Coordinate relocation of utilities within the railroad embankment in accordance with the project drawings and specifications.
SECTION 03 25 30 Page 3
3.1.2 Work Plan
The Contractor shall submit work plan for approval by New Jersey Transit and the contracting officers representative for approval. The work plan shall be in accordance with the submitted hour by hour schedule and shall indicate all equipment, operations and contingency plans. The work plan shall indicate the proposed equipment and resource redundant capabilities to ensure that the bridge construction is performed on schedule as it is critical that the contractor is prepared for unanticipated problems and/or equipment failures.
The work plan shall include the resumes of the contractor or sub-contractor firm performing the bridge move as well as the resumes of the bridge move project manager and the bridge move project engineer. The minimum qualification requirements are listed in section 1.3.4
3.1.3 Pre-Move Operations
Complete the pre-operations checklist as activities as performed.
Conduct a pre-move crack survey of the structure within seven days prior to the bridge move. Marking cracks visible from a standing position. Measure marked cracks and identify cracks greater than 0.02 inches wide.
Establish survey control points and benchmarks as necessary. Establish transverse and longitudinal reference lines for setting the structure on the final position as necessary. Final plan alignment and location shall be within 2 inches of the location shown on the contract plans.
Check final subgrade elevations along the proposed footing lines. Final elevations shall be within 1 inch of the elevations shown on the plans.
Final grade shall be level.
Perform excavation in accordance with Section 31 23 00.00 20 Excavation, Fill, and Backfill for Structures.
3.2 LIFT, TRANSPORT, AND PLACEMENT OF SUPERSTRUCTURE
General:
A. Follow procedures shown on the Working Drawing for the step-by-step sequence of operations for movement of the superstructure span.
B. Lift and transport structure in accordance with the lifting points established in the drawings.
C. Deliver the structure to its final location with no damage or loss of strength, performance, or long-term durability.
Monitoring:
A. Monitor the structure for stability and integrity of the move system during lifting, transport, and placement following the plans for the equipment's and methods of monitoring.
3.2.1 BRIDGE MOVEMENT SYSTEMS
The bridge movement system shall be designed to lift the bridge at the pick points indicated on the contract drawings. Calculations shall be included to show that the stresses and deflections imposed on the bridge during the bridge move will not exceed those shown on the contract drawings.
SECTION 03 25 30 Page 4
The Contractor shall design all elements of the bridge move system. Design shall be done in conformance with the current edition of the AREMA Eng Man (AREMA Manual for Railway Engineering), AASHTO GDSBTW (AASHTO Guide Design Specifications for Bridge Temporary Works) and AASHTO LRFDCONS Bridge Construction Specifications.
Alternatively, the design shall be in conformance with the current edition of the AASHTO SSHB Division II (AASHTO Standard Specifications for Highway Bridges, Division II).
The shop drawings and calculations shall include any systems proposed to transfer the loads to the move device and to move the structure, such as shoes, jacks, shoring, rigging, or other load carrying or guiding elements.
The bridge move designer shall verify that the equipment has adequate stroke, reach, etc. to negotiate the travel path. The calculations shall reference the submitted equipment catalogs where applicable.
For SPMT and similar transporter devices calculate the anticipated lateral forces due to for example braking, turning, and vertical grades and provide a system to transfer loads to SPMTs.
The calculations shall include a check to demonstrate that the ground stresses from the bridge move system shall be equal to or less than those indicated on the project plans. The shop drawings shall indicate all ground improvements and soft soil mitigation within the Bridge Staging Area where the move device will be operating. The drawings shall also show clearances from above ground obstacles and provide mitigation if required.
3.3 POST-MOVE OPERATIONS
Conduct a post move visual crack survey of the structure immediately after placing the structure in its final location. Compare observed cracks with the pre-move crack pattern. Notify the engineerCOR of any cracks caused by the bridge moves greater than 0.020 inches wide.
Perform backfill in accordance with Section 31 23 00.00 20 Excavation, Fill, and Backfill for Structures.
Complete the bridge move within the specified railroad shutdown time frame including the NJ Transit operations.
The Contractor is advised that severe impacts are experienced by the traveling public occasioned by having the railroad tracks closed beyond the specified railroad shutdown. In the event that the Contractor fails to complete the work within the specified time frame causing delays in the operation of the tracks, the Army Corps of Engineers will have the right to collect a Track Occupancy Charge for the occupancy of the tracks beyond the allowable shutdown hours until such time that the tracks are reopened to railroad traffic. Therefore, the contractor will be assessed a Track Occupancy Charge for a delay in the reopening of the tracks, premised upon track user costs and costs incurred by the NJ Transit for engineering, inspection, and administration (including overhead). The Track Occupancy Charges shall be collected by deducting the appropriate Charges, from the Contractor's partial payments.
The Track Occupancy Charges in this Contract are shown in the table below, and they will be assessed after the expiration of the permissible railroad shutdown period, until such time as the lane is fully available for use by
