NOTES TO BIDDERS
(1) Total Offer shall include all costs associated with each item number including all bonding, overhead and profit.
(2) Offeror must submit a price for every CLIN except CLINs 0003 and 0007 which are pre-priced.
Failure to do so may result in Offer being unacceptable.
(3) Proposed Contract Duration is 720 Days.
(4) Offer Acceptance Period: Offers are to be valid for 90 calendar days for offer acceptance from the
Offer Acceptance.
(5) CLIN 0003 will be paid out to Orange and Rockland within 60 days after receipt of notice to proceed.
(6) The low Offeror and the items to be awarded shall be determined as follows:
Prior to the opening of bids, the Government will determine the amount of funds available for the project.
The low Offeror shall be the Offeror that offers the lowest aggregate amount for the base bid items plus any of those deductive items required to be within the funds determined available. The Contracting Officer shall evaluate all bids in the same manor starting with the base bide items and then following through the deductive item list of priorities until a low Offeror is identified. The Contracting Officer will use the deductive item list of priorities in the bid schedule only to determine the low Offeror.
After determining the low offeror, an award may be made on any combination of deductive items if it is in the best interest of the Government, funds are available at the time of award and the low Offeror's price for the combination to be awarded is less than the price offered by any other responsive, responsible Offeror.
(7) Optional items may be exercised within 90 calendar days from the issuance of NTP.

BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
Question1: The drawings and specifications issued in Amendment 2 are noted as "Amendment 1". Please confirm these are to read as "Amendment 2"
Answer 1: Correct. Amendment 2.
Question 2: Civil Utility Plan drawings CU101 and CU101-D, refer to note 8 for the EHH-4 structure as Add Alternate No. 4. In the Amendment No. 2, the reference of this being Add Alternate No. 4 on the electrical drawings was removed. This item is also not listed as an add alternate on the bid form, CLIN 0006. Please advise if this is to be considered base contract scope and not an add alternate as noted on the civil drawings.
Answer 2: EHH-4 shall be base bid as per the CLIN 0006 and electrical drawings.
Question 3: The specifications contain both 329219 - Seeding and 329223 – Sodding. The landscape drawing LP101 calls for LAWN – SEED and provides a seeding mix. The seed mix within the specifications and on the landscape drawings differ, please advise which seed mix is to be followed. Please also advise if there are any areas requiring the use of sod as there were no areas designated within the specifications or drawings requiring the use of sod.
Answer 3: Sod was removed from the project. The Sod specification Section should have been removed.
No sod is required. Sheet LP101 (and LP101-D) seed mix states 70% Kentucky and 30% perennial rye. Spec 32 92 13 (2.1.4) states 65% Kentucky, 20% perennial rye and 15% Fine fescue. Contractor shall use 70% Kentucky and 30% perennial per the Sheet LP101 (and LP101-D).
Question 4: Provide specification sections 033000.0010 and 032000.0010 referenced in 034213.0010 paragraph 2.2 and other locations as they are not currently part of the bid documents.
Answer 4: Spec 03 42 13 paragraph 2.2 to be revised as follows:
Except as otherwise specified in the following paragraphs, conform material to Section 03 30 00 CAST-IN- PLACE CONCRETE. Delete reference to 03 20 00 in this paragraph.
Question 5: Please advise if the groundcover establishment period of 365 days as defined in 320533, paragraph 3.3 must be completed and final acceptance within the 720 calendar day contract duration and advise if the completion of this establishment period past the 720 calendar day contract duration would cause liquidated damages to be incurred.
Answer 5: Establishment period may go beyond contract duration. LD's will not be assessed.
Question 6: Specification section 312113 – Radon Mitigation, page 25 contains a bid schedule attachment, please advise if this is required to be completed and part of the bid submission.
Answer 6: The Bid Schedule Attachment, noted on page 25 of 31 21 13 Specification is not required to be completed.
