BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
Question1: Drawing A-202 shows a section callout on elevation B4. The section callout A4/A- 310 does not appear to be representative of what is shown on the elevation for exterior finishes?
Answer 1: Wall section A4/A-310 is correct. This wall section describes where two different exterior wall type assemblies occur in the same wall section (architectural block and wood rainscreen). The exterior wall assembly up to eight feet above the finish floor is a cavity wall architectural block assembly "A-1" as indicated by keynote #2 on A4/A-310. The exterior wall type assembly above the architectural block cavity wall is a wood rainscreen system "B-1" as indicated by keynote #3 on the same wall section. Refer to sheet A-602 for "A-1" and "B-1" for wall types description.
Question 2: A-101 regarding Keynote 14 for the fall protection system. Can a specification be provided for this work?
Answer 2: Please refer to Section 07 52 00 paragraph 2.8.2 for horizontal lifeline fall protection system.
Question 3: Finish schedule indicates that Mecho shades, WT1 and WT2, are NIC. Please confirm these are not to be included in our bid.
Answer 3: Mecho shades are part of the FF&E package, which is to be provided by Owner.
Question 4: Confirm project is tax exempt.
Answer 4: FAR 52.229-3, Federal State and Local Taxes. Determination of the applicability of taxes is the bidder's responsibility, and bidders are responsible for including all applicable taxes in their bid. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt.
Question 5: Please confirm security requirements for work at project location. Please confirm if access badges or passes are required by personnel on site. Please advise on the process to complete this if required?
Answer 5: See section 00 73 00. Note the project site is not on the post proper therefore badges are not required at this time.
Question 6: Specification section 013000.1.7.a.(5) and section 013000.1.7.b.(6) indicates minimum of 15 years experience. Specification section 013000.1.9.2 and section 013000.1.9.4.2 indicates a minimum of 20 years experience. Please clarify the experience required for the Project Manager and the Superintendent. In addition to this clarification please confirm that all staff outlined in section 013000.1.7 Contractor's Key Management Personnel are required.
Answer 6: This reference does not contain the info as described above.
Question 7: Are there restrictions required for the excavation and installation of the utilities through the existing golf course to maintain use for the public? If there are restrictions please advise what these restrictions are.
Answer 7: The restrictions are to limit the disturbance as indicated on the plans. Construction shall not affect golf course operations and the course will maintain its standard operating hours.
The irrigation system shall be repaired when/if damaged to maintain operation and health of the landscaping.
Question 8: Drawing A-452 key note #2 is golf ball equipment (NIC), please confirm this equipment is to be excluded from bids
Answer 8: Golf Ball Washer & Dispenser is to be provided by the Owner..
Question 9: Per the Civil drawing CS101, note 57 calls for the Golf Ball Equipment Shelter to reference detail C-509/1. This detail provides further elevation clarification, but does not define the slab and/or foundation requirements for this shelter. Architectural drawing A-452, key note states to provide a concrete pad refer to civil. Please advise if the pad for the Golf Ball Equipment Shelter shall be per civil detail C-502/7.
Answer 9: The pad & structure for golf equipment enclosure is per plan and details on S-541, which is a new drawing provided in Amendment #1.
Question 10: Solicitation to bid indicate to have bids submitted electronically as well as a sealed offer hand delivered to offices in New York City. Please confirm if hand delivered offers are required?
Answer 10: See amendment 3 section 00 21 13 for instructions.
Question 11: Per Masonry General Structural Note 7 on S-002, steel, CMU, and Precast Concrete lintel sizes and information is provided. Further information for these is provided on S-
511. Structural wall sections on S-302 appear to show the steel lintel conditions – HSS and W-shape conditions – with a plate welded on the underside for support of the masonry façade.
Architectural details, please reference A7/A-502 as an example, shows a differing condition.
This detail appears to show a combination of the masonry and steel conditions, reference key notes 20, 21, and 61. It also appears the HSS steel condition on S-511 cannot be utilized based on the air barrier and vapor retarder requirements detailed. Please clarify if this condition is to be provided following the structural or architectural documents and if it is to be provided per the structural documents, please provide clarification architectural how the HSS steel condition with welded plate for veneer support can be provided.
