BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
Question1:
1. Interior Vestibule ceiling using curtainwall needs to be clarified. You cannot tie into the exterior curtainwall due to deflection issues. Please advise.
Answer 1:
A reinforced horizontal mullion (horizontal framing for the vestibule ceiling assembly) can be supported to a reinforced vertical curtain wall mullion at the curtain wall entrance (vertical curtain wall mullions are approximately 10" deep).
As indicated in Section 08 44 00 paragraph 1.7.2, Information on Drawings and in Specifications establishes requirements for aesthetic effects and performance characteristics of assemblies. Aesthetic effects are indicated by dimensions, arrangements, alignment, and profiles of components and assemblies as they relate to sightlines, to one another, and to adjoining construction and other visible components. Do not change intended aesthetic effects, as judged solely by Architect, except with Architect's approval. If changes are proposed during the construction shop drawing period, submit comprehensive explanatory data to Architect for review.
Question 2: Drawing A-201-D EAST AND WEST ELEVATIONS (DEDUCT OPTION#1), 04.20.2020, AMENDMENT #2, elevation B2/A-201-D, between CL's 1'~3' is much longer than must be expected from the plan on the drawing A-100-D FIRST FLOOR PLAN (DEDUCT OPTION #01), 04.20.2020, AMENDMENT #2: we do not understand what part of exterior elevation is on the left part of CL 1'. Please provide revised drawing(s) or clarify.
Answer 2: Plan A-100-D "FIRST FLOOR PLAN (DEDUCT OPTION #1)" is correct. It appears that B2/A- 201-D graphics has stretched incorrectly beyond column line 1'. Exterior elevation on the left part of column line 1' is the exterior south facing architectural block wall left to the main entrance curtain wall.
Refer to A-100-D for elevation callout (callout located at Column line "D" and between column line "3'" & "4".
Question 3: Please confirm that separate price and technical proposals are not required to be submitted.
Please confirm that the Contractor's Key Management Personnel and their experiences are not required to be submitted in a technical proposal.
Answer 3: See the bidders instructions in the solicitation and all amendments. A technical proposal is not required.
Question 4: paragraph 1.9.1 subparagraph a, lists items as a cosmetic warranty that only Tremco will agree to ( at a high cost), please advise if a standard water tightness 20 year warranty as offered by other manufacturers ( Siplast, Johns Mansville, Suprema or Firestone will be acceptable.
Answer 4: The warranty requirement is based on UFC 3-110-3.
Question 5: Questions regarding the WD-1 exterior wood rainscreen system:
1) Spec 062000, 2.2.5.1 notes that exterior siding (WD-1, WD-2) is to be field finished. Confirm field finish will be done after installation.
2) A-603 notes WD-1, WD-2 finish to be a Hardwood Oil Finish but there is no specification listing on the number of coats, etc. required. Please advise.
Answer 5: 1) Pre-finish all siding boards prior to assembly and ensure that all four sides are coated evenly on WD-1 and WD-2. Retouch wood board after installation as necessary.
2) Provide number of finish coats along with UV protection per manufacturer written recommendation to ensure product have stayed truer to their original colors for the longest periods of time, but shall be no less than two coats.
Question 6: B1/A-561 shows the detail for install of wood plank ceiling with a 3/4" gap between planks.
Will the wood blocking (keynote 29) need to be painted black?
Answer 6: Correct, wood blocking keynote #29 shall be painted black. Also, provide black paint finish above wood hung ceiling per general note number "E" on sheet A-111.
Metal suspension grid ceiling system for the suspended wood ceiling shall be coated black as indicated on keynote 6 on A-561 and Section 06 20 00 paragraph 2.4.3.a.2.
Question 7: For Deduct Option #1 – Reduced Gross Area.
If this option is accepted, how do we finish the interior walls of the Banquet Hall (will be exposed)? Please advise.
Answer 7: The interior walls (north and south walls) of the Banquet Hall in Deduct Option #1 will be finished to match the interior walls (north and south walls) finish of the Banquet Hall in the Base Bid.
