SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 1

PART 3 – CHAPTER 3 – SITE ANALYSIS

Site work consists of all aspects of a complete project site. This includes (but not limited to) the site planning and design of all new site features (buildings, roads, walkways, fencing, etc), demolition, earthwork / grading, storm drainage, utilities, signage, landscaping, force protection, stormwater management and erosion + sediment control, and obtaining necessary permits.

3.0 EXISTING SITE DESCRIPTION

The new General Instruction Building (Bldg #tbd) will be located on the open grass area between Jefferson Hall (Bldg #758) and the Doubleday Field at the United States Military Academy in West Point, New York. This area is located in the south-east corner of the Parade grounds, and is noted on utility maps as ‘The Plain’. The approximate 1.2 acre site for the new facility will be bordered by existing sidewalk running along Jefferson Hall on the south side.

On the north side is the outfield fence of Doubleday Field and on the west side is a sidewalk that is the continuation of Thayer Road. Cullum Road runs along the east side of the site, with bollards and a retaining wall along the sidewalk, which maintains the grading from the baseball field.

From the civil point of view, the project involves the construction of the new facility with associated concrete pad, mechanical/utility pads (mechanical yard is assumed to be located on the north side of the facility to make use of the existing Doubleday Field fencing for visual screening), storm drainage and utilities. The existing site is currently a grass area (part of ‘The Plain’) and is slightly sloped to the south-west.

3.1 CONSTRUCTION STAGING AND CONTRACTOR ACCESS

The Contractor staging and trailer areas shall be contained within the project limits and shall not impact the operations of the USMA. Areas to be utilized shall be included in design documents and approved by the Government (COR and USMA DPW). Security of the site is the contractor’s responsibility and temporary fencing shall be installed at the contractor’s discretion within the project limits or portions thereof. Due to the high visibility of the site location, all temporary fencing shall be approved by the USMA DPW. Any areas disturbed by the Contractor’s staging areas not part of the new development shall be stabilized against erosion and restored with topsoil and Fescue sod blend in accordance with New York State DEC requirements. Any pavement

SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 2 areas damaged during construction will be repaired at the Contractor's expense to the satisfaction of the Contracting Officer. Staging of equipment, soil stockpile, and other material shall not be placed within 5 feet from any existing tree drip line.

Contractor access and security requirements shall be coordinated with and approved by the Contracting Officer (COR) and the USMA DPW. All contractor and sub-contractor related vehicles shall strictly adhere to the approved construction access route and parking policies.

3.2 SITE CLEARING/DEMOLITION

Perform all off-site work necessary to meet the requirements of the project, local codes, reference standards, technical specifications and Part 4 PTS Section F20.

Identify and obtain permits to comply with federal, state, and local regulatory requirements associated with this work. Complete the Permits Record of Decision (PROD) form with the first design submittal package.

Determine correct permit fees and pay said fees. Forward copies of permits, permit applications, and the completed PROD form to the Government's Civil Reviewer. Perform work in accordance with the approved permits. The Contractor shall be responsible as part of the design to prepare the site for construction of new site features or to backfill turf areas with proper grading and drainage. Some minor demolition will be required for this project. Demolition work will consist of the following:

a. Existing and abandoned irrigation lines within the footprint are to be isolated from the system and removed. (Note: Contractor will be responsible to provide a plan to the COR and USMA DPW showing how they will isolate irrigation lines to remain and a new layout, as necessary, to cover all grass area as part of this project.

and within project limits)

b. Storm Inlet and piping: The storm inlet on the west side of the building will remain, if possible. Note that there is a discrepancy between the Comprehensive Utility map which shows two inlets, and West Point representatives during the charrette that indicated only one inlet exists. Any piping and inlets within the footprint of the building pad will be removed or relocated, as necessary.

c. 12” Storm Drain: Although not shown on the survey (but shown on the conceptual site plan), there is a storm drain cutting through the grass area on the south-west corner. It is assumed

SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 3 to be outside of the footprint of the structure’s concrete base, but the contractor will need to locate it to confirm. It will have to be relocated if it falls within 5’ of the footprint of the building foundation or interferes with the footings.

d. Trees: Multiple trees along the north side of the Jefferson Hall sidewalk and along the west side of the new structure will have to be removed. In total, there are approximately 10 – 8” diameter trees to be removed.

