About this file
This document is a comprehensive set of technical specifications for the Caven Point Marine Terminal Shore Power and Mooring System Upgrades Project located in Jersey City, New Jersey. The project involves demolishing existing infrastructure and constructing new marine terminal facilities, including six mooring dolphins with micropiles, a cable crane foundation, a new fender system, shore power upgrades, and associated electrical and structural work. The total project cost is estimated between $5,000,000 and $10,000,000, with a contract performance period of 310 calendar days from the Notice to Proceed.
Key technical components include installing steel pipe piles, reinforced concrete cap beams, bollards, rub rails, foam-filled composite camels, cone fenders, and electrical infrastructure like conduits, cables, and switchboards. The specifications mandate strict quality control, marine concrete durability requirements, environmental protections, and specialized construction techniques for marine environments. Critical project milestones include micropile installation within 115 days, pile cap and footing installation by 196 days, and complete parking lot restoration by 277 days. The project will be executed under a U.S. Army Corps of Engineers contract, with detailed requirements for materials, testing, inspection, and performance standards throughout the construction process.

1.3 WORK COVERED BY CONTRACT DOCUMENTS
1.3.1 Project Description
The work includes demolition of existing timber fender piles, timber rub rail, and removal of existing pavement and trench drain for the installation of six new mooring dolphins, a cable crane foundation (including electrical services), and a new fender system. Each mooring dolphin is comprised of six tubular steel casing pipe piles (micropiles) connected to a reinforced concrete cap. Each mooring dolphin micropile is socketed to rock using a threaded bar anchoring system. Each mooring dolphin is furnished with a new steel bollard for mooring and tubular steel rub rail connected to the existing concrete cap beam using post installed epoxy anchors. The cable crane foundation is comprised of three micropiles connected to a reinforced concrete cap. The new fender system is comprised of foam-filled camels braced against vertical steel pipe piles that are connected to molded rubber cone fenders with a fabricated steel guide pile sleeve assembly. Work also includes installation of new utility service and powering of project equipment.
1.3.2 Location
The work is located at the Caven Point Marine Terminal (CPMT), Jersey City, New Jersey, approximately as indicated in drawing plans.
1.4 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area.
Before work is started, arrange with the Contracting Officer a sequence of procedure for executing the work, means of access, space for storage of materials and equipment, and use of areas.

Contact local utility locating service a minimum of 5 days prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed.
