About this file
This document is an Amendment (Amendment 003) to a federal solicitation for the Vessel Shore Power project at Caven Point Marine Terminal in New Jersey, issued by the US Army Corps of Engineers, New York District. The amendment addresses multiple bidder questions and clarifies technical specifications, including revisions to payment items, concrete and pavement requirements, and technical details about project components like fender piles, gangway, and electrical systems.
Key modifications include clarifying that eight single job payment items are correct, confirming soil erosion control measures are required, specifying that previously excavated in-situ material can be used for compacted fill if not contaminated, and providing technical clarifications about pavement thickness (4" asphalt over 6" aggregate base), reinforcing steel (black, uncoated, 60-ksi), and fender pile requirements (driven to elevation -59.50 NAVD88). The amendment also confirms that a gangway and its foundation are part of the contractor's scope of work, with specifications provided in section 11 13 19.13.

SECTION 00 73 00 - SUPPLEMENTARY CONDITIONS
The following have been added by full text:
AMENDMENT 03
Vessel Shore Power, Caven Point Marine Terminal, NJ Solicitation #: W912DS25B0003
AMENDMENT 003 of 003:
TO BIDDERS:
The following changes shall be made to the drawings and specifications.
DRAWINGS: N/A
SPECIFICATIONS: N/A
BIDDERS’ QUESTIONS AND GOVERNMENT REPLY:
RFIs (Note: numbers are in the order RFI’s were received):
18. Please confirm no Soil Erosion & Sediment Control will be required for this project since no plans or permits have been provided at the time of bid.
Response 18: ESC measures are required. See Specification 01 57 19 including Sections 3.2.2 and 3.2.2.1.
23. Please confirm that previously excavated in-situ material will be suitable for the proposed compacted fill being requested underneath the compacted sub-base (sand).
Response 23: That is correct as long as it is not contaminated and it meets the requirements of Spec. 31 00 00. 31 00 00 will be revised as follows: The following phrases will be deleted from Section 1.2.7 Unsatisfactory Materials: "man-made fills;" and "backfills from previous construction". In addition, the following change will be made to Section 1.2.6 Satisfactory Materials: Line 4 will be changed to "...thickness and no greater than 2" thickness...."
24. Please be advised that the Single Job Payment Items being shown in Section 1.3 do not match the bidding proposal schedule found in Section 00 10 00 - Solicitation. Please provide clarification and update the bidding proposal schedule accordingly.
Response 24: The eight single payment items shown in 00 10 00 are correct. 01 20 00 will be revised, such that there are eight items rather than 41 "sub-items". Each of the eight items will be measured per "job" (rather than as specific quantities, such as square feet, cubic yards, feet, etc). Units of measure other than "job" will be removed from 01 20 00 so that 01 20 00 matches 00 10 00.
28. The bid form at Item 0007 contains a listing of the components of the Item. There is a listing of “… 6” Thick Asphaltic Concrete Paving, and all subcourses…” The bid form at Item 0008 contains a list of the components of this item. There is a listing of “… supply and install compacted subbase, Asphaltic concrete pavement….” Could you please describe the differentiation of these subbase and asphalt paving components, and should they appear in both items Item 0007 and Item 0008?
Response 28: " 6" thick " is a typo. It will be deleted from 00 10 00 and 01 20 00 where it appears. The subbase is granular, compacted fill as opposed to asphalt. The intent is for paving to be equivalent to existing site paving. Based on 2014 as-builts, the paving is a 4" of asphalt over 6" of aggregate base over compacted fill and "Quantities required in 4" asphalt course shall be according to NJDOT standards. See section NJDOT Standard 902.02.03 Mix Design"
29. Dwg CD102 at detail “B12 TYPICAL SECTION THROUGH REP;LACEMENT PAVEMENT” shows the “ASPHALT REPLACEMENT PAVING dimensioned as 4” thick, while the COMPACTED SUBBASE (SAND) is dimensioned as 6” thick.. Are these dimensions correct?
Response 29: B12/CD102 will be changed to 4" MIN. See RFI 28.