All existing utilities, structures, hardscape, etc. to remain on the site shall be protected during the demolition and construction process. Any damage shall be immediately repaired to the satisfaction of the Contracting Officer in accordance with the utility owner’s requirements at the Contractor’s expense.

All utility demolition and shut-downs shall be in compliance with all USMA requirements. A detailed demolition plan shall be developed and submitted per Section 01 33 16.

All materials shall be disposed of outside the limits of Government controlled lands. Disposal shall be in accordance with the federal, state, and local regulations. The Contractor shall notify the Contracting Officer if there are any issues with the material to be disposed. Rubbish and debris shall be removed from Government property promptly to avoid accumulation at the project site.

3.3 NEW CONSTRUCTION SITE LAYOUT GUIDELINES

The finished project will consist of the Contractor designed optimum layout of all required features, including buildings, roadways, hardstands, equipment storage areas, pedestrian walkways, utilities, landscaping, and stormwater management features. The site design will provide for appropriate vehicle access around each facility. Sidewalks and clear areas around each facility will meet customer emergency requirements. Additional items of consideration in siting the project features will include force protection, aesthetics, optimum drainage, balance of earthwork (cuts and fills), fire protection, environmental/sustainability concerns, safety, and convenience for vehicles and pedestrians. Buildings are required to be handicapped accessible.

Conceptual site drawings were developed by the Government in conjunction with USMA DPW, the facility users, and other stakeholders, and are provided as bridging documents in Part 6. These drawings are provided for information only, and shall be modified as required during design development to incorporate the requirements included in this RFP.

SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 4

3.3.1 SITING OF FACILITIES

The new General Instruction Building Facility will be situated on an approx. 1.20 acre area between Jefferson Hall and Doubleday Field. The alignment shall be that the main ingress/egress will be on west side of the site, facing ‘The Plain’.

Site design specifics are as follows:

a. The structure will be situated on a concrete pad/foundation that will extend beyond the structure as required (final concrete pad size to be designed by structural engineer).

b. No new parking is required as part of this project.

c. Snow Sliding Offset: As per US Army Corps of Engineers Cold

Regions Research and Engineering Laboratory Alaska (CRREL), the anticipated snow-sliding distance is approx. 33’-38’. Refer to misc. for more detail on snow sliding.

d. Doubleday Field Outfield Fence offset: To be determined by West Point Director of Athletics.

e. Fire Dept. Access: Fire access will come in from Cullum Road on the east side. A 30’ wide asphalt road will be installed adjacent to the existing sidewalk, and it have a 70’ diameter turn-around.

The pedestrian sidewalk shall not be considered to be a drivable surface for fire department and emergency vehicle access. The entrance to this access road will have vehicle barrier that will be government furnished, and government installed. The contractor shall provide power for the vehicle barrier.

f. Dumpster: A new dumpster on a concrete pad shall be provided.

This will be located along Cullum Road, as shown on the concept plan. The new dumpster shall have bollards place around it for force protection.

g. Adhere to all siting requirements provided by Sprung Instant Structures, Inc. Guidance, instructions, and recommendations set forth by Sprung Instant Structures, Inc, shall be considered mandatory requirements.

3.3.2 ACCESS ROADS/SIDEWALKS

This project fronts on two existing walkways to the West and South, and Cullum Road to the East. No improvements to the existing roads are necessary.

Existing walks are in good condition and shall be repaired/replaced as required.

A new walkway will be installed on the west side out to the existing sidewalk

SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 5

(extension of Thayer Road) from the main entrance. In addition, there will be a new walkway on the East side of the new building leading out to the existing walk adjacent to Jefferson Hall, and out to the dumpster location along Cullum Road. Provide sidewalks within the mechanical yard to allow service and maintenance access without walking on grass. Any additional work will be as per previously noted in the Site Layout section.