Question 7: Within the bid solicitation, FAR 52.236-1 Performance of Work by the Contractor is included and calls for work equivalent to at least 20% of the total amount of work to be performed under the contract. Please advise what this 20% is based upon and if this includes the Contractor's Key Personnel on the project.
Answer 7: Required to self-perform 20% of the work.
Question 8: Please provide clarification on what permitting, applications, and filing are required for the SWPPP plan. The specifications call for providing an EPA General Construction permit and a project specific SWPPP plan, but it appears these have been completed as there is a SWPPP within the specifications, erosion control specifications, and erosion control contract drawings.
Answer 8: The NOI/SWPPP for the project has been submitted and approved by NYSDEC. Please follow the guidelines and requirements of NYSDEC and the SWPPP document. A Notice of Termination (NOT) is required at the completion of the project.
Question 9: Prepackaged Steel Above Ground Water Booster Pump Station specification section 331115, paragraph 2.2 calls for the pump motors to be 480V, 3phase. Electrical drawing ES-101 shows the existing service that is being connected to as 208/120V. Please advise if the pump motors should be provided in a different voltage to meet existing electrical service shown.
Answer 9: Pump Station shall be 208V, 3Phase.
Question 10: In Amendment No. 2, the response Question 3 regarding the volumes of documents, provided Volume 5 which contains the cut sheets of product. The Volume 5 provided has a table of contents which describes the items within the volume. Only Volume 5B was provided, containing mechanical, plumbing, electrical, lighting, and telecommunications information. Please provide the remaining balance of Volume 5 containing the civil, landscape, structural, architectural, and interiors information.
Answer 10: Will be provided after contract award. These are calc and cuts that are not needed to bid.
Question 11: Civil drawing C-001 'Civil General Notes', General Note 26 states that traffic control devices in accordance with the latest manual of uniform traffic control devices requirements are to be provided. To coordinate with the contracting officer regarding all work, approvals, permits, etc.
within the NYS DOT R.O.W. and that the improvements shown have not been submitted for approval to NYS DOT by the Jacobs/Ewing Cole Joint Venture. Please advise if the submission and approval of these improvements to the NYS DOT are the contractors' responsibility. Please advise if there are any permitting or submission cost requirements that should be included with the bid.
Answer 11: Coordination with the NYS DOT may be required for traffic control in and out of site off of RT218 which is a State road. Permits are not required.
Question 12: Foundation section details call out insulation and drainage board, but we do not see any location that specifically calls out to install dampproofing. Please clarify as to where dampproofing is called out to be installed on the drawings.
Answer 12: Damp proofing shall not be required on this project. However, an air barrier sheet flashing membrane shall be provided at the exterior wall base in lieu of water proofing as indicated on the drawings such as keynote #24 on E6/A-501 and A1/502. The flashing membrane shall extend up to a minimum two courses of CMU backup wall. Provide an air barrier transition sheet between the typical air barrier membrane applied to the CMU backup wall and the sheet flashing membrane applied at the base of the CMU backup wall. Protect the horizontal flashing membrane at the concrete shelf with a 20 ga stainless-steel sheet drip edge.
Air barrier sheet flashing membrane shall be a minimum 40 mils thick non-vapor permeable self-adhered flashing consisting of an SBS rubberized asphalt compound integrally laminated to an engineered thermoplastic film surface.
Basis of design: Henry Blueskin TWF Self-Adhered Thru-Wall Flashing or equal properties.
Sheet flashing and auxiliary materials must be obtained as a single-source from the Self-Adhering Sheet Flashing Manufacturer to ensure total system compatibility and integrity.
Section 07 60 00 will be revised in the conformed set to reflect the information provided in this response.
Question 13: Specification section 071400 makes reference to roof and below grade applications. Review of the drawings it appears it is only to be install on the roof. Please clarify if there are any locations where fluid-applied water proofing is to be installed on the foundations.