Question 8: On Architectural Drawing A-901, on south east view 3D Drawing, there is a stair shown on the east side of the building. But we could not locate any details regarding that stair in any drawings.
Please advise.
Answer 8: The exterior stair, at the SE corner of the building, has been deleted. The rendering is only provided for informational purposes only and should not be utilized to bid.
Question 9: Additionally, the Representations & Certifications that are in SAM.gov does not include the selection for 52.209-12 Certification Regarding Tax Matters (FEB 2016) which is highlighted as a requirement in this bid under Section 00 45 00 Representations and Certifications. Please advise what type of information is required and what format to be filled out in to satisfy this requirement.
Answer 9:
Regarding 52.209-12 it is incorporated in the solicitation as a separate clause as a fill-in, please find in section 00 45 00 and insert an X mark in the appropriate place within the clause.
Question 10: 1. In order to meet the 01 81 23 Blast Requirements specification the curtainwall system will need to have a structural seal to the back-member. Gasket will not achieve this.
Do we meet the ASTM F 2248 Standard with gasket or Do we Meet the 018123 blast spec and structurally silicon the systems?
2 - The Interior vestibule ceiling needs to be supported by an independent steel structure (Tube Steel).
We cannot tie the ceiling into the exterior curtainwall and meet the blast requirements. Please provide details of the required tube steel that is not shown on the drawings in order to meet the structural blast requirements.
Answer 10: In accordance with UFC 4-010-01, dated 12 December 2018, façade elements are not required to be designed for a blast charge. Please refer to attached revised Specification 01 81 23 for ATFP requirements. Please note that anchorage and connections shall be designed for conventional loading only. Refer to Material specific specifications and drawings for Conventional Loading design criteria.
Question 11: Please provide required finishes, specifically the ceiling type.
Answer 11: Ceiling type "AT4", for Corr. 104, is noted on I-101 and I-601. Extent of acoustic tile in Corr. 104 is indicated on A-110.
Question 12: Are we responsible for the primary feed 15kv cable F/I or is O&R responsible?
Answer 12: The electrical contractor shall provide 15kV cable from O&R pole to transformer.
Question 13: Where is 3kw tank heater located, riser diagrams shows the feed being tapped off from pumphouse panel feed, but site plans do not show this heater, is it the box labeled EHH-3?
Answer 13: Tank heater is located at water tank. Feed shall be tapped within the Pump house with fused disconnect and local unfused disconnect switch at tank.
Question 14: Site lighting detail 4 on E-623 shows 1-1/2" PVC schedule 40, but site plans show additional sizes, which detail is correct? Please advise.
Answer 14: Minimum conduit size within pole base shall be 1-1/2". Branch circuit conduit size shall as required based on run length.
Question 15: ES-101 scope Skil lodge, confirm the following scope:
We are F/I a 150A enclosed breaker (service disconnect #2) shown on riser and plans which is right next to exiting panel?
i. Feeder size for above is 3#1/0 & #6G in 2"C
ii. From disconnect/breaker what is the feeder size to the wooter booster station, I assume the same as above, please confirm?
Answer 15: Ski Lodge breaker shall be located adjacent existing panel. Feeder to 150A breaker is as per drawing. Feeder to Booster is 3#1/0 & #6G, 2"C.
Question 16: Can branch circuiting be run in MC cable?
Answer 16: No.
Question 17: FA wiring free air, no conduit needed? Please confirm.
Answer 17: All FA wiring is required to be in conduit as indicated on the FA cover sheet as well as the Div. 28 spec. This is a requirement of West Point
Question 18:
1. Is it required to use Monaco for the FA or can a different vendor be used?
2. Addendum 2 deduct set, is this going to be all one big deduct that includes every deduct plan? (ES- 100-D, EP-101-D, EP-103-D, EL-101-D and E-613-D)
a. Is ES-100-D entirely a deduct, all of the work shown on here will be part of the deduct, please confirm?
i. What exactly is the deduct, this page includes feeders for the service going in the building, please clarify what is a deduct on this plan?
