The U.S. Army Corps of Engineers, New York District is seeking bids for beach fill at Robert Moses State Park, Gilgo Beach, and optional areas at Tobay Beach and Overlook Beach. Bids are due by August 5, 2021 and must be submitted electronically through the DoD SAFE system. The work must be completed by March 17, 2022 and includes line items for mobilization, beach fill quantities estimated at over 1.5 million cubic yards, dune vegetation installation, sand fencing, clearing and grubbing, excavation and grading for coastal process features. Final record drawings and additional insurance are also line items. The solicitation was amended to extend the response deadline and increase the number of required copies, remove NOx emissions credits from the bid schedule, and provide questions and answers regarding the project requirements.

Questions and Answers:

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.

This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.

RFI SET #1:

Question 1. After reaching out the Allowance Brokers to get a price for ton for air emissions credits, I’ve been told the following: Group 3 allowances have not been traded yet because they are not yet available to purchase and it’s too ambiguous to price. How is a Contractor supposed to price line item 00014 for offset credits when the brokers can’t even come up with a price? Why did the quantity change from 18 tons to 42 tons? How is a Contractor supposed to price a credit that has never been traded?

Response: NOx bid items were removed from the bid schedule.

Question 2. Please provide the NOx excel spreadsheet calculator.

Response: NOx excel spreadsheet calculator provided.

Question 3. Due to the fluctuation in the price of NOx offset allowance, we request that the government set a standard price per short ton for the project.

Response: NOx bid items were removed from the bid schedule.

Question 4. Please provide any grain size analysis that was taken on the projects in the past. No information was provided in the specifications section 00 90 03.

Response: Grain size analysis from projects in the past is not available.

Question 5. Please provide the template and all xyz data for the Overlook Beach Option.

Response: Updated Overlook Beach plans/template/xyz will be provided when available.

Question 6. Will the contractor be allowed to move west to east when pumping on Robert Moses State Park? This would allow typical dredging approach when moving down the beach.

Response: Yes, the contractor will be allowed to move west to east only when pumping on Robert Moses State Park.

Question 7. 1.2.1 Order of Work states that options that are exercised shall be completed after work for hydraulic fill base CLINs is complete. The contractor requests that the government award any options within 60 days of award of the contract. This will ensure equipment will be mobilized to the project in time for completion by the April 1st dredging window.

Response: As per note 9 in Section 00 10 00, “Optional items 0009 thru 0013, if awarded, will be awarded within 100 calendar days from issuance of the Notice to Proceed (NTP). No additional time will be added for exercised options.” The Government’s intent is to award options as soon as possible, if awarded, but may be awarded up to 100 calendar days from NTP.

Question 8. Please see the attached drawing with areas GLDD encountered obstructions as well as data from the magnetometer survey that was performed by a 3rd party when GLDD executed the Fire Island Project in 2018 to 2019.

Response: Provided with amendment 2.

Question 9. We request that the Corps extend Q/A until Thursday 29th, 2021.

Response: Deadline to submit questions is moved to July 30, 2021.

Question 10. Due to the complexity of the Fire Island Project this year compared to past projects, we request that the USACE extend the bid opening by one week to August 10th, 2021.

This will also allow time for contractors to review the Government responses to the outstanding critical questions.

Response: Bid opening will be moved to August 5, 2021.

Question 11. On drawing C-112, for Ebb Shoal Dredge Area, cut depth is labeled in NAVD88 (- 14’NAVD88) this equates to -11.8’ MLW (too shallow). In all other Dredge Area drawings, the cut depth is labeled in MLW water with the cut depth consistent to years past at -14’MLW. Is the cut depth on drawing C-112, for Ebb Shoal Dredge Area supposed to be in NAVD88 of MLW?

Response: Cut depth on drawing C-113 for Ebb Shoal Dredge Area is -14’ NAVD88.

Question 12. On drawing C-112, for Ebb Shoal Dredge Area, there is 0’ Overdepth while other Dredge Areas allow a 2’ Overdepth. Is there any significance why the contractor is not allowed any overdepth in the Ebb Shoal Dredge Area?

Response: Revised note to state there is an allowable 2ft overdepth, consistent with the rest of the project.
