RFI SET #1:
Question 1. Is there a deadline to submit questions? If so please provide the final date allowed to submit questions.
Response: Deadline to submit questions is July 26, 2021.
Question 2. Please provide any grain size analysis that was taken on projects in the past.
Response: Information is provided in specifications section 00 90 03.
Question 3. Please provide the coordinates of the sore thumb line so we can determine the quantity that is needed to be dredged before the January 1 Winter Flounder window.
Response: Coordinates are 1) N 172724.3, E 1175116.2 and 2) N 169047.2 E 1175116.2
Question 4. 1.2.1 Order of Work. The contractor requests that the government does not require a dredging sequence as this would limit the production and increase cost for the Contract. We request that the government only requires the Channel to be cleared to the required depth at the end of the project.
Response: Specifications Section 01 14 00 par. 1.2.1 Order of Work was revised.
Proceed with the placement of the beachfill in a continuous manner along the shoreline moving generally east to west, or as directed by the Contracting Officer. Contractor must dredge the channel, eastern deposition basin and ebb shoal areas prior to dredging the western deposition basins A, B, C. Work for options that are exercised shall be completed after work for hydraulic fill base CLINs is complete.
Question 5. 1.2.1 Order of Work states that the contractor must first dredge material from the channel, then eastern deposition basin, then ebb shoal, and finally western deposition basins. With the Winter Flounder window starting on January 1, will the government not apply the order of work dredging sequence to the areas that are inside the sore thumb to make sure that all material is cleared inside the sore thumb before the January 1 window?
Response: Specifications Section 01 14 00 par. 1.2.1 Order of Work was revised.
Question 6. 1.2.1 Order of Work states that the contractor must place material in a continuous manner along the shoreline moving generally east to west. While this is practical for Gilgo Beach, Overlook Beach, and Tobay Beach, it is not practical for Robert Moses State Park. Will the contractor be allowed to move west to east when pumping to Robert Moses State Park?
Response: No, contractor must pump east to west.
Question 7. 1.2.1 Order of Work states that options that are exercised shall be completed after work for hydraulic fill base CLINs is complete. The contractor requests that the government award any options within 30 days of award of the contract.
Response: As per note 9 in Section 00 10 00, “Optional items 0009 thru 0013, if awarded, will be awarded within 100 calendar days from issuance of the Notice to Proceed (NTP). No additional time will be added for exercised options.”
Question 8. On page G-101, it says the information depicted on this survey map represents the results taken on March 2021. In the Spec, Section 01 30 00, 1.20 Estimated Quantities states the estimated quantity of material is based on beach profile survey information taken on January and February 2019.
Please confirm and clarify when the surveys were taken on each beach and when the surveys were taken in the channel.
Response: Sheet G-101 has the correct date of March 2021. Specification section 01 30 00 par 1.2 was revised to state “March 2021”.
Question 9. Please provide all xyz data for the Gilgo Beach, Robert Moses State Park, Overlook Beach, and Tobay Beach.
Response: Provided Gilgo Beach, Robert Moses State Park and Tobay Beach xyz data. Overlook Beach xyz data will be provided when available.
Question 10. Please define the Overlook Beach area where the Contractor will place the material and provide a template.
Response: Updated Overlook Beach plans/template will be provided when available.
Question 11. Please provide all xyz data for the CPF areas (CFP1 and CPF2).
Response: Provided xyz data for CPFs 1 & 2.
Question 12. During the previous project, we encountered multiple obstructions in the channel/borrow areas. Will the contractor be allowed a buffer around these areas to not damage the equipment and prolong the project? Great Lakes can provide information regarding obstructions that were encountered on the previous project.
Response: Please provide information regarding obstructions that were encountered on the previous project. Contractor may apply buffers to obstructions. There are three areas marked as avoidance areas on the plans and one large area marked for monitoring in the channel and the western deposition basin.
Areas marked as avoidance areas should already be left out of the project and no anchoring or dredging may occur in those areas.
Question 13. Please provide coordinate stationing for the Tobay Beach fill area.
Response: Provided coordinate stationing for Tobay Beach fill area on sheet 6 of attachment 1 – Tobay Beach Fill Area.
