BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).
Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
Question 1:
1. Is the project phased. 2. Who purchases lights? 3. Is Monaco FP panel required? 4. Explain ES100D.
Answer 1:
1a) One Phase only
2) All lighting fixtures, with the exception of Type P3, are to be contractor purchased.
3) Use of Monaco is the basis of design only.
4) All drawings titled as Deduct Option 1, indicate clouded revisions associated with the reduced square footage of the Banquet Hall.
4a) ES100D is issued as a reference to the reduction of building size and the effect on feeder and branch wiring lengths.
Quantities have not changed.
Question 2: Specification section 133423.16 Fabricated Storage Buildings indicated basis of design by Keystone Structures. Note on drawing indicates metal building enclosure similar to Parkline Inc. One appears to be a preassembled building delivered to site, while the other is a kit building that is required to be assembled on-site.
Please clarify which manufacturer is basis of design.
Answer 2: Provide pump enclosure as specified on the fire protection documents. Specification section 13 34 23 is deleted.
Question 3: Specification section 114400.2.2.1.7 Fire protection systems refers to a wet chemical system pre-engineered in accordance with division 21, section 21 23 00.00 20 dry chemical fire extinguishing for kitchen cabinet. There is no section 21 23 00.00 20. Please provide this section.
Answer 3: Requirements for the kitchen fire protection system can be found in the spec info column of the Equipment List in Section 11 06 40.13.
Question 4: Scheduled key note #9 on S102, lists L6x3 1/2x5/16 as support for mechanical equipment. Detail A1/S531 is similar with a L6x4x3/8. But detail E1/S531 also lists a C6x8.2 as a support for mechanical equipment.
Are both details required at Keyed note #9 on plan?
Answer 4: Detail A1 is intended for support of interior equipment hung from roof structure. The L6 in this detail is for bracing equipment to either wide flange beam or joist when diagonal brace is perpendicular to roof deck span.
This angle does not support the roof deck. The L6 in Keynote #9 is similar to angle shown in detail C1 & C3 on S-
523. Bolt rooftop mechanical equipment to this angle. Blocking may be required in gap between rooftop deck and angle. Detail E1/S-531 is required at rooftop mechanical equipment, showing web stiffener angles to be added at joists when load is not at joist panel point. Channel shown in this detail is not required. See attached detail for clarification.
Question 5: Specification 051200 sect. 2.6.2 lists shop primers SSPC paint 20 or 29, which are zinc rich primers, with an SSPC SP6 blast cleaning (section 2.6.2.1). Paint Specification 099000 section 3.13.1 exterior paint tables lists steel to be cleaned per SSPC-SP6 and primed with an MPI 79 (Alkyd primer). Paint Specification 099000 section 3.13.2 interior paint tables Item C. Architectural Structural Steel, to be a High Performance Urethane MPI107. The High Performance Coatings Specification 099600 lists an SSPC-SP7 brush-off blast cleaning, suggesting this is to be applied over galvanized steel. (SSPC-SP7 has been updated to SSPC-SP16 in the latest standards.) The Exterior material schedule on drawing A603 lists the High Performance Paint as PT-1 thru PT-4 suggesting the Hi-Perf paint are for exterior steel. Please verify what finishes are required for the following items:
a. Roof screening support steel. (exterior exposed)
b. Interior concealed structural steel framing.
c. Interior exposed to view structural steel framing.
d. Exterior concealed structural steel framing.( framing outside of the building heated space, but inside the exterior façade, triangle edge framing S401)
e. Roof top safety anchors Answer 5: Angle to be continuous L8x6x3/8. See attached detail for clarification.
Question 6: Please provide elevation drawings for the triangle edges shown in plan view on S-101 and S-102, whose details are on S-401 A1 & A3. There's no indication on how many of the triangles there are, vertically, nor how tall the areas are.
Answer 6: Top of Triangle edge is defined on architectural plans detail A7/A-313. Triangle formed from HSS and Channels are spaced at 2'-0" vertically for the entire height.
Question 7: Drawing A-203 EXTERIOR WALL PATTERN, wall partial elevation A4/A-203. There is wall AB-1 which has (2) types per face: rock face (AB-1A) and ground face (AB-1B). Also, wall AB-1 which has (4) types of size: 2'-0" x 8"h, 1'-4" x 8"h, 1'-0" x 4"h, and 2'-0" x 4"h. Detail E4/A-203 shows (4) types of size: 2'-0" x 8"h, 1'-4" x 8"h, 1'-0" x 4"h, and 2'-0" x 4"h only. For blocks AB-2, AB-3, and AB-4 we assumed rock face only. Please confirm.
Answer 7: Exterior Wall Pattern:
AB-1 (Architectural block) Correct, there are two types of finishes; rock face and ground face. Rock face has 4 sizes and ground face has 2 sizes.
AB-2 (Architectural block) Only ground face finish with 4 sizes. This pattern uses the same pattern on AB-1 (shown on A4, E4 on sheet A-203) without the variation of the finishes.
AB-3 (Architectural block) Only chisel face finish with sizes as indicated on detail 3 / LP503 AB-4 (Granite) Only Flame or thermal finish with 4 sizes. This pattern uses the same pattern on AB-1 (shown on A4, E4 on sheet A-203) without the variation of the finishes.
Question 8: Exterior elevation B1/A-201 of drawing A-201, EAST AND WEST ELEVATIONS, 04.20.2020, AMENDMENT #2, has callouts for AB-1, AB-2, and AB-3. We assumed that types are we assumed rock face only With sizes 2'-0" x 8"h, 1'-4" x 8"h, 1'-0" x 4"h, and 2'-0" x 4"h per detail E4/A-203. Please confirm.
Answer 8: Please refer to inquiry response #8558482 for architectural block finishes along with other information.
Additionally, please note the following:
AB-1 as described on the drawings is generally provided at masonry walls on the first floor along with the east facing wall below the first floor between the vertical metal channel reveal (adjacent to column line 8) and the opposite exterior corner (adjacent to column line 4') since the plane of that exterior wall continues below the first floor.
AB-2 as described on the drawings, the extent of this ground face architectural block siding is on the south facing retaining wall (below the first floor) between the exterior concrete stair and the east edge of south façade (refer to B4/A-202 and A7/A-313). Additionally, AB-2 continues to turn the corner as shown in A9/A-203 and termites at the vertical metal channel reveal that is adjacent to column line 8.
AB-3 as described on the drawings is applied to retaining walls beyond the extent of the building boundary as described in the civil and landscape drawings and on detail 3 / LP503.
Question 9: General note "C" refers to wall type AB-4. Wall schedule on drawing A-603, EXTERIOR FINISH SCHEDULE & DEDUCT OPTION #2, 04.20.2020, AMENDMENT #2 calls for granite wall. Please provide specification and details for granite elevation.
Answer 9: Granite masonry is specified in Section 04 20 00 Unit Masonry with sub-paragraphs including but not limited to 2.2.4.
Add Option Granite masonry "AB-4" replaces architectural block masonry "AB-1" and "AB-2" matching unit size (length, width and depth) along with pattern layout as described on sheet A-203 except finish. AB-4 finish is described in sheet A-603.
Wall sections and details provided in the construction documents are applicable for both architectural block and granite masonry walls.
Question 10: Drawing A-202 NORTH AND SOUTH ELEVATIONS, 04.20.2020, AMENDMENT #2, elevation B4/A-202, shows additional exterior concrete stairs. Building plan A100 shows only (1) exterior stair. Drawing CS101 SITE PLAN, 04.20.2020, AMENDMENT #2, shows sidewalk with (3) couples of steps, 15' between EA.
Please provide revised drawings or clarify.
Answer 10: The stepped sidewalk as shown CS101 Site plan is correct.
Question 11: Please provide the following items for the filter system to meet the project needs:
- Water Quality Flow
- Peak Flow
- Drainage Flow
- % Impervious
- Time of Concentration Answer 11: All of the requested information is in the SWPPP application / Stormwater Management Report in Section 01 57 19 of the 100% project specifications.