3. Is the Contractor responsible for the primary feed 15kv cable F/I or is O&R responsible?
4. Please indicate where is 3kw tank heater located, riser diagrams shows the feed being tapped off from pumphouse panel feed, but site plans do not show this heater, is it the box labeled EHH-3?
5. Please indicate who is responsible to F/I gutter heat trace panel.
6. Site lighting detail 4 on E-623 shows 1-1/2" PVC schedule 40, but site plans show other sizes. Please advise.
7. ES-101 scope Skil lodge, confirm the following scope:
a. Is the Contractor F/I a 150A enclosed breaker (service disconnect #2) shown on riser and plans which is right next to exiting panel?
i. Please advise if the feeder size for above is 3#1/0 & #6G in 2"C

Answer 18: 1 & 2) Monaco is the basis of design, deducts are separate as per the price schedule.
3) The electrical contractor shall provide 15kV cable from O&R pole to transformer.
4) Tank heater is located at water tank. Feed shall be tapped within the Pump house with fused disconnect and local unfused disconnect switch at tank.
5) Div 26 contractor.
6) Minimum conduit size within pole base shall be 1-1/2". Branch circuit conduit size shall as required based on run length.

Question 19: There is a specification section "03 42 13.00 10-PLANT-PRECAST CONCRETE PRODUCTS FOR BELW GRADE". Please let us know that what products/materials and at which locations this specification is referring to ? Please advise Answer 19: specification 03 42 13.00 10 is deleted. All precast structures shall be designed for H-25 loading and in accordance with the contract drawings/details.
Question 20: ADD ALTERNATE #1 DESCRIBES AS "PROVIDE NATURAL STONE (XW2) AT BACK
WALL OF SNACK BAR-124 (TO MATCH GRANITE EXTERIOR STONE)". PLEASE PROVIDE US THE
LOCATION ON DRAWING I-101 WHERE THIS PRODUCT IS GOING TO BE INSTALLED..
Answer 20: See extent arrows for "TW3" on I-101 (Back Wall & Side Wall). See "TW3" on I-600, including note in the Notes column.
Question 21: Door schedule indicates door finish to be painted. General Door note A states "wood door shall be WD-1 finish, refer to interior finish schedule, uno." Under General notes - Door notes #2 it states "high pressure laminate finish (custom laminate-formica oiled olivewood 5481-43) traffic door. Basis of design is Eliason SCP-15 or equal." The above information is all shown on drawing A-604. Specification section 081400 paragraph 2.2.1.1 Interior Flush Doors provides further information regarding wood doors that conflicts with information provided on A-604. Please confirm what the interior wood doors are to be.
Answer 21: Interior wood doors shall have wood veneer WD1 as indicated on A-604 (refer to interior I- 601 Master Finish Schedule) and Section 08 14 00 Paragraph 2.3.6.2.
Kitchen double door shall comply 2.2.1.1 (second paragraph) basis of design is Eliason SCP-15.
Delete paragraph 2.3.61 Field painting in Section 08 14 00.
Question 22: Amendment #4 response to tax exempt question references FAR 52.229-3, Federal State and Local Taxes. FAR 52.339-3 states: "(b) (1) The contract price includes all applicable Federal, State, and local taxes and duties, except as provided in subparagraph (b)(2)(i) of this clause." FAR 52.339-3 also states "(e) The contract price shall be decreased by the amount of any Federal excise tax or duty, except social security or other employment taxes, that the Contractor is required to pay or bear, or does not obtain a refund of, through the Contractor's fault, negligence, or failure to follow instructions of the Contracting Officer." Please confirm tax is to be included in proposals.
Answer 22: FAR 52.229-3, Federal State and Local Taxes. Determination of the applicability of taxes is the bidder's responsibility, and bidders are responsible for including all applicable taxes in their bid. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt”.
