SECTION 01 22 00.00 10
PRICE AND PAYMENT PROCEDURES
08/15
PART 1 GENERAL
1.1 SINGLE JOB PAYMENT ITEMS
Payment items for the work of this contract for which contract job payments will be made are listed in the SCHEDULE and described below.
All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.1.1 MOBILIZATION AND DEMOBILIZATION
Mobilization must include all costs for operations accomplished prior to commencement of actual dredging operations, such as transfer of dredge and attendant plant and equipment to site, initial installations of pipe, preparation of beach fill areas, and other incidentals in advance of the actual dredging. Demobilization must include general preparation for transfer of plant to home base, removal of pipelines, cleanup of beach fill areas, and transfer of plant to its home base. The cost of work other than mobilization and demobilization of the Contractor's dredging plant and equipment must not be included in this item. For payment for Mobilization and Demobilization see contract clause Section 00 72 00 Contract Clauses.
All costs connected with the mobilization and demobilization of all of the contractor's dredging plant and equipment will be paid for at the contract lump sum price for this item. 60 percent of the lump sum price will be paid to the Contractor upon completion of his mobilization to the work site. The remaining 40 percent will be included in the final payment for work under this contract.
In the event the Contracting Officer and/or his Representative considers that the amount in this item 60 percent, which represents mobilization, does not bear a reasonable relation to the cost of the work in this contract, the Contracting Officer and/or his Representative may require the Contractor to justify this portion of the bid. Failure to justify such price to the satisfaction of the Contracting Officer and/or his Representative will result in payment of actual mobilization costs as determined by the Contracting Officer and/or his Representative, at the completion of mobilization and payment of the remainder of this item in the final payment under this contract. The determination of the Contracting Officer and/or his Representative is not subject to appeal.
1.2 UNIT PRICE PAYMENT ITEMS
Payment items for the work of this contract on which the contract unit
SECTION 01 22 00.00 10 Page 1 price payments will be made are listed in the SCHEDULE and described below. The unit price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.
1.2.1 Hydraulic Beach Fill Placement
1.2.1.1 Payment
The total amount of material acceptably placed on the beach (from the dredged areas) is to be paid for at the contract unit price as shown on the price schedule (Section 00 10 00 ), must be measured by the cubic yard in place on the beach by computing the volume between the beach surface shown by a survey made before filling and beach surface shown on a survey after filling. The reference datum must be NAVD. No payment must be made for material placed:
(1) In excess of the quantity to the design grade plus the 0.5 foot tolerance. Refer to the Compensated Slope paragraph in section 31 24 00.00 18 BEACH FILL PLACEMENT for exception regarding compensated slope.
(2) For the extent of the project as shown on the contract drawings, above El +14 ft. NAVD plus tolerance on the dune crest; beyond the 1 on 5 slope line on dune side slope plus tolerance, above +8.5 ft NAVD plus tolerance on the berm, and beyond the point where the 1 on 20 slope line from El. +8.5 ft. NAVD plus tolerance, intersects the ocean bottom. Refer to the Compensated Slope paragraph in section 31 24 00.00 18 BEACH FILL PLACEMENT for exception below elevation +3.0
NAVD.
(3) Which was obtained from outside the designated dredged area or below the maximum dredging limit of the dredged area, except as directed by the Contracting Officer or his representative.
1.2.1.2 Original and Final Surveys
The Contractor must make original and final surveys under the supervision of the Contracting Officer's representative and must make computations to determine the quantities of materials placed on the beach for acceptance.
1.2.1.3 Surveys for Progress Payments
The Contractor will make any surveys for periods for which progress payments are requested and must make the computations based on these surveys.
1.2.1.4 Initial and Final Surveys
Initial and final surveys for acceptance will be taken immediately prior to and after fill placement. Before fill, surveys must not be taken more than 14 days prior to fill placement. Surveys will be taken on parallel profile lines (ranges) spaced at a maximum of 100-foot intervals. The minimum stationing interval will be 25 feet or at breaks in slope.
The Contractor must conduct the original and final surveys, with the
SECTION 01 22 00.00 10 Page 2 presence of Government representatives, and make the computations based on them. The Contractor must conduct the surveys for any periods for which progress payments are requested and must make the computations based on these surveys. All surveys conducted by the Contractor must be done by a New York licensed surveyor and certified hydrographer subjected to approval by the Contracting Officer.
- The Contractor must be responsible to conduct all surveys. The Contractor must maintain work sections - a pre-construction and final acceptance section surveyed while construction is taking place in between.
The pre-construction sections should be maintained at a minimum 300 feet ahead of the fill placement. The Contractor must make such computations as are necessary to determine the quantities of work performed or finally in place and submit the computation for Government approval.
-Promptly upon completing a survey, the Contractor must furnish the originals of all field notes and all other records relating to the survey or to the layout of the work to the Contracting Officer, who must use them as necessary to determine the amount of progress payments. The Contractor must retain copies of all such material furnished to the Contracting Officer or his representative. (FAR 52.236-16)
For Beach Fill Placement:
The Contractor will coordinate with the Contracting Officer's representative to maintain work sections. The Contractor will perform preconstruction surveys between 500 feet and 1500 feet in advance of the last acceptance station but not more than 14 days prior to fill placement.
The surveys must be performed in 100 foot increments. Acceptance surveys must be performed when 500 linear feet of beach is dressed and graded to template.
For dredged area Surveys:
A pre- and post- construction survey of the dredged area at least 100 feet along the length of the dredged area and 25-foot intervals is required for this project to monitor the pre- and post-construction dredged area conditions with other survey methods approved by the COR.
In addition, weekly dredged area surveys are required at 200-foot sections and 5 foot intervals. The Contractor must compute the volume extracted and furnish all computations, Fathometer plots, and depth readings utilized to the Contracting Officer with each CQC report See 01 45 00.00 10 QUALITY
CONTROL
1.2.1.5 Original Field Notes, Computations and Other Records
All original field notes, computations and other records for the purpose of layout of surveys conducted by the Contractor must be recorded in duplicating field books, the original pages of which must be furnished promptly to the Contracting Officer, or his representative, at the site of work. The Contractor must furnish the Contracting Officer, or his representative, profile data for the survey in electronic format specified by the contracting officer. The survey data must be in a format compatible with both the HYPACK program and in X, Y, Z format, and stored on DVD's.
The Contractor must submit to the Contracting Officer, prior to surveying, a base line drawing showing all offsets, elevation, reference lines and range line locations to be utilized.