Question 12: Please clarify if wood ceiling at Banquette Hall is ship lap, tongue & grove or S4S boards Please clarify if wood ceiling at exterior soffit is Tigerwood per Key Note #6 on A-500 or Teak (WD-2) per Legend #15 on A-110. What is WD-3 finish to be applied on plywood sheeting exposed per Key Note #23 on A-561 ceiling deck.
Answer 12: Based on the drawings in this inquiry (Base Bid drawings), Wood Ceiling in the Banquet Hall is Tigerwood standard type planks (1x6) with a ¾" gap between the ceiling planks. However, exterior soffits are Tigerwood shiplap type planks (5/4 x 6). WD-3 does not exist. Please ignore keynote #23.
Question 13: Specification 07200 calls for a glass-mat gypsum roof board. Drawing A602 assembly R1 shows cement board. Is it a cement board they want on the deck or a gypsum board? Is the coverboard to be a cement or gypsum board.
Answer 13: Provide the following:
Cover board (above insulation / below roofing membrane): As described under Section 07 22 00 paragraph 2.3.
Cover board shall be an approved substrate for roofing manufacturer.
Sheathing (above the metal roof deck / below the roof insulation): Shall be glass mat gypsum roof board with ½" minimum thickness as described under Section 07 22 00 paragraph 1.7.
Question 14: Specification 01 35 91 Historic Treatment Procedures is included in the bid documents. Please advise as to what part of the work this applies to or if it is not applicable Answer 14: Spec Section 01 35 91_Historic Treatment Procedures was deleted as part of USACE issued Amendment 2.
Question 15: Regarding specification 01 91 00.15 Commissioning, will this work be done by owner or required by contractor?
Answer 15: Required by the contractor.
Question 16: Specification 01 81 23 Blast Resistance Requirements is included in the spec. book but we do not find this referenced on plans. Is there requirement to include this or is it not applicable?
Answer 16: Refer to Specification 01 81 23 for ATFP requirements. Please note that anchorage and connections shall be for conventional loading only. Refer to Material specific specifications and drawings for Conventional Loading design criteria.
Question 17: Specification 07200 calls for a glass-mat gypsum roof board. Drawing A602 assembly R1 shows cement board. Is it a cement board they want on the deck or a gypsum board? Is the coverboard to be a cement or gypsum board?

Question 18: Specification section 123200 par. 2.1 indicates to construct cabinets as specified meeting the requirements of the Architectural Woodwork Institutes AWI AWS Architectural Woodwork Standards and the Quality Certification Program. This does not specifically state the fabricator is required to hold a AWI AWS certification. Please advise if the fabricator is required to be AWI AWS certified. Please advise if this requirement is also applicable to specifications sections 064116.00 10 Plastic-Laminate-Clad Architectural Cabinets and 066116 Solid Surfacing Fabrications Answer 18: Construction of cabinetry within 12 23 00 shall meet the requirements of the Architectural Woodwork Institutes AWI AWS Architectural Woodwork Standards and Quality Certification Program. In order to meet these requirements, the fabricator shall hold QCP license, the individual project shall be certified and upon awarded work, the fabricator shall register the work for QCP certification. This requirement also applies to specification sections 06 41 16.00-10 Plastic Laminate-Clad Architectural Cabinets and 06 61 16 Solid Surfacing Fabrication.
Question 19: What are the charge weight and standoff distances for blast mitigation?
Answer 19: This information is not required to bid.
Question 20: Please confirm that this bid will be submitted electronically through the DoD SAFE site.
Answer 20: Correct. Refer to Div 0 Instructions to bidders. Follow closely.
Question 21: Following Amendment #0003 please confirm that the bid proposal will only consist of

Question 23: Amendment #0004 states to find Section 00 21 13 Instructions to Bidders in Amendment #0003.
Section 00 21 13 Instructions to Bidders was included in Amendment #0002. Please confirm if there is in Section 00 21 13 Instructions to Bidders for Amendment #0003 and forward.
Answer 23: Answer 10 of Amendment 0004 is revised to: See amendment 0002 section 00 21 13 for instructions.
The solicitation continues to have Section 00 21 13 Instructions to Bidders.
