About this file

This document is an amendment to a solicitation for the Radial Forge Infrastructure project at Watervliet, NY, Solicitation #W912DS24R0009.

The amendment provides responses to various contractor requests for information (RFIs) related to the project. Key details include:

  • Clarification on overtime and off-shift work requirements, which may be needed to coordinate with the forge installation contractor. The government has confirmed the contractor must adjust work as necessary to not inhibit forge installation, per the specification requirements.
  • Confirmation that the required triple-winding transformers are available from multiple manufacturers/vendors.
  • Details on the sizes of various hazardous materials and lead-containing items that require abatement, such as metal tanks, window components, and wire glass.
  • Guidance on coordination with the government's overhead gantry cranes and existing equipment during the fire protection work.
  • Clarification on the electrical requirements for a new nitrogen generator.

The amendment does not make any revisions to the solicitation drawings or specifications. Bidders must acknowledge receipt of this amendment by the specified date to avoid potential rejection of their offer.

28. To further quantify the work covered under Note 5 of the General Phasing plan sheets G-003 through G-006, where it states “Contractor must coordinate daily all work for all phases with the forge installation contractor.

Contractor to adjust work as necessary to allow for forge installation. This may include but is not limited to overtime (at no additional cost to the Government) and/or off-shift work (at no additional cost to the Government) as necessary to maintain schedule. Please provide the schedule for manufacturing and the forge contractor for each of the phases of construction. If this information is unavailable, can the government please confirm how much work must be done in overtime or off-shifts? This is a fixed-cost contract and we would like to confirm we have the correct overtime included in our proposal.

Original Response in Amendment 5:

Please reference to RFI # 27 question and response for Overtime and off work hours. Note 5 to be amended in future to align with governing specification 01 14 00.

Revised Response to RFI 28 Rev.1 – no revised drawing to be issued at this time. Revision to Response RFI 28, Please reference to RFI # 27 question and response for Overtime and off work hours. Response 109: DOR has confirmed availability from three (3) separate manufacturers/vendors that meet contract requirements.

129. What are the sizes of the metal tanks mentioned in spec section 02 41 00, Table 3 page 6 of the Hazardous Materials Survey Report?

Response 129: The largest tank impacted by the scope of work is 500 gallons.

130. What is the size of the 1st-floor Control Room window (H-101 Keynote D) needing asbestos abatement?

Response 130: There are ten (10) windows that measure approximately 4-ft x 5-ft.

131. H-101 Keynote D4 says to remove and dispose of asbestos-containing wire glass base. Please clarify if this refers to wire glass or the base of the window.

Response 131: ACM to be removed is the base of the wire glass and all the structural contacts.

132. What is the size of the metal window panel located near interior column #5, per table 2 of the Paint chip Analytical results on page 5 of the Hazardous Materials Survey Report?

Response 132: ~25 sf per window

133. What is the size of the metal window frame in the 1st floor Control Room (right) to calculate lead abatement?

Response 133: 20 lf x ten (10) windows.

Response 151: See response to Bidder Question 101.

152. Is there existing equipment that we are prohibited from working over top of with an aerial lift? If yes, what equipment and where?

Response 152: Phasing plan and scheduled coordination will be required with COR. Refer to G-005.

169. The panel schedules on E-701 show panels 19 & 20, which appear to be existing panels. There are several new circuits being fed from these panels. Are the required breakers existing? If new breakers are required, the manufacturer nameplate information for each panel is needed to correctly price the new breakers. Additionally, is it correct to assume that only the bolded circuits are new?

Response 169: See response to bidder question 168.

171. The panel schedule for LP1 on E-701 shows a circuit for a nitrogen generator. However, there is not shown on the electrical floor plans. Please provide the location as well as what the electrical requirements are for this unit.