3.3.3 PAVEMENT

The fire access road shall be installed from Cullum Road, to provide emergency vehicle access. It is to be an asphalt roadway, to be designed for ‘medium-duty’ traffic load, or as appropriately determined by the designer of record.

3.3.4 SECURITY FENCE + GATES

New fencing will be required to enclose the mechanical/utility yard that is assumed to be located on the north side of the new building (any location other than the north side shall be discussed with USMA DPW). The new 10’ high black powdered colored chain-link fencing will be installed along the existing walkway. Provide a manual swing gate for DPW service and maintenance vehicular access into the mechanical yard. The fencing shall not extend past the western face of the structure. The existing outfield fence shall remain on the north side of the mechanical yard. No other fencing around the site is required.

3.3.5 MISC.

1. Snow Sliding – Adhere to the requirements set forth by Sprung Instant

Structures, Inc. for snow/ice setback distances. In terms of life safety, the West Point DPW has agreed that during snow events, when snow and ice sliding off the structure roof is possible and has the possibility to impact the existing sidewalk on the south side of the site, that sidewalk on the north side of Jefferson Hall will be closed to pedestrians. The existing sidewalk on the south side of the site is within the snow slide distance anticipated by CRREL and creates a potential life safety issue. In addition, West Point DPW has assumed

SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 6 responsibility for property damage caused by snow and ice sliding from the roof. The contractor shall adhere to all siting requirements provided by Sprung Instant Structures, Inc. Guidance, instructions, and recommendations set forth by Sprung Instant Structures, Inc, shall be considered mandatory requirements.

3.3.6 ANTI-TERRORISM AND FORCE PROTECTION

Although UFC 4-010-01 is not applicable to this project, the project shall be sited to comply with UFC 4-010-01, August 2020 version, which requires a 33’ unobstructed space around the General instruction Building and separation from other existing buildings. The unobstructed space requirements shall be met through restriction of vegetation and other potential explosive concealment opportunities around the facility; dumpsters will be placed outside of the unobstructed space. It has been determined that the baseball outfield fence does not apply in this consideration, as per the USMA Antiterrorism Officer (Luke J. Pagan). The contractor should consider the requirements of UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings and all applicable base specific requirements as “best practices” and comply with those requirements as much as possible. Where incorporated, the most stringent criteria of UFC 4-010-01 and all applicable base specific requirements shall govern.

3.3.7 SITE EARTHWORK

As per previous section, minimal site clearing is required. The site is graded with a minimal slope to the south-west corner. The amount of fill to be removed or remain will depend on geotechnical testing and foundation design. All grading shall be minimized as best as possible to retain its conformance with the surrounding areas and shall be in conformance with the geotechnical requirements of this RFP. The concept site grading plan drawings are presented as bridging documents presenting one potential solution, but shall be modified as required during design development to provide optimum drainage and balance of earthwork. The finished floor for the new building is set at 161.0 on the concept site drawings, approximately 6-12” higher than the adjacent existing grades. This elevation should be adjusted as needed to set the optimal elevation balancing functionality and earthwork. The hardstand should slope away from the building in all directions towards new or existing storm collection points at approximately 2% (or less). Ancillary structures will match elevations at edges of the hardstand with slight increases at doorways to ensure water is diverted around the facility.

SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 7

Excess (and/or contaminated) soil is required to be taken off-post and shall be in accordance to USMA environmental requirements, or as otherwise directed.

3.4 UTILITIES

Utilities shall be designed in accordance with the standards and requirements included in Part 6 Installation Design Guidance. Utilities shown on conceptual utility plan drawings present one potential solution, but shall be modified as required during design development. Electric, telecom, and gas utilities are addressed in other portions of this RFP. The sanitary and water systems are owned and operated by American Water, and all design requirements shall be in accordance with their standards. Additional site specific information is included herein.

3.4.1 POTABLE WATER SYSTEM

The contractor shall be responsible for the design and construction of a potable water system. As per UMSA utility records, there is a 6” water main running along Thayer Road and north into the parade ground area, on the west side of the proposed facility and along the sidewalk on the south side of the new facility. New water connections for the structure and hydrant connections will connect to these existing water mains. The contractor shall also determine if the site requires the design and installation of a backflow preventer system.

