QUESTIONS AND ANSWERS
(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.).
Question 1
Item 15 in the Special Contract Requirements describes the field office to be maintained for the Corps’ personnel.
It states that a field office is located at 225 South Lincoln Ave., Middlesex, NJ. It says that the contractor must assume payment of and set up accounts for all utilities. What it doesn’t say is whether the contractor is responsible for the rent for this office. If the contractor is responsible for this and the office is already extant, please make the rental cost public so all bidders can incorporate this into their proposals.
Answer 1
The USACE owns the building; there is no rent to be paid.
Question 2
Contract Drawing S-704 depicts a Security Grate to be installed at the headwall and a Culvert Temporary Closure Assembly to be installed at the culvert construction joint in between Options 1 and 2 and at the beginning of the culvert near segment C-1. This closure presumably protects the waterstop from damage while awaiting future construction. Contract Drawing S-409 depicts the details of Culvert C2 as it passes through the flood wall. At both ends of the culvert, the contractor is to install waterstop, which will allow for additional culvert to constructed in a future contract. However, no Temporary Closure Assembly nor Security Grate is shown in this location. IS it the Corps’ intention that a Temporary Closure Assembly or Security Grate be installed in this location as well?
Answer 2
Culvert C2 that passes through the floodwall will not have closure plates. The hole through the floodwall must remain open to allow water in swales B and C to drain through the wall to Swale D.
Question 3
Bid Item # 0011 is for the hauling and disposal of unsatisfactory material at an approved off-site location. This then states that the quantities for this item do not include any work in Bid Item # 0014. I presume that the material described herein is the material being displaced by the ‘Embankment Material per Specification 31 00 00’ described on Contract Drawing C306. Please advise how the removal and disposal of unsatisfactory material will be addressed should it be encountered in areas included in Option #2.
Answer 3
Bid Item 0011 covers any material can’t be used as fill on the project EXCEPT for material that can’t be used because it falls into the ID27 category. The logic is that the ID27 material generally is more expensive to dispose of.
ID27 material that is to be hauled offsite is paid under Bid Item 0014. The material displaced to provide for installation of the Embankment Material may or may not be usable as fill somewhere else on the project or may or may not be ID27 material.
Question 4
The Monolith Section Drawings depict a cross section of the flood wall to be constructed including the proposed reinforcement. Amon the reinforcing bars scheduled for installation are #6 vertical bars spaced at 8” on both sides of the narrow portion of the wall. However, there is no means depicted for the support of these bars. There are no bars in the foundation that these bars splice onto. There are no bars of any kind connecting these bar mats. As depicted, when installing these bars, the mats will not stand in their proposed locations without assistance. Please advise how these bars are to be supported during construction prior to the concrete being poured.

Note that not all the monoliths require #6 @8 both sides – there are other size bars at this location in some of the monoliths. The method of supporting the bars in question is part of the Contractor’s means and methods of construction. The Contractor may propose on the shop drawings to support the bars vertically by setting them on the top of the pile cap and connecting them for lateral support to the dowels in the 3’-thick section or propose to add dowels to the pile cap.
Question 5
Field 11 in the solicitation indicates that the duration for this project is 540 calendar days. Note 6 on the proposal says that, if Option #1 is accepted, 180 calendar days will be added to the period of performance. A similar statement is written in Note 7 regarding Option #2. Should either option be accepted, does the 540 days remain as a milestone date by which time the base bid portion of the work must be completed or does the completion date for all work be extended to 720 calendar days? If both options are accepted, will there be a total time extension of 360 calendar days (180 each for booth options) or will both options be expected to be completed within that 180 day extension?
Answer 5
If the options are not awarded, work under the base contract shall be completed in 540 calendar days. If one or both options are awarded, the 540 days will be extended by 180 days to 720 days and this becomes the required completion date for the base contract and awarded option(s).
Question 6
Note 5 on Contract Drawing S-805 states that, should the distance between the bottom of the foundation for the floodwall and the top of the highly weathered shale be less than 4’-0”, a concrete cut-off wall is to be poured in lieu of the vinyl sheet pile wall in that area. The Plan and Profile drawings for the floodwall locate the top of the highly weathered shale in relation to the floodwall foundation, based on the results of the soil borings, also provided in the contract documents. Nowhere on these drawings does it show a distance of less than 4’-0”. As it cannot be quantified based on the information available at time of bid, will the Army Corps of Engineers consider the construction of this cut-off wall and any work incidental to it extra to the contract?
Answer 6
Response: The observation concerning depth to highly weathered shale is correct. The concrete cut-off wall detail is included should rock be encountered closer to the floodwall foundation than the borings predict. Rock closer to the surface than predicted will be classified as an unknown condition subject to a contract modification.
Question 7 a.
Please confirm the USACE is aware that the micropile casing epoxy coating would likely not remain intact if the casing is installed with traditional installation methods (rotational friction against the soils) due to the epoxy paint not possessing any resistance against friction.
The casing will be installed with epoxy coating casing but it will be sacrificial due to the installation method. A better option might be galvanization.
Answer 7 a.
The USACE is aware of your concerns. The requirement to coat the micropile casings with coal tar epoxy remains.