Answer 13: The roof has a modified bituminous roofing system and not fluid applied waterproofing membrane. Fluid applied waterproofing shall be provided as indicated on C5 and C7 on sheet S-502. The extent of the waterproofing shall be on concrete retaining walls below slab on grade where masonry siding (architectural block) is provided and where grade adjacent to the retaining wall is lower than top of the retaining wall, refer to CG101 and S-302.
Masonry clad retaining walls include the south façade along with south end of the east and west facades, refer to A-201 and A-202.
Section 07 14 00 will be revised in the conformed set to reflect the information provided in this response.
Question 14: Specification section 051200.1.3 indicates that the steel fabricator as well as the erector must be AISC certified. Please advise if this requirement can be waived.
Answer 14: Fabricator and erector AISC certification requirement shall not be waived.
Question 15: Please confirm C1 is Broadloom Carpet and not carpet tile as listed in type column, see style/color column on drawing I-600.
Answer 15: C1 carpet is a broadloom carpet and not a carpet tile as listed on the Finish Schedule.
Question 16: Motorized shades are called out for the curtain wall in the Banquet Hall and the Main Vestibule. Shades need to be mounted plumb and square to operated properly. The top of these curtain walls are angled. Please clarify how and where the motorized shades are to be mounted in these areas.
Answer 16: The motor shades will be mounted to the steel structural channel (vertical mullion curtain wall support) identified by keynote #18 on A6/A-500. The horizontal steel channel is described in F1 and F6 on S-302. Curtain walls "2A" and "1A" on sheet A-606 show the relationship between the bottom of the steel channel and the glazed mullions. Please note that motorized shades are not in contract as indicated by keynote #46 on A6/A-500.
Question 17: Please provide a model number for symbol KEF-1 greenheck kitchen fan on drawing M-601 HVAC schedule.
Answer 17: The model number is: GREENHECK USGF-200HP-50 scheduled is the basis for design.
Question 18: The drawings show a 48 port Ethernet switch, a rack mounted UPS and Batteries, but no specification is provided for either. Are these owner provided? If not, please provide a specification.
Answer 18: All active electronics and the UPS are to be supplied by the owner. All termination panels for Fiber/Copper/Ethernet wiring are to be supplied by the contractor.
Question 19: Does CLIN 0003 include all conduits as well as medium voltage cable from Pri transformer to pole as part of this CLIN Item? No delineation in the description was provided.
Answer 19: Yes correct.
Question 20: Sheet Index G-002, dated 03.20.2020 has drawing "A-601 INTERIOR PARTITION SCHEDULE".
Sheet Index G-002, dated 04.20.2020, AMENDMENT #2 does not have drawing "A-601 INTERIOR PARTITION SCHEDULE", nether revised or not. There is no notes that this drawing either deleted or revised or substituted on pages 1~17 of "Large+Format+Drawings_Amendment+1_042020".
Please clarify.
Answer 20: The reason sheet A-601 did not appear on Sheet Index G-002 dated 04.20.2020 because it was not reissued for that amendment. Only sheets that were new or reissued due to change or update (with clouded changes) are provided the Sheet Index for amendment #1 (USACE amendment #2).
Question 21: General note #3 on drawing ES-100 states electrical contractor shall provide all excavation, trenching, and backfill. Please confirm if this scope of work must be completed by the electrical contractor.
Answer 21: The Electrical Contractor shall provide all excavation, trenching and backfill required for DIV 26 work.
Question 22: Provide the sizes for the hot water heaters details 2/P-401.
Answer 22: Provide 2" cold water supply to hot water heaters, 2" hot water supply from hot water heaters and storage tank, 1" heater circulation pipe through HWRP-3, and 3/4" HWR and HWR (140 F) from system.
Question 23: Water Softener Specification 22 31 00 calls for skid mounted system- according to Culligan they cannot meet specification. Drawing P-502 calls for a CMT-300 system which differs from specifications.
Please advise which system to use.
Answer 23: Culligan model CMT-300 system scheduled is the basis as design as per P-502.
Question 24: Tank CWT-1 does not come with a bladder per tank manufacturer, please provide information on what should be used to pressurize this system.
Answer 24: Change to ASME vertical bladder tank constructed of FDA approved materials similar to Bell & Gossett model WTA-457, 48" dia. by 97.25" tall.
Question 25: Spec section 013000 paragraph 1.14 SUPERINTENDENCE OF SUBCONTRACTORS calls for additional superintendence for subcontracting portions of the work, 50%-70% one additional superintendent, more than 70% two additional superintendents. Within this same spec section, paragraphs 1.9.3.2 and 1.7.c.(3) state the two required assistant superintendents shall perform any duties required under contract clause titled SUPERINTENDENCE OF SUBCONTRACTORS. Please confirm the two required assistant superintendents fulfill the requirements under both sections and that the superintendence called for in SUPERINTENDENCE OF SUBCONTRACTORS is not in addition to these assistant supers.
Answer 25: The two required assistant superintendents fulfill the requirements under both sections of the specification.
Question 26: Per the precast concrete specification 034213.0010 paragraph 2.1, all precast structures are to be designed by the manufacturer for H-25 loading. Per drawing C-002, Drainage and Utility Note 26, Precast concrete structures in and within 20' of vehicle travel areas shall be designed by the manufacturer for HS-25 loading. Per detail 5/C-505 of the Stormwater Quality Unit, note 1.A calls for the design loading to be AASHTO HS-20-44 with impact. Please clarify the design criteria that should be followed for precast structures.
Answer 26: All structures shall be designed for HS-25 loading except for the SW quality unit which shall be designed as noted.
Question 27: 329300 2.8.1 specifies landscape edging as plastic lumber. LP501 calls for the stone mulch edging to be black aluminum edging. There is no mention of locations plastic lumber edging is to be provided on the drawings. Please clarify if plastic lumber or aluminum edging are to be provided. If plastic lumber edging to be provided, please provide revised details for this installation and locations to be provided
Answer 27: Recycled Plastic Edging will not be used in the project, 2.8.1 Recycled Plastic Edging should have been removed from the specifications. Only metal edging as identified on sheet LP501 shall be installed for this project.
Question 28: CG101 and CG101-D have key note 8 'Water Tower, Foundation El. 615.75.' There are no details or other references to a foundation below the water storage tank. Please advise of the foundation requirements for this.
Answer 28: The foundation information for the water storage tank referenced on drawing CG101 and CG101-D can be found on Drawing S-501, Detail #F8.
Question 29: C-002 note 32.A. states the propane tanks are provided by the propane supplier. Please advise is the propane supplier will be setting these tanks and if any costs associated to the propane supplier, furnishing of the tanks, setting of tanks, or initial filling of tanks is to be included within the bid.
Answer 29: Supplier will set the tanks at no cost to the project.
Question 30: Currently the civil, structural, and architectural drawings do not appear to show the requirement of a footing drain to be installed. With the use of a foundation waterproofing system, please advise if a footing drain is required to be installed. If it is, please provide revised drawings to show the extent and points of discharge.
Answer 30: A footing drain is not required.
Question 31: Structural Steel note 2 D refers to Corrosive-Resisting Structural Steel Shapes, Plates and Bars: ASTM A588 Grade 50. Please advise as to what steel details / members this applies to on the drawings.

Question 32: Please clarify spacing of CMU wall clip angle of 6 x 3 angle or is this a continuous angle?

1) Spec Section 013000 paragraph 1.7.a.(5) required the Contractor's project manager to have 15 years experience. This same spec section paragraph 1.9.4.2 calls for a minimum of 20 years experience. Please clarify which is correct.

