About this file

This document is an Amendment of Solicitation (Standard Form 30) for the Vessel Shore Power project at Caven Point Marine Terminal, solicitation number W912DS25B0003. The amendment includes multiple changes and clarifications, with key details including a March 24, 2025 deadline for Request for Information (RFI) submissions and several critical project specifications. Contractors are required to furnish and install multiple project components, including a gangway, pedestal frame, foundation, cable crane foundation, and steel pipe piles for a fender system. The project involves specific technical requirements such as concrete filling of steel pipe piles, ground photography, and special inspections, with the contractor responsible for hiring a third-party facilitator for partnering sessions.

The amendment removes several standard contract clauses related to contracts and compliance reports, equal opportunity, and affirmative action requirements. Significant clarifications were provided through 27 bidder questions covering topics like underground utility location, waste determination, photography requirements, quality control management, and specific construction details. The project appears to be a marine infrastructure upgrade with complex technical specifications, requiring detailed engineering and construction expertise, and is being managed by the US Army Corps of Engineers, New York District.

BIDDERS’ QUESTIONS AND GOVERNMENT REPLY:

RFIs (Note: numbers are in the order RFI’s were received):

1. Please advise what the RFI question deadline is for contractors. When does USACE expect to respond to questions asked?

Response 1: Due by March 24, 2025

2. (Future)

3. Please provide the pedestal frame drawings and gangway foundation details.

Response 3: The gangway, pedestal, and foundation are to be Contractor-furnished and installed.

Contractor is responsible for providing these details and drawings to the Government based on the gang way supplier chosen by the Contractor. The foundation must be designed by a professional engineer with a U.S. PE license. If the pedestal frame is not a manufactured item provided by the gangway manufacturer, it must also be designed by a professional engineer with a U.S. PE license.

4. Are the pedestal frame and gangway foundation shown on C-303 to be installed by this contractor? Will they be furnished by others? If they are to be installed by others, when will they be installed?

Response 4: The gangway, pedestal and foundation are to be Contractor-furnished and installed by this contractor.

5. Regarding Note 4 on C-102, what size trench drain should we assume for the purposes of using the same assumptions and information for bidding?

Response 5: Assume 8-inch trench drains

6. Note 4 on C-101 states that several timber piles are missing. Are we responsible for furnishing & installing them? If so how many and in which locations?

Response 6: No. The Contractor is not responsible for replacing any timber piles.

7. Please provide details of the cable crane foundation.

Response 7: Details are located on Drawings S-502, S-502A, and S-503 and on Wabtec Drawing

612035_GA.

8. Is the cable crane foundation to be furnish and installed by others?

Response 8: No, the Contractor is responsible for the construction and installation of the cable crane foundation, and the installation of the cable crane upon delivery.

9. Are the steel pipe piles that are to be driven for the new fender system to be filled with concrete? If so, how many feet from the top of the pile should they be filled? Is there any reinforcement required inside the fender pile concrete fill?

Response 9: Drawing S-301 provides the details for the filling and and installation of the steel fender piles. The intent of the design, with respect to the concrete within the steel fender piles is to drive each pile, then, without removing any soil from within the pile, fill the pile with unreinforced concrete to the top of the pile, finishing the top surface of the concrete as shown on S-301.

10. (Future)

11. Per the technical spec pertaining to Preconstruction Air Permits, "Notify the Air Program Manager, through the Contracting Officer, at least 6 months prior to bringing equipment…" Please confirm that if these permits are the responsibility of the contractor that this time will not count towards the 310 Calendar Days being allotted for substantial completion.

Response 10: 01 57 19 - Preconstruction Air Permits

12. Who will be responsible for payment to sample and analyze the waste being generated at the project site? Please provide an anticipated quantity for the number of tests that will be required at the project site to properly characterize the excess in-situ soils prior to disposal at an off-site facility.

Response 12: 01 57 19 - Waste Determination Documentation

13. Specification makes mention to providing aerial photographs and ground photography as part of the requirement for progress and completion pictures. Will the use of drones be required to capture the aerial photographs being referred to in the specification? If drone photographs are a requirement, please identify the flight plan requirements that will be necessary for the USACE Survey Division to approve a flight plan.

Response 13: 01 30 00 - Progress and Completion Pictures

14. Please confirm whether the QC Manager may perform the duties of Project Superintendent.

Response 14: 01 30 00 / 01 45 00 - Quality Control Manager

15. As per the technical specification pertaining to Formal Partnering, it is the contractor’s responsibility to hire and pay for a third-party independent Facilitator Consultant to lead all aspects of the Partnering session necessary to achieve the Partnering Goal. Please provide an example of previous Partnering Sessions so that the contractor can have a better understanding of what will be required. Under what pay item will the contractor be compensated for this work? Define how many follow-on Partnering Sessions should be figured as part of this contract?

Response 15: 01 30 00 - Formal Partnering

16. Will Ground Penetrating Radar be required of the site prior to construction activities beginning?

Response 16: 01 11 00 - Location of Underground Utilities

17. Please confirm that the Special Inspector required for this project cannot be an employee of the prime contractor?

Response 17: That is correct. The Special Inspector(s) cannot be an employee of the contractor. 01 45 35 - Continuous Special Inspection, esp. 1.3.4

18. (Future)

Response 20: Refer to the plans, including sheets G2/S-301 and S-301A. 31 62 16.13 - Steel Pipe Piles for Fenders

21. Plan Sheet CD101, Note 2 refers to a boundary zone 3' [three feet] around the proposed demolished asphalt pavement that will require removal and replacement of asphalt pavement in kind. Plan Sheet C- 101 shows an "Asphalt Cut Line, Repair Asphalt Between New Concrete and Existing Asphalt, TYP." These 2 boundaries are not the same. Please provide clarification as to the limits that will be required to remove and replace asphalt pavement.

Response 21: Some parts of demolition will need to be phased. Sheet C-001 shows areas with "new asphalt", one near MD7 and a larger area (surrounding MD1 through MD6) starting near the east corner of the existing boathouse and ending near the existing fuel dock. During construction, USACE CPMT crews will need a path to the edge of the wharf to access boats and handle lines; see note 11 on C-101. C-101 (and several other sheets) show the expected, overall, ultimate extents of asphalt removal and replacement. CD101 shows two strips of asphalt temporarily left in place until most work is done, for USACE crews, near Bollards G&F and near Cleat D. (Please also take careful notes 1, 3, and 4 on CD101.)

22. Provide a site-specific detail indicating the job mix formula for the proposed Asphalt Replacement Pavement at 4" thick.

Response 22: Please refer to project specification 32 11 26 including section 1.2 on submittals.
