Question 1: Paragraph 3.4.5 states that no storm water detention is required but paragraph 3.5 requires EISA 438 compliance, which may require storm water controls. Please clarify.
Government Response 1: RFP Part 3 Chapter 3 paragraph 3.4.5 is correct. No storm detention is REQUIRED, but the intent of EISA 438 should be met to the Maximum extent technically feasible. Based on the site design presented in RFP Part 6, West Point's stormwater manager waived detention of stormwater due to the non-permanent nature of project and relatively shallow rock in the area. Contractor shall prepare and coordinate with West Point's stormwater manager for a final determination during design development.
Question 2: RFP Part 3 Section G101002 requires tree removal to depth of 18 inches with backfill mound 2 inches above grade but G101003 requires stump removal to 3 feet below grade.
Please clarify.
Government Response 2: Both referenced requirements are correct in the RFP. To clarify:
The removal shall be to a depth of 3' below final/finished grade, 18" minimum below existing grade.
Question 3: RFP Part 3 Section G103002 states fill material may be acquired "from the borrow areas indicated" but no borrow areas are indicated in the documents. Please Clarify.
Government Response 3: No borrow area is available at West Point.
Question 4: Part 3 Chapter 6 ESR G2050 states grass to be a Fescue Sod blend but paragraph, G205004 requires seeding, 3.6 states grass areas to be seeded with 80% Fescue/20% Bluegrass.
Please Clarify.
Government Response 4: Both seed and sod will be acceptable alternatives. The grass specification shall be for an 80% turf type tall fescue and 20% Kentucky blue grass.
Question 5: RFP Part 3 Chapter 3 Paragraph 3.6 states the contractor is responsible for grass growth until 3" height or first mowing but Chapter 6 ESR G2050 requires 1 year guarantee which includes mowing, fertilizing, edging, watering. Please Clarify.
Government Response 5: Establishment is the contractor's responsibility until the first mowing or 3" of growth. The referenced one year landscaping maintenance is deleted.
Question 6: RFP Part 3 Chapter 6 ESR G2050 requires landscaped shrub/tree screening of mechanical yard and dumpster, drawing and other parts of the document require only fencing at mechanical yard and bollards at dumpster. Please Clarify.
Government Response 6: The contractor's design shall use shrub/tree screening as described in the RFP. Provide shrubs/trees in a configuration to preserve and enhance scenic views, screen unattractive features, and reduce negative visual impact. The placement of shrubs/trees shall consider antiterrorism and force protection standards. Additionally, provide fencing and bollards as indicated in the RFP.
Question 7: RFP Part 6 Drawing C-03 sanitary drain call out references note #10 but there is no note #10 on the drawing. Please Clarify.
Government Response 7: Note #10 is added to read: "Sanitary and water shown for information only. Contractor to provide final design."
Question 8: Please confirm there is no requirement to maintain current grade elevations within the site boundary.
Government Response 8: While there is no requirement to maintain current grade elevations, it is encouraged to minimize cut/fill activities. The site grading is limited to meeting and maintaining existing grades along the southern sidewalk, the western sidewalk, the baseball field and Cullum Road. Grading should not adversely affect these locations. Proposed grading slopes should be minimal. Existing lawn areas outside building footprint should remain or be close to existing grades. Existing to remain utility and lighting pedestals and manholes should not be adversely affected by grading.
Question 9: Part 3-D5030 states to design and install the facility in accordance with UFC 3-580- 01 and Part 3-D503001 states to provide a building entrance facility, however Part 3-D503001
1.4 and Part 6 supplemental drawings indicate to provide a Main TER. Please verify that a separate Entrance Facility will not be required for this project.
Government Response 9: As per Part 3 Chapter 6 ESR D503001 paragraph 1.4 Telecommunications Rooms/Spaces, a separate Entrance Facility is not required. The Main TER will incorporate the entrance facility requirements, and a separate Entrance Facility is not required. The Main TER just needs to be sized accordingly, so as to accommodate all the required equipment racks/cabinets, wall fields with the associated entrance equipment ( i.e., backboards, protector blocks, cross connects, etc) as is indicated in the RFP Documents.
Question 10: Part 3 Chapter 6 ESR D503001 paragraph 1.6 (second paragraph) states the SIPR (IPS) safe will be Government Furnished, Government Installed (GFGI). However this paragraph later states the SIPR safe will be Government Furnished, Contractor Installed. Please confirm the SIPR safe will be Government Furnished, Government Installed (GFGI).

Question 11: RFP Part 3 Chapter 6 ESR D503001 1.4 and Part 6 supplemental drawings indicate the separate racks for different networks. Please verify whether additional spare racks will be required per UFC 3-580-01.
Government Response 11: Additional spare equipment racks will not be required per UFC 3- 580-01. Equipment racks shall be provided to comply with the requirements indicated in the RFP documents, mainly in RFP Part 3 Chapter 6 ESR D503001 Paragraph 1.4 and the supplemental drawings in RFP Part 6, in regard to the different systems/networks, as well as to accommodate the required spare capacity of patch panel(s) to be provided as indicated in Part 3 Chapter 6 ESR D503001 paragraph 1.4.
Question 12: RFP Part 3, Chapter 6, ESR C3020 Floor Finishes. Two different portions of this section lists the floor material for specific areas, the Conceptual Floor Finish Schedule and Part D - Resilient Floor Finish Requirements. Which portion should be followed? If the Resilient Floor Finish Requirements should be followed, which resilient floor shall be used?
Government Response 12: For the base bid: The Contractor's designer will produce the final floor finishes schedule and may select floor finishes from any of the finishes described in Part 3, Chapter 6, ESR C3020. The conceptual floor finishes schedule in ESR C3020 is conceptual, not definitive.
If Option 1 CLIN 0006 is exercised: The Contractor's designer will produce the final floor finishes schedule and must provide carpet meeting the minimum carpet requirements of ESR C3020 in all interior spaces except those specifically excluded from receiving carpet by ESR C3020.
Question 13: Page 24, 1st paragraph of the RFP states 'Contractor Performance Assessment Reporting System (CPARS) shall be submitted for projects, when available.' Can the
Government please confirm that if we are submitting a CPARS for our past performance information, a Past Performance Questionnaire (PPQ) is NOT required.
Government Response 13: Confirmed. If the Offeror submits a CPARS rating for a past project, a PPQ is not required.
Question 14: Amendment 0001, SF 30, Section 14 states the current due date is Tuesday, June 15th. Due to the Memorial Day three-day weekend, would the Government consider an extension of three days to Friday, June 18th?

Government Response 15: An alternate feeder is not required for the fire pump. The power source is considered to be a reliable power source. RFP Part 3 Chapter 6 ESR D509002 Paragraph 1.2 'Automatic Transfer Switches' is deleted in its entirety.
Question 16: RFP Part 3 Chapter 6 ESR D509002 paragraph 1.2 Automatic Transfer Switches is stating that a 3-pole automatic transfer switch is required for the sanitary lift station. Where is the emergency feeder coming from for the transfer to emergency source?
Government Response 16: RFP Part 3 Chapter 6 ESR D509002 Paragraph 1.2 'Automatic Transfer Switches' is deleted in its entirety. The power for the sanitary lift station shall be as shown on conceptual Drawing EP-601 in RFP Part 6.