Question 23: IN PLUMBING DIVISION, SUBDIVISION "22 31 00-WATER SOFTENERS, CATION-
EXCHANGE (SODIUM CYCLE)", THE MODEL GIVEN IN THE SCHEDULE ON DRAWING AND IN
SPECIFICATION DOES NOT MATCH. PLEASE ADVISE WHAT MODEL SHOULD BE USED FOR THE
WATER SOFTNER
Answer 23: Provide Culligan model CMT-300 system scheduled, or equal.
Question 24: Within Amendment #3, the bid submission documents required list item #5, Bidders must check off box (d) in 52.204-8 Annual Representations and Certifications (DEC 2019) for being on SAM.gov. Please advise if this is the 52.204-8 within the initial solicitation that must be submitted or another form.

Question 25: Within Amendment #1, specification section 007300.0018 was added. Paragraph 1.1.e states that the contractor shall pay Orange and Rockland as per the price schedule within 30 calendar days after receipt of notice to proceed. Within the Notes to Bidders on the bid form of the original solicitation and Amendment #2, note (5) regarding CLIN 0003 states that this sum will be paid out to Orange and Rockland within 60 days after receipt of notice to proceed. Please advise if this payment to Orange and Rockland is required within 30 or 60 days from the notice to proceed Answer 25: 60 days.
Question 26: ACOUSTICAL CEILING SPEC 09 51 00 refers to drawings for ceiling types.
Drawing I-601 specifies XC2 WOOD VENEER BAFFLE as TAVOLA 6" high X 1" thick @8" OC. Other drawings detail different sizes and spacing.
Drawing A550 Section B8 details 8" high X 1" thick @2-1/2" OC.
Drawing I-502 Section 10 details 6" high X 2" thick @8" OC Which is correct?
Answer 26: XC2 baffle size shall be standard size of 1" x 6" and spaced at 6" OC in order for light fixture C6 to fill the void between baffles. Light fixtures should be mounted so that fixture is flush with bottom of baffle
Question 27: Regding the Annual Representations and Cetifications form to be submitted referenced in Amendment 3, can a copy of the actual form be provided? We have submitted this form on previous projects but none had a box "d" referenced.
Answer 27:
Bidders must check off box (d) in 52.204-8 Annual Representations and Certifications (DEC 2019) for being on SAM.gov
Question 28: Please verify the level of protection required and confirm that the standoff distance is now 33 feet from the originally design of 60 feet. This is a considerable increase in loads that will be imposed on the system.
Answer 28: The level of protection is Low and the minimum standards of UFC 4-010-01, dated 12 December 2018 apply. The minimum standoff distance is 50 feet in accordance with Standard 1. The minimum unobstructed space extends 33 feet from the building in accordance with Standard 2. No loads will be imposed on the system, as charge weight has been removed from the UFC. Please refer to UFC 4-010-01, dated 12 December 2018 for additional information.
Question 29: Can the bid date be extended? Pricing from the manufacturer's is taking at least a 1 week turn-around time of request and this needs to be confirmed to price correctly Answer 29: Bid opening is on 20 May 20.
Question 30: Please provide the revised specification 01 81 23 for ATFP requirements as stated in RFI 8567535.
Answer 30: Revised Spec 01 81 23 is attached below.
Question 31: Can the bid date be extended? Pricing from the manufacturer's is taking at least a 1 week turn-around time of request and this needs to be confirmed to price correctly Answer 31: Bid opening is on 20 May 20.
Question 32: CD101 calls for the decommissioning and abandonment of the existing monitoring and water wells. To price this decommissioning, please provide the depth of wells, diameter of wells, and if they have pumps in that need to be removed. If this information is unknown, please provide parameters for allowance to be carried for the decommissioning of these.
Answer 32: The water well is 6" and 100' deep. There is no pump in the well. The monitoring well is also 6" but we do not have any information on the depth.
Question 33: Please confirm that rock excavation is classified and that it will be paid as an extra on a per yard basis.
Answer 33: An allowance is to be provided, per note 34 on C-002. An estimated quantity of rock excavation at the clubhouse site is provided in Note 34 on Sheet C-002. This same note also provides information on the approximate depth to rock along the water and sewer extensions.