Please confirm the miropile desing can be Value Engineered/ redesigned into a different pile type.

The contractor has the opportunity to suggest a value engineered alternative, but the amount of calculation effort necessary to VE these micropiles is considerable and the responsibility for that effort shall fall on the contractor.
Question 8
Please reference Drawing CD-106 Note 1 in where the Contracting Officers Representative is to direct the Removal, Replacement or Relocation of certain existing site features of privately owned properties where the contract work is to take place. In as much as, Relocation, Replacement or Removal all differ in pricing the extent of the work cannot be accurately determined at this time. Please provide a allowance for this work.

New drawings CD-101 and CD-106 are issued in Amendment #4 to clarify disposition of these site features.
Question 9
Please reference Addendum No. 2, Question #5 in where the USACE answer to the question states that the Contractor will not be paid a change Order for the Off Site disposal of Contaminated Spoil. However there is a specific bid item for the Off Site Disposal of Contaminated Soil. Please confirm the Contractor will be paid using this proposal item for the Off Site Disposal of Contaminated Soil.

Question 10
Please reference Addendum No. 2 Question #6 in where the USACE answer is confirming that certain contract documents listed in the specification are not included in the bid documents and that the documents will be provided when available. Please confirm that in the event these documents are not provided before the bid opening that any additional costs related to the requirements included the documents will be compensated by a change order.

The Flood Hazard Area Permit and Freshwater Wetlands Individual Permit were issued with Amendment #3. The requirements of the Soil Erosion and Sediment Control (SESC) and New Jersey Pollutant Discharge Elimination System (NJPDES) permits are incorporated into the contract documents. The official permits will be issued when received. Any significant variation between the final permits and the contract documents will be handled as a change order.
Question 11
Please reference Addendum No. 2 Revised Section 00 73 00 in where the “E Verify” Section references “Candidates” that are to participate in the E Verify process. Please define “Candidate” and if it is intended to mean all Contractor and Subcontractor employees.

Please reference Addendum No. 2 Question #13 in where the USACE answers the temporary fencing limits question. The 1st sentence confirms the note on EC101 verbatim. However the second sentence of the USACE answer provides conflicting information. The note and the answer states “Fence to be installed along residential and commercial property boundaries”. The 2nd sentence of the USACE answer state “The intent is to provide a barrier to public access” The work required by the project (if all Options are taken) will only border existing properties approximately from Station 41+00 to 50+83 (Option 1 & 2 only. Base Option will have different limits). In order to understand and accurately price the USACE temporary fencing requirements please clearly illustrate and depict on the plan drawings the specific location, by option, of the temporary fencing.

The streets, sidewalks, foot paths are commercial thoroughfares and by these notes require fencing to provide a barrier to public access.
Question 13
Please confirm the USACE will pay for temporary casing although the temporary casing that is advanced to the bottom of the rock socket (if the hole does not stay open) will ultimately become the permanent casing (in the upper, and/or overburden, portion of the micropile) as the casing is withdrawn from the drill hole.

The bidder's description of the installation and removal of temporary casing matches the Government intent. If temporary casing is required, that portion of the casing advanced to the bottom of the hole will become the permanent casing as the casing is withdrawn during grouting to expose the bond zone. The Government will pay at the awarded bid unit cost for casing withdrawn that cannot be reused.