Fittings will be supplied along the waterline to accommodate the new domestic services, including valves where needed. Two new hydrants will be provided (one on each side of the new structure) in coordination with fire protection.

3.4.2 FIRE SYSTEM

fire system for the new structure. The new structure will have a fire service line into the existing 6” water main on the west side or south side of the site. Fittings will be supplied along the waterline to accommodate the new fire services, including valves where needed.

3.4.3 SANITARY SEWER

sanitary sewer system. American Water has identified that the preferred point

SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 8 of sanitary connection is the existing sanitary within Thayer Road. As per the Jefferson Hall as-built records (dated 2004), there is an existing 18” sanitary sewer with manhole in the intersection of Thayer Road and Jefferson Place. The as-built shows the sewer to be only 4’ in depth and that there are multiple utilities that may interfere with a gravity connection to the new site. The contractor shall determine the best option for a sanitary outlet, and coordinate with American Water as the utility operator at USMA. The sanitary will exit the building on the south side and, if necessary, to a sanitary lift station and force main. The lift station shall have dual grinder pumps, and have a back-up power system.

3.4.4 GAS

The existing natural gas utility is located to the east of the site beneath Cullum Road. Connection will be made to this and brought to the structure.

Refer to the mechanical section for information about gas connection.

3.4.5 STORM DRAINAGE

As per base records, there is a 12” storm drainage line running along the south side of the site along Jefferson Hall. USMA DPW noted during the charrette that the storm drain should have sufficient capacity and has no history of being over capacity, but the designer will be required to confirm that this outlet has sufficient capacity for the additional site flow. If the existing outlet has capacity, no detention/retention is required.

Existing grade of the site is expected to be maintained to minimize cut/fill, and storm flow will be directed to this 12” storm drain. The structure does not have any roof leaders, so run-off will be off the north and south sides of the structure. The intent is to collect all storm flow along the long sides of the building. A perforated pipe will be laid within a stone filled trench, surrounded by filter fabric, with open grate drains at the end to collect any storm water overflow. This typical infiltration trench will meet the required storm water quality requirements. As since the site is underlain with bedrock, the site storm drainage design shall attempt to minimize rock excavation as best as possible to reduce project costs. The concept plan, as coordinated with the USMA Stormwater Manager (Calli Kaufhold), shows one possible solution to direct stormflow from the site while minimizing excavation.

It is anticipated that this project will not exceed one acre of disturbance, therefore, permitting under the NYS DEC General Stormwater Permit is not required. Project is required to meet the requirements of the Energy

SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 9

Independence and Security Act of 2007 (EISA), section 438. Appropriate erosion and sediment control measures are to be installed in accordance with local soil conservation district.

3.5 EROSION AND SEDIMENT CONTROL/STORMWATER MANAGEMENT

The Erosion and Sediment Control plans shall be designed in accordance with the New York State Standards and Specifications for Erosion and Sediment Control (Blue Book), dated November 2016. The project may require (but not be limited to) stabilized construction entrances, silt and super silt fencing, earth dikes, sediment basins or traps, slope stabilization, and dust control practices.

The Contractor shall design and obtain the erosion and sediment control permit prior to construction.

While the Stormwater Management design shall comply with Department of Environmental Conservation (DEC) New York State Stormwater Management Design Manual, a SPDES General Permit for Stormwater Discharges from Construction Activity (GP-0-15-002) is not required, as long as the development footprint remains under one acre. If the footprint exceeds one acre, the contractor shall prepare a SPDES permit and get approval from NYS DEC.

Energy Independence and Security Act (EISA) Section 438 Federal Stormwater Regulations: The EISA Section 438 requires federal projects to maintain or restore the site's pre-development hydrology to the maximum extent technically feasible. This is accomplished using small scale, low impact development practices distributed throughout a site that infiltrate, store, and evaporate runoff. UFC 3-210-10 Low Impact Development provides guidance on complying with EISA Section 438. The UFC outlines the NRCS Curve Number Method to calculate the runoff depth for pre- and post-development conditions using the 95th percentile rainfall depth, the difference of which translates to a volume required to be retained on site. Retaining the 95th percentile storm was developed by the EPA as the equivalent of restoring the site to pre-developed conditions. DoD defines "pre-development" hydrology as "pre-project" conditions including temperature, rate, volume, and duration of flow leaving the project site (UFC 3-210-10). The Contractor’s SWM design shall attempt to comply with all EISA 438 guidelines and requirements.