spec 051200 section 2.6.2 lists shop primer SSPC paint 20 or 29 spec 099000 section 3.13.1 lists cleaned with MPI 79 Primer at exterior spec 099000 section 3.12.2 list high performance urethane MPI 107 Exterior metal schedule on A603 lists High performance PT-1 thru PT-4 at exterior.
Please verify finishes for the following:
1-Roof Screening support steel 2- Interior concealed steel framing 3- Interior exposed steel framing 4- Exterior concealed structural steel framing ( framing outside building heated space but inside of exterior facade ei Triangle edge framing S-401.)
Answer 34: 1) Roof Screening support steel shall be PT-2 (refer to A-603) and shall comply with Section 09 90 00 paragraph 3.13.1. Exterior Paint Table, Steel / sub-paragraph A.1
2) Interior concealed steel framing shall be SSPC paint 20 or 29
3) Interior exposed steel framing:
a. Exposed structural steel framing above open joint wood plank ceiling in Banquet Hall wing shall be black "CP3" refer to Interiors Master Finish Schedule.
b. Interior exposed steel channel reveal (below the wood ceiling) atop of the interior north and south walls in the Banquet Hall wing (refer to keynote A1/A-313) shall be (PT-4) as indicated on sheet A-301 and A-
603. Interior reveal metal channel shall comply with Section 09 90 00 paragraph 3.13.2. Division 5 Sub-paragraph A.1
c. High performance architectural urethane paint on architectural steel under Section 09 90 00 paragraph
3.13.2. Division 5 Sub-paragraph C.1 shall not be required.
4) Exterior concealed structural steel framing shall be SSPC paint 20 or 29 primer and SSPC paint 36.
Exterior painted stainless steel base trim at exterior walls shall be PT-1 and shall comply with Section 09 90 00 paragraph 3.13.2. Division 5 Sub-paragraph I.1 (Light Industrial Acrylic Coating over Vinyl Wash Primer).
Question 35: Please clarify if both details A1 & E1 on drawing S531 are required at mechanical support per note #9 on S102.
Answer 35: Detail E1 is intended for support of rooftop mechanical equipment. Detail C1 & C3 on S-523 correspond to note 9 on S-102. Detail A1 is intended for support of interior equipment hung from roof structure, e.g. operable partitions.
Question 36: Civil drawing CS101, note 10 is called for at the entrance double swing gates and refers to detail C-503/3. This detail is for chain link swing gates. Landscape drawing LP101 calls for Timber Gate at the entrance double swing gate and refers to detail 3/LP502. This detail is for a a timber gate. Please advise which detail should be provided at the entrance gate.
Answer 36: The C-503/3 reference is incorrect. The correct reference is 3/LP502, the timber gate.
Question 37: Please advise if a pre-bid meeting attendance list for the in person meeting will be posted.
Dobco attended the site visit but not the virtual meeting therefore is not listed on the attendance list that was posted as part of Amendment 004.

Question 39: Drawing S-501, DETAILS - FOUNDATIONS, dated 04.20.2020, AMENDMENT #2 calls for pedestals P24 & P30. We could not locate these pedestals P24 & P30 on drawing S-101, SLAB AND FOUNDATION PLAN, dated 04.20.2020, AMENDMENT #2. Please confirm that pedestals P24 & P30 are not part of project.

Question 41: Drawing S-002, Structural steel notes 2.D talks to steel that's A588 Grade 50. Could you please indicate where this steel is called out to be used?
Answer 41: ASTM A588 steel not required for this project.
Question 42: Specification section 133423.16 Fabricated Storage Buildings indicated basis of design by Keystone Structures. Note on drawing indicates metal building enclosure similar to Parkline Inc. One appears to be a preassembled building delivered to site, while the other is a kit building that is required to be assembled on-site. Please clarify which manufacturer is basis of design.
Answer 42: Provide pump enclosure as specified on the fire protection documents. Specification section 13 34 23 is not required and is removed.