Question 34: Key Note #14 indicates lifeline details are found on A-530 and A-531. Please clarify what details on A-531 apply to the fall protection anchor.
Answer 34: Details are on A-530 and S-531.
Question 35: Paragraph 2.8.2 Horizontal Lifeline Systems. Throughout the section on horizontal lifeline systems it indicates that the systems are to be designed to ANSI and OSHA requirements. Paragraph (a) states that the system maintain a factor of safety of at least two AND shall be capable of supporting at least 5000 pounds per employee attached. OSHA requires maintaining a factor of safety of two OR support at least 5000 pounds. Please confirm the system is to comply with the OSHA requirements and not what is stated in the specification.
Answer 35: Per UFC 3-110-03, 29 October 2019, fall protection must comply with ANSI/ASSE Z359, ANSI/ASSE A1264.1 and DOL-29 CFR Part 1910, Subpart D and Subpart 1. Roof Horizontal Lifeline Fall Protection System shall follow OSHA 1910.140 fall protection regulations and selecting equipment that complies with ANSI/ASSE Z359 Standards.

Question 37: Paragraph 2.8.2 (e) references fall restraint systems. The system locations are shown on sheet A-101. Please clarify which systems are to be considered fall restraint Answer 37: Refer to inquiry response #8577914 for requirements of Roof Horizontal Lifeline Fall Protection System. Fall protection system shall be designed and installed per manufacturer's requirements and recommendations and shall be under the supervision of a Qualified Person per OSHA requirements. As system locations are shown on sheet A-101 to indicate where system is needed on the roof for personnel fall protection; however, the design of the system including but not limited to the number and location of anchors shall be determined per manufacturer who is designing the system.
Question 38: Paragraph 2.8.2(a) states the systems are to be capable of supporting 5000 pounds per employee attached AND maintain a factor of safety of two. Paragraph 2.8.2(f).2 states that the lifeline shall support the maximum arresting force and maintain a factor of safety of at least two. These statements contradict each other. Please confirm that paragraph 2.8.2(f).2 is the proper design requirement as stipulated in OSHA.

Please advise which Cold-formed Metal Framing components require to install steel of 54 mils and which components require to install steel of 43 mils.
Answer 41: 2.1 states stud and joist thickness to be as designed by the contractor's specialty engineer.
2.1.1 specifies stud and joist material if the contractor's specialty engineer selects studs 54 mils or heavier. 2.1.2 specifies stud and joist material if the contractor's specialty engineer selects studs 43 mils or lighter.
Question 42: Please clarify the type of granite for AB-4.
In regards to deductive item #1, is the veneer on the concrete foundation wall (below ground floor) and retaining wall changing as well?
Answer 42: The Granite stone in Add Option #1 shall be Jet Mist. Basis of Design Jet Mist – Granites of America or equal. Wall sections and details provided in the construction documents are applicable for both architectural block and granite masonry walls. The masonry unit in Deduct Option 3 is an adhered thin veneer masonry unit manufactured stone (Assembly type "C-1", refer to A-602) replacing the 4" masonry unit cavity wall (Assembly type "A-1" and "A-2", refer to A-602) on the first floor and below ground level at the retaining wall. The thin veneer adhered masonry units shall be provided as shown on sheets where Deduct Option 3 is indicated. However, Deduct Option 3 does not apply for site retaining walls beyond the boundary of the building ("AB-3" with the Ashlar pattern) as indicated on the building elevations on sheet A-201 and A-202 and landscape drawings.
Question 43: Regarding note 34 on C-002, please clarify if the note is intended to state where the top of rock elevation to be encountered is from existing grade, i.e. top of rock is 5.5' from existing grade, or if it is intended to state that a depth of 5.5' of rock is to be removed for 1,350LF.
Please also clarify if these lengths are a combined linear footage or for each line, i.e. 1,350LF for both the water and sewer force main extensions or 1,350LF for the water and 1,350LF for the sewer force main.
Answer 43: The average depth to the top of rock is 5.5' below existing grade.