3.6 LANDSCAPING/TREES

Existing grass area within the site limits that is disturbed from the construction of the new building and utility work will have the topsoil replaced and be seedded with a Fescue blend to bring the site back to pre-construction conditions. The grass specification shall be for an 80% turf type tall fescue seed

SECTION 01 10 00 - PART 3 - CHAPTER 3 - Page 10 and 20% Kentucky blue grass seed. Contractor will be responsible for the grass growth until the first mowing or 3” of growth and will identify if seeding or sod will be the preferred method. Contractor shall coordinate the time frame for this work with the USMA DPW and USMA Agronomist, but September to October is the preferred time frame for this work.

No new trees are required for the site. Every attempt shall be made to preserve and protect all existing trees, on the south side of the Jefferson Hall sidewalk during construction. For tree preservation, root pruning shall be utilized when excavating within an existing tree’s root zones and drip lines.

Vehicles or equipment may not be parked under trees to be preserved (on or offsite). As part of his/her tree preservation plan, the contractor shall employ an International Society of Arboriculture (ISA) certified arborist. The contractor, per the guidance and direction of an arborist, shall provide tree protection and root pruning for existing trees within the limits of construction. Tree protection shall be set up and root pruning performed prior to commencement of construction activities and maintained throughout project; ensuring that existing trees to remain shall be properly safeguarded against damage and any necessary root pruning performed to ensure survivability of trees. The project arborist shall survey/inspect all existing trees to remain and if any existing trees that are designated to be saved are found to be dead, structurally unsound and/or deemed a safety hazard, the contractor shall remove tree(s) in its entirety with approval of the contracting officer. All pruning debris generated shall be disposed of in a proper manner. No tree replacement is required for this project.

3.7 AIR EMISSION PERMITTING

Any air emission permitting requirements for this project, will be as per the base environmental representative.

SECTION 01 10 00 - PART 3 - CHAPTER 4 - Page 1

PART 3 – CHAPTER 4 – BUILDING REQUIREMENTS

USMA requires a non-standard building designed for a maximum of 25-year period of service with the flexibility to meet the evolving functional, swing-space requirements of the academic mission throughout the ABUP. USMA requested implementing an insulated, tensioned fabric structure as building envelope to meet these needs.

4.1 Space Tabulation

The project is a single-story tensioned fabric Sprung structure with minimum 14,400 square feet to maximum 21,700 SF in gross floor area. The Design Build (DB) Contractor shall evaluate whether a single story with or without the mezzanine is the most cost-effective way of achieving the square footage and enclosed areas with ceilings. The minimum of 22% of the floor area must be fully enclosed with ceilings. The Government expects the contractor to provide a significant majority of the gross building area as open office area without ceiling finishes. The project is a General Instructional Building to contain offices and office support spaces for West Point’s Departments.

See attached Room Requirements Table Listing worksheet for the list of instructional and administrative rooms and ranked in order of the priority for fully enclosed rooms with ceilings. Provide a list of the total rooms from this list, based on the ranking, to be included for contract.

The Design Build (DB) Design of Record (DOR) must conduct programming and design meetings in accordance with ESR E20.

See attached document(s), '4_SpaceTabMaster.xls,' in the 'attachments' directory.

4.2 Space Relationships

The general design should be an open bay office area concept with bullpens / workstation clusters along the perimeter areas - with a mezzanine space (less than 33% of the ground floor area) in the middle of Sprung structure (if the DB DOR’s design scheme includes a mezzanine). The enclosed areas with closed ceilings must be provided for a portion of the administrative and instructional rooms, subject to the order of preference rankings in Chapter 5, as well as the utility spaces such as the mechanical room(s), electrical room(s), telecom room(s) and restrooms as required by applicable building or life safety codes.

