RFP Part 3 of 6, Chapter 2, paragraph 2.4.2 is revised to delete the following text in quotations:
"Anticipate 10% of open office workstations will be Executive office workstations (180 SF to 200 SF). Anticipate 50% of open office workstations will be Senior Faculty workstations (120 SF to 160 SF each), and anticipate 40% for Junior Faculty workstations (64 SF to 80 SF each)."
Question 1: Page 24, Factor 1 states "Offerors shall not incorporate by reference PPQs previously submitted for other RFPs" Please address to clarify that we are allowed to submit previous PPQs in their entirety, but not by reference.
Government Response 1: PPQs previously submitted for other RFPs may be submitted in their entirety with the Offeror's technical proposal in response to W912DS21R0005.
Question 2: Part 3, Section A1010 – Standard Foundations (page 31): is it acceptable to support the building on frost-protected shallow foundations?
Government Response 2: It is not acceptable to use frost-protected shallow foundations on this project. The proposed system appears to be mostly used for residential purposes in Europe with very limited use in the United States. Reduction of the foundation depths on this tensioned fabric structure could also reduce the resistance to uplift forces. If the foundation system is dependent upon the building being heated and the heat were shut off, then the effects of frost would become a concern. It is unclear if frost-protected shallow foundation systems are permitted for use by the New York State Building Code or West Point requirements.
Question 3: Part 3, Section B1010 – Floor Construction (page 37): is it acceptable to frame the mezzanine space with load-bearing light-gage metal framing (LGMF) walls and LGMF floors with precast concrete floor panels?
Government Response 3: Yes it is acceptable, provided the system is capable of and designed to support the required loading conditions and support the intended functions of the facility; it is acceptable to frame the mezzanine space with load-bearing light-gage metal framing walls and light-gage metal framing floors with precast concrete floor panels. The construction materials shall be non-combustible.
Question 4: Will CAD files of the existing utility / site drawings be made available to the selected bidder?
Government Response 4: Yes. The digital files will be made available to the successful offeror after the contract is awarded.
Question 5: Part 3, Chapter 2, paragraph 2.4.2 Staffing occupancy : percentage mix of open office workstations for Executive, Senior and Junior faculty conflicts with Part 3, Chapter 4, 4.2 Space Relationships percentage mix. Please clarify correct mix.
Government Response 5: The correct mix is indicated in Part 3, Chapter 4, 4.2 Space Relationships. Part 3, Chapter 2, 2.4.2 is revised to delete the following text in quotations:
"Anticipate 10% of open office workstations will be Executive office workstations (180 SF to 200 SF). Anticipate 50% of open office workstations will be Senior Faculty workstations (120 SF to 160 SF each), and anticipate 40% for Junior Faculty workstations (64 SF to 80 SF each)."
Question 6: Part 3, Chapter 4, page 2, 4.2 Space requirements , third paragraph states if provided, the executive conference room should be provided adjacent to the Department Head suite. Please clarify which spaces constitute the Department Head Suite.
Government Response 6: The following spaces should be considered for inclusion in the Department Head Suite: Two (2) Executive office workstations, one (1) Senior Faculty workstation, and five (5) Junior Faculty workstations. "Suite" should be interpreted to mean co-location or adjacency.
Question 7: Part 3/Chapter 6 Section D302001 states to use VFDs on the primary building pumps for the hot water system. Which could imply a variable-primary pumping system. Section D304003 states that the hydronic system shall be primary/secondary. Please confirm which type of pumping arrangement shall be used.
Government Response 7: Constant flow primary/secondary with VFD pumps or variable primary pumps with VFD are both acceptable alternatives.
Question 8: Part 3/Chapter 6 Section D304001 states that direct expansion VAV systems are not acceptable. This is repeated in Part 4 section D303002 1.3. However, D30 System Description requires VAV packaged RTU type units. The RTU type units will include a DX refrigerant coil.
Please confirm pricing shall be based on packaged RTUs with DX coils.
Government Response 8: RTU with DX refrigerant coil is acceptable.
Question 9: Part 3/Chapter 6 Section D304008 states to provide central station VAV air handling units (AHUs). However Section D30 states to use RTU style units. Please confirm pricing shall be based on RTU style units.
Government Response 9: RTU type, located outdoors, pad mounted with curbs will be acceptable.
Question 10: Part 3/Chapter 6 Section D30 states VAV terminal unit reheat shall be based on a life-cycle cost analysis. If hydronic reheat proves most cost effective, can hydronic heat be used in the RTUs as well or must the RTUs use natural gas without exception.
Government Response 10: Should hydronic reheat prove most life-cycle cost effective, hydronic heat should be used in the RTUs and shall be provided freeze protection.
Question 11: Part 3/Chapter 6 Section D306001 1.1 states to provide outdoor air units with CFM airflow monitoring stations. Outdoor air handling units are not mentioned elsewhere in the system description. Please confirm whether or not dedicated outdoor air handling units should be included in the proposal.
Government Response 11: A dedicated outside air unit is not required. If a dedicated outside air unit is not provided, the RTU's shall include air monitoring systems (supply and return airflows shall be used to calculate outside air volume and modulate the outside air damper accordingly).
Question 12: Part 3/Chapter 6 Section D30, System Description, requires constant volume RTUs for the Open Space/Office Areas, however later in the description variable frequency drives (VFDs) are noted for the supply fans. VFDs are recommended for energy efficiency. Please confirm VFD supply fans are intended and that RTUs for this area shall be variable volume.
Please further confirm that these units will not have terminal units, and will therefore be controlled as single-zone VAV units.
Government Response 12: Yes, VFD supply fans are intended for the RTUs for this area. These VFD's shall be used for air balance as well as allowing for air flow modulation, as determined by the contractor's designer of record (DOR), to control space temperature. Airflow modulation range shall be in accordance with RTU manufacturer recommendations and shall also maintain comfortable air movement levels. Correct, these units will not have terminal units, and will therefore each be controlled as single-zone.
Question 13: G30 states to pay fees and charges to connect to local utilities, what are these fees and charges? Please clarify the fees for the Prime Contractor.
Government Response 13: The Contractor will pay fees or charges directly to a local utility company only for temporary utility services for Contractor use. The Contractor will not pay fees nor charges to a local utility company for project specified permanent utility connections. Please refer to SECTION 01 50 00 paragraph 3.2 for additional information.
Question 14: Paragraph 3.3.4 requires DPW vehicle access to mechanical yard, Drawing C-03 shows this access off the sidewalk along The Plain. Please confirm vehicle access along this sidewalk and a vehicle access gate facing the Parade grounds is the intent.
Government Response 14: Yes confirmed; although the Contractor's design may consider providing DPW vehicle access to the mechanical yard by an alternative route such as from Cullum Road.
Question 15: The fire hydrant on the west side of the site shown on C-03 has no vehicle access.
Please Clarify.
Government Response 15: Emergency vehicles can access the pedestrian extension of Thayer Road from the south heading northbound up until the point where the pedestrian extension of Thayer Road is reduced to the width of a sidewalk near Jefferson Hall and the Patton Monument.
C-03 is not a prescriptive drawing; the Contractor's designer of record may locate the new fire hydrants in alternative locations.
Question 16: Please confirm no protection is required for baseballs flying over the Doubleday Field fence.
Government Response 16: Refer to Section 01 78 00 quoted in part here: "Include warranty clause for functional damage from baseball game activities (projectiles - balls). Cosmetic damage is not considered in the warranty."
Refer to Section 01 50 00 quoted in part here: "Special consideration must be given to protection from baseball strikes. The Contractor must protect the work from functional damage resulting from baseball strikes. Cosmetic damage from baseball strikes is not to be given consideration by the Contractor nor the Government."
Question 17: Please provide location of the American Water preferred existing sanitary sewer manhole for connection.
Government Response 17: The location of the manhole is indicated in RFP Part 6 of 6 on page 30 of 355.
Question 18: Please clarify a designated area for contractor parking or construction material laydown areas.
Government Response 18: No material laydown area will be provided outside of the designated project boundaries. The Contractor may lay materials only within the designated project boundaries.
Parking policies are described in sections 01 50 00 and 01 14 00. The contractor and contractor employees may park within the designated project boundaries. Parking outside of the designated project boundaries is subject to West Point parking policies contained in the aforementioned sections.
Question 19: Please confirm that he International Building Code (referenced in 4.2.4 of Section 01 10 00 Part 3) is applicable only as referenced by UFC 1-200-01.
Government Response 19: Yes, confirmed.
Question 20: A knox box is required by 28.5.4 of the SOW. Since this is a fabric structure, where is the knox box to be installed?
Government Response 20: The building will consist of fabric and rigid components presenting no salient challenge to locating a recessed key box. The Contractor's designer of record shall determine the location for the recessed key box anywhere allowed by applicable building codes.
Question 21: Section 28.6.1 requires the visual notification devices to be marked with the word "FIRE", but UFC 3-600-01, 9-18.6.3 states, "Visible notification appliances must be provided with a clear lens marked "Alert". The use of "Fire" is not permitted." Please confirm that a single device marked "Alert" shall be used for both Fire Alarm and Mass Notification as noted in SectionD40.
Government Response 21: The quoted text is not found in the solicitation nor RFP. Please clarify where the quote is taken from if the inquiry is resubmitted.
Visual alarm indication shall be via synchronized clear strobes marked "ALERT" (per ECB 2018-17).
Question 22: Please confirm that the radio repeater system required by section 28.9 is not actually required for this building.
Government Response 22: Radio repeater system for firefighter voice communication is not required.
Question 23: Section 1-12.7.1 states, "The DFPE (Government's Designated Fire Protection Engineer) must determine the need for a fire pump in the planning stages of a project in order to ensure adequate space is available at the Facility." Has the DFPE determined if a fire pump will be needed?
Government Response 23: The quoted text is not found in the solicitation nor RFP. Please clarify where the quoted text is from if the inquiry is resubmitted.
A fire pump may be required. The contractor's designer of record shall determine the requirement for a fire pump installation based on fire flow test data from the project site and fire protection system design requirements for the project.
Question 24: Section 1-12.7.2 states, "The DFPE must determine if a Reliable Power Source is available to the Installation or Facility in the planning stages of the project in order to ensure that the cost and space associated with secondary power is considered and included in the project."
Has the DFPE determined that a reliable power source is available at this location?
Government Response 24: The quoted text is not found in the solicitation nor RFP. Please clarify where the quote is taken from if the inquiry is resubmitted.
The Government has determined that a reliable power source exists at the project location.