Question 24: Pursuant to Amendment #0002 Section 00 21 13 instructions to Bidders Please provide the Notice of Intent to Bid form which is to be provided to the Contracting Officers two (2) days prior to the bid opening.
Answer 24: Form not required, an e-mail message with subject “Notice of Intent to Bid”. Including in the message your company name, contact name, phone number will be sufficient.
Question 25: Section 01 10 00 Statement of Work was not included within the bid documents as noted under Amendment #0001 Special Contract Requirements. Please provide Section 01 10 00 Statement of Work.
Answer 25: This section is part of the original solicitation.
Question 26: Please confirm that a small business participation plan or a small business subcontracting plan are not required to be forwarded with the bid.
Answer 26: Confirmed not required, will be required if a large business is the apparent low responsive and responsible bidder.
Question 27: Drawing T-101 indicates the OSP cabling pathways but is not to scale. T-101 refers to CU-101 but the pathway on the two drawings do not match up. Please advise.
Drawing T-102 indicates rack as P2P6S, confirm if these are meant to be R2P6S.
Answer 27: T-101 provides the distances from the existing HH-1043 to HH-1046.5 and is a single line drawing not to scale. CU-101 is a scaled drawing showing the new "COMM" ductbank routing. CU-101 "COMM" Handhold locations use the Keynotes: HH-1046.5=#13, HH-1047.1=#9, HH-1047.5=#15.
On Drawing T-102 the part number is a typo. The correct part number for the rack is "R2P6S" as highlighted on the supplied cutsheets.
Question 28: The Representations & Certifications that are in SAM.gov, which are standard for solicitations across the government, do not include Prohibition Segregated Facilities as part of the selection process. There is no capability to personize the Representations and Certifications under SAM.gov. As specified on the attached Invitation for Bids, please advise what type of information is required and what format to be filled out in to satisfy the Prohibition Segregated Facilities requirement.
Additionally, the Representations & Certifications that are in SAM.gov does not include the selection for 52.209-12 Certification Regarding Tax Matters (FEB 2016) which is highlighted as a requirement in this bid under Section 00
45 00 Representations and Certifications. Please advise what type of information is required and what format to be filled out in to satisfy this requirement.

52.222-21 Prohibition Segregated Facilities as stated in the FAR:
Prohibition of Segregated Facilities (Apr 2015)
(a) Definitions. As used in this clause
Gender identity has the meaning given by the Department of Labor’s Office of Federal Contract Compliance Programs, and is found at http://www.dol.gov/ofccp/LGBT/LGBT_FAQs.html.
Segregated facilities, means any waiting rooms, work areas, rest rooms and wash rooms, restaurants and other eating areas, time clocks, locker rooms and other storage or dressing areas, parking lots, drinking fountains, recreation or entertainment areas, transportation, and housing facilities provided for employees, that are segregated by explicit directive or are in fact segregated on the basis of race, color, religion, sex, sexual orientation, gender identity, or national origin because of written or oral policies or employee custom. The term does not include separate or single-user rest rooms or necessary dressing or sleeping areas provided to assure privacy between the sexes.
Sexual orientation has the meaning given by the Department of Labor’s Office of Federal Contract Compliance Programs, and is found at http://www.dol.gov/ofccp/LGBT/LGBT_FAQs.html.
(b) The Contractor agrees that it does not and will not maintain or provide for its employees any segregated facilities at any of its establishments, and that it does not and will not permit its employees to perform their services at any location under its control where segregated facilities are maintained. The Contractor agrees that a breach of this clause is a violation of the Equal Opportunity clause in this contract.
(c) The Contractor shall include this clause in every subcontract and purchase order that is subject to the Equal Opportunity clause of this contract.

Please follow the guidelines within the clause.
Regarding 52.209-12 it is incorporated in the solicitation as a separate clause as a fill-in, please find in section 00 45 00 and insert an X mark in the appropriate place within the clause.
Question 29: Spec 01 30 00 indicates a minimum required number/experience of "Contractor's Key Management Personnel" to be allocated to the job. Are those strict requirements or is it up to the Contractor's judgment to follow those requirements?
Answer 29: Yes they are project requirements.