The mechanical room must be located on the perimeter of the building with direct doorway access (double doors) to the outside mechanical yard. The other utility rooms could be located anywhere, but we suggest putting them in the center to shorten the distribution loads, and to preserve the perimeter areas for views. The exposed mechanical ducts/diffusers, electrical conduits, and fire protection pipes should run over the perimeter open bay workstations and bullpen areas. The electrical conduits can be embedded in the concrete slab because power poles are not acceptable for bring cabling to systems furniture workstations. Workstation clusters and bullpen areas at the perimeter and on the mezzanine will not receive ceilings but acoustical systems such as acoustical baffles and panels should be implemented to mitigate noise. The DB Contractor must perform the design to develop detailed specs and systems for interior acoustics. Due to space constraints, pad mounted rooftop units, condensing units, fire pump (if required), and transformer should be located in the mechanical yard north of the facility, and must be screened.

The facility should provide a minimum of two main building entry / egress points. The main west entrance should be for the public, faculty and staff to access the academic departments. The east entrance is department employees’ access only. Both entry / egress points will be secured with a card reader matching the other academic buildings on campus. The entrances must be protected with canopies or awnings. The number of entry points and locations should be determined per the Life Safety code and must be further discussed with the users.

SECTION 01 10 00 - PART 3 - CHAPTER 4 - Page 2

The senior faculty workstations should be interspersed between junior faculty bullpen workstation clusters in order to promote collaboration and communications amongst all faculty and to maximize the air circulation. If provided, the Executive Conference Room should be provided adjacent to the Department Head suite to accommodate Department Head meetings. Several Additional Instruction (AI) Huddle spaces (informal meeting spaces) should be spread throughout the open office area for collaboration between the faculty and cadets. When considering the program as a percentage of the gross floor area, the Government expects approximately 5% of gross floor area for Executive office workstations (180 SF to 200 SF each), approximately 25% of gross floor area for Senior Faculty workstations (120 SF to 160 SF each), and approximately 20% of gross floor area for Junior Faculty workstations (64 SF to 80 SF each). The workstation sizes should be finalized during the early design charrettes.

The facility must be fully accessible and comply with the Architectural Barriers Act (ABA) Accessibility Standards. At least one accessible route from the site arrival on Cullum Road bus stop/pull-off, along the sidewalk to the building entrance must be provided. The vertical lift, stairs and restrooms must comply with the ABA Accessibility Standards.

4.3 Exterior Character

The project site is situated within West Point’s Historic Landmark District, bound by the parade ground to the west, Jefferson Hall Cadet Library to the south, Cullum Road to the east and Doubleday Field to the north. The project is in a highly visible and heavily traveled area. The design of all four facades of the project require attention due to its high visibility. The glazing should be designed for the visual connection with the surroundings and to bring natural light into the interior space.

The building exterior will be a pre-engineered tensioned membrane covered over arched frame structure by Sprung Instant Structures Inc., which will be erected on site. This pre-engineered fabric structure will be composed of fabric panels which will act as vapor, air and thermal barriers. The design should be based on the fabric panel product with R30 fiberglass insulation and double vapor barrier. This continuous R30 for the exterior envelope meets and exceeds (for walls) the

PART 3 – CHAPTER 5 – ROOM REQUIREMENTS

As indicated in previous Chapters, the gross floor area of the new building will generally fall into three types of spaces: open office areas, enclosed space for utilities/restrooms/building services, and enclosed space for administrative and instructional functional requirements. This Chapter discusses only the latter, enclosed space for administrative and instructional functional requirements.

The Solicitation EVALUATION FACTORS FOR AWARD requires the Offeror to indicate in the technical proposal the total floor area of finished rooms meeting the following criteria: enclosed space with visual and/or acoustic privacy based on instructional or administrative functional requirements with finished floor, finished ceiling, door, privacy or passage lockset, and gypsum wallboard or demountable metal/glass partitions extended from finished floor to finished ceiling.

Use the following list to establish a program of space for finished rooms / enclosed spaces:
