,000,000 to $25,000,000. Key contractor responsibilities include obtaining all permits for offloading, transportation, dewatering, processing, and disposal; complying with State Water Quality Certificates and Federal Consistency Determinations; coordinating with the Federal Aviation Administration using Form 7460-1; performing scow monitoring; and performing at least 40 percent of the work with the contractor's own organization and equipment. The work is anticipated to occur between Summer/Fall and Winter 2026, and the contractor must coordinate with the U.S. Coast Guard at least 45 days prior to relocating navigation buoys.

1.3.1 Project Description
The work to be performed under this project consists of providing all materials, plant, labor, equipment and services (except those furnished by the Government) to perform maintenance dredging of Arthur Kill 35' Reach, New York and New Jersey Channels, Federal Navigation Project, with placement of the material at a Contractor furnished, state-permitted, Upland Placement Site(s). The Contractor will be solely responsible for coordinating, obtaining, and be in compliance with all requirements for transportation, offloading, dewatering, processing, and disposing of the dredge material, as well as for obtaining all permits and for meeting all requirements for the processing and disposal site(s) identified by the Contractor. See Section 35 20 29 DREDGED MATERIAL TRANSPORT AND PLACEMENT MONITORING for more information.
The maintenance for this project consists of dredging a total of approximately 155,035 CY of material based on the plans and specifications survey performed in December 2025. For more details, see ESTIMATED QUANTITIES in Section 01 30 00 ADMINISTRATIVE REQUIREMENTS of these Specifications. The dredge material has been determined to be composed of primarily silt and clay.
A summary of the Dredging Areas is shown in the table below:
DREDGING AREAS TOTAL ESTIMATED
QUANTITY (CY)

Contract time for completion is based on a minimum average production rate of 2,500 cubic yards (CY) per day for dredging, transportation, processing and placement at a contractor furnished, state permitted, Government approved upland placement site(s). Should the total quantity of material exceed the estimated quantities within the Solicitation Contract Form, additional time will be allowed at the rate of one (1) calendar day for each 2,500 cubic yards in excess of the established limit. The time stated for completion shall include final clean up.
The contractor must bid on all items of the bid schedule. The following CLINs require dredging of the Arthur Kill 50' Reach, New York and New Jersey Harbor, Federal Navigation Project, with subsequent transportation, processing and placement of the dredged material at a contractor furnished, state permitted, Government approved upland placement site(s):
CLIN 0002 (BASIC WORK - Dredging Area 16R- requires dredging to the plane of -35 feet Mean Lower Low Water (MLLW) plus 1 foot allowable overdepth).
CLIN 0003 (BASIC WORK - Dredging Area 18R- requires dredging to the plane of -35 feet MLLW plus 1 foot allowable overdepth).
CLIN 0004 (BASIC WORK - Dredging Area 19B- requires dredging to the plane of -35 feet MLLW plus 1 foot allowable overdepth).