30. Dwg CD102 at detail “B12 DEMOLITION -TYPICAL SECTION” shows a callout for “ASPHALT PAVEMENT” to be removed. Could you please advise the thickness of the existing ASPHALT PAVEMENT”
Response 30: See RFI 28.
31. Drawing C-303 shows the “GANGWAY ACCESS” at Detail C1 and Detail C11. At these details there is a callouts “GANGWAY FOUNDATION BY OTHERS”, “1GANGWAY PEDESTAL FRAME BY OTHERS” and “SWIVELING RETRACTABLE GANGWAY BY OTHERE.” However Page 5 of 47 in the Solicitation at Item No 0005 is “Supply and Install Gangway.” We cannot find a detail nor a specification for the Gangway. Please advise is the Gangway in the Scope of this Project?
Response 31: Specification 11 13 19.13 is a performance specification for the gangway and its foundation to be contractor-supplied as part of your bid.
32. The Payment Items in Section 00 10 00 – Solicitation do not correlate to the Payment Items detailed in Section 01 20 00 – Price and Payment Procedures in terms of the number of Payment Items, Payment Item Descriptions, Work Included, and Units of Measure. Please clarify and issue a revised Section 00 10 00 – Solicitation accordingly.
Response 32: See RFI 24.
39. Please advise if the Reinforcing Steel is required to be black, epoxy coated, or galvanized.
Response 39: The design calls for black, uncoated reinforcing bars. Epoxy coated or galvanized rebar is not required.
40. Please advise if the Mooring Dolphin and Cable Crane Foundation structures are subject to the Mass Concrete requirements.
Response 40: Yes, the mooring dolphin and cable crane foundation are subject to the mass concrete requirements. Refer to mass concrete definition provided in section 1.2, Division 03 31 30 of the specification document.
41. There does not appear to be a design capacity stated in the Plan Sheets and Specifications that the Fender Piles are required to achieve. Please clarify.
Response 41: All of the fender piles are to be driven to achieve tip elevation EL. -59.50 NAVD88. There is no particular vertical capacity/driving resistance requirement.
44. Drawing GC102 at the bottom center of the sheet shows an area along the bulkhead with a crosshatch legend and marked as “LOAD RESTRICTED AREA. On the same Dwg at the GENERAL SHEET NOTES,” note 2 states “FOR LOAD RESTRICKTED AREA REFER TO REQUIREMENTS SEE SHEET S- 001.” However, the restricted loading requirements listed on S-001 at the left side of the drawing at “B.
PROTECTION OF EXISTING FACILITY” states that CONSTRUCTION OPERATIONS FOR THE NEW
WORKS SHALL BE LOCATED SUFFICIENTLY AWAY FROM THE FACE OF THE EXISTING WALL,
SUCH THAT THE SUPERIMPOSED LOADING FROM THE CONSTRUCTION OPERATION WILL NOT
RESULT IN EXCESSIVE ADDITIONAL LOADING ON THE EXISTING WALL. Please quantify the loads which would qualify as “EXCESSIVE ADDITIONAL LOADING” in terms of the maximum loading that can be applied within the “restrictive loading area.”
Response 44: See RFI 42.
45. The specification for the pipe pile states - A252 Gr 3 to meet or exceed A572 Gr 6. Is the requirement for 60ksi material? Typical steel used in this type of construction would be A252 Gr 3 (50 ksi) which is standard.
Please clarify.
Response 45: Yes, the pipe piles are required to be 60-ksi.
47. For Steel Fender Piles: Does the pipe pile need to be primed and would one coat 16 mils suffice for finish coat?
Response 47: The steel fender piles need to be primed followed by coal tar epoxy coating. Refer to section 3.4, Division 09 97 02 of the specifications for the painting schedule of the steel fender piles.
48. Dwg E-401 at detail A1 “ENLARGED PLAN – SOUTH” near the top center of the detail shows the “EXISTING 10” HDPE storm drain. Two proposed electrical duct banks cross the 10” HDPE line. Please provide the invert data for the storm dr in to avoid conflict. Or alternately please create a Bid Item for Test Pits to be paid by the Cubic Yard; or alternately please create an Allowance Bid Item to be paid “Time and Material.”
Response 48: See RFIs 23 through 26.