Answer 11: See the revised detail A5/S-511 attached and Steel lintel and angle supporting the architectural block above the exterior wall opening shall be as described in the attached document. Note that the following keynotes in detail A7/A-502 will indicate the following:
keynote #21 shall be metal lintel, refer to structural Keynote #61 shall be continuous angle secured to metal lintel, refer to structural Keynote #20 shall be HSS 6x2x1/4 Note that #20 is a spacer to anchor window mullion head to the bottom of structure lintel above. Air barrier #30 shall be continuous and shall transition into the pocket of the window mullion head as described in keynote #48. Air barrier membrane shall be sealed properly around metal supporting bracket penetrations (L4x4x1/4 connecting the steel lintel with the steel angle supporting the architectural block see attached structural detail) per manufacturer's requirements. Metal flashing (keynote #40) above the window head trim (keynote #10) shall be provided between the architectural block and the supporting continuous angle. Metal flashing shall be continue vertically passed the supporting metal angle and returned back to be anchored to the backup CMU block similarly to A7/A-502. Architectural detail will be revised in the conformed set
Question 12: Please reference the below specification section references for liquidated damages which define these with differing values. Please advise which is correct.
a. 007300.0018 - 1.7 - Listed as $2,108/calendar day until completed/accepted for work, $527/day for punchlist not completed within 30 days after substantial completion
b. 013000 - 1.34 - Listed as $5,589/day and $1,397.25/day for punchlist

Question 13: Throughout the architectural details of the head, jamb, and sill details, there is reference to a metal angle, please reference details A4/A-502 key note 45, A3/A-504 key note 45, A1, A4 ,A7, C1, E1, E4 /A-525 key note 14 for metal angle in question. Please advise of specification for this metal angle including size, materials, finish, etc. as these properties cannot be located.
Answer 13: Head details with steel support for the architectural block above the opening (such as A7/A-502 ) is per detail A5/S-511 and as described in response to comment #8534671.
Provide either HSS 6x2x1/4 or 12 GA formed metal spacer (keynote #20) to anchor window mullion head to the bottom of structure above.
• Metal angle at openings for head and sill condition in wood rainscreen assemblies (refer to sheet A-602) shall be L6x4x5/16 such as details A4/A-502 and E1/A-525.
• Metal angle at openings for all other non-structural conditions shall be L5x3x1/4.
Metal angles shall be galvanized and shall comply with specification Section 05 50 13. Where metal angles are visible, then metal angles shall be painted (MTL-1), refer to sheet A-603
Question 14: Per the drawing I-131, the furniture layout and schedule is provided, but no specification can be located for these items. Please advise if these are to be provided and if so, please provide a specification for these items
Answer 14: Furniture is shown in the Interiors drawings for space allocation and layout purposes only.
Question 15: Per Interiors Detail, 10/I-501 Tile Shower Pan Detail, a vapor barrier is called to be provided between the studs and cement board. No product for this application was found within the specifications. Please advise on the product for this application and advise on extent – i.e. full height of walls, extended to roof deck, ceilings of the space this is to be provided, etc.
Answer 15: Product is indicated in Spec 09 30 10, para. 2.7. In wet areas (shower enclosures), apply cementitious backer units in accordance with ANSI A108.11. Place a 15 lb. asphalt impregnated, continuous felt paper membrane behind cementitious backer units, between backer units and studs or base layer of gypsum board. Please membrane with a minimum 6 inch overlap of sheets laid shingle style. Extent to be full height at walls and in way of GWB ceiling.
Question 16: Architectural drawing A-450 defines what the mock-up to be provided for architectural aspects. There are section references that contain masonry walls that are not called for on the mock-up drawing. Please advise if the masonry walls are to be provided as detailed.
The sections and details referenced contain structural elements that the architectural elements rely on to allow for installation but are only referenced architecturally. Please advise the extent of the structural items to be provided and provide a structural mock-up drawing defining these items
Answer 16: Yes, section thru masonry wall is similar to section A6/A-310. Provide structural steel elements as shown in details A1, A6, D6, F4 on S-401. See attached. Provide additional bracing, shoring, and connections as required to maintain stability of the mockup structure.
