CENAN-EN-M 12 November 2015
MEMORANDUM FOR RECORD
SUBJECT: Pre-Bid Meeting for W912DS-15-B-0013
1. On 12 November 2015 at 10:30 a pre-bid meeting was held for the subject contract. A copy of the attendance sheet is attached.
2. The intent of the meeting was to review some of the specific requirements of this project, with an emphasis on dredging over the utilities (work area 6), PVSC and removing the debris from
Stapleton Anchorage.
3. A copy of the presentations is enclosed.
4. The following questions were asked at the meeting, and answers supplied. The Government may supply further clarifications at a later date:
/S/
Encls STEVEN R. WEINBERG
Lead Civil Engineer
Q1. There were concerns about the ability to complete within the specified duration due to the environmental windows:
A1. The Government expects to either 1) expeditiously award and issue the NTP with the winning offeror mobilizing quickly so that areas with environmental windows can be largely, if not altogether cleared, prior to the window. (As part of this expectation, efforts are underway to allow some flexibility in the work as it relates to environmental windows. For bidding purposes, unless changed in a future amendment, bidders should prepare their bid assuming that there are no windows on the water siphons, referred to as “WORK AREA 2” and “WORK AREA 4”), or 2) should no flexibility be achieved regarding the solicitation's existing environmental windows, that the government expects to postpone bid opening to early 2016 so sufficient time exists following bid opening for the work to be performed consistent with the existing environmental windows.
Under no scenario does the government anticipate an NTP issuance occurring so late as 1 June 2016.
This work must be completed as quickly as circumstances allow and all offerors should factor this consideration into their bids.
This discussion is not intended to define an order and sequence of work. It has been left flexible in the spec so that the Contractor may operate most efficiently.
Q2. What are the underwater piles’ heights above the bottom.
A2. Attached find a drawing titled NEW YORK AND NEW JERSEY HARBOR NY/NJ HARBOR DEEPENING PROJECT SHOAL REMOVAL CONTRACT #1 PORT JERSEY, VH-101. The elevations given are the height above the 3:1 sideslope. Other shoals shown on this drawing were removed previously. Also note that there are similar above water piles in the area that are not to be removed.
Q3. Is mechanical dredging permitted in Work Area 6.
A3. Per 35 20 23.00 18-5.3 the Contractor will prepare a plan for removing the material in Work Area 6.
This plan requires various approvals. See the referenced clause for further details.
Q4. How will the plates be inspected at the end of the job?
A4. See 35 20 23.05 18 – 6.1.c
Q5. What existing information on the plates is available?
A5. As built information regarding the plates have been included in this amendment.
Q6. For the Stapleton debris a better definition of when to stop excavating would make the contract more biddable.
A6. The contract will be amended to clarify that the debris mound as delineated on the plan sheets, is to be removed to -52.0 mlw. Also included is existing survey.
Q7. Due to the widely spread very small shoals in Anchorage Channel, limiting the overdepth to the contour presents a problem, as the bucket may be larger than the shoal.
A7. Spec is amended.
Q8. Regarding 01 35 26 – 3.8.2, and if it was expected to apply to underwater utilities.
A8. No.
Q9. Will Contractors be required to dredge sideslopes to the required dimensions?
A9. Yes.
Q10. What are the Government’s suggestions as to equipment?
A10. This is a performance specification. The Contractor is assumed to be experienced and will make their own decisions as to means and methods.
Q11. Is the Contractor responsible to restore a plate in Port Jersey if it is already out of place?
A11. 35 20 23.05 – 5.2 waives the requirement to achieve -50 ft mlw if it a previously misplaced plate is the cause. 35 20 23.05 – 6.1.d only requires a plan for plates disturbed by the dredging.
Q12. Can a hopper dredge be used in Port Jersey channel?
A12. The Corps of Engineers has requested that the NJDEP permit be amended to permit this. For purposes of bidding, unless a future amendment states otherwise, offerors are to assume that a hopper dredge will be allowed to operate in Port Jersey with no barge overflow.
Q13. Does the window on Port Jersey apply to this contract?
A13. Per the NJDEP permit in 00902 the window only applies “from the designated bulkhead line easterly.” This would not include this Contracts Work Areas. The plan sheets are to be amended to clarify the location of this line.

About This Meeting
Please hold questions until the end. We would appreciate receiving your questions in writing so that we may accurately record them in the summary of this meeting. Any answers given today are preliminary. Official answers will be issued via amendment.
Description:
• Deepens 35 miles of navigation channels to 50 - 53 ft (mean low water) to provide deep draft access to the major container terminals within the Port of New York and
New Jersey.
• Key features of the channel deepening include:
– 21 large dredging contracts, 17 complete, 1 underway
– Mitigation restoring 143 acres of tidal wetlands
– Offsets NOx air emissions
– Beneficial use of dredged material (
>154 acres of marsh islands, > 40 acres of sublittoral habitat, artificial reefs, etc.)
– Remaining Work: remove accumulated shoals, Required Dredging depth 50;
implement plans to dredge over NYC water siphons, complete 40 ft. channel deepening in Arthur Kill to Phillips 66
Refinery.

What we did?
Water Siphon & Other Utility Data
Collection & Planimetrics
Five utility areas 36” ID cast iron watermain (1918), currently secondary supply
42” ID cast iron watermain (1927), currently secondary supply
Both watermains appear to have as their shallowest depth -
53.5ft mean low water (MLW) based on remote sensing
Electric (8 5/8”) and gas (24”) pipelines
Oil (20”) and gas (24”) pipelines
Primary NYCDEP water supply tunnel to Staten Island is at approximately -900ft MLW
PVSC utility protection-in-place measures at -52 ft. MLW

These shoals had been removed

After Dredge of
Previous Contract
The Plan Siphons
► Dredge to 52ft MLW in 100 ft. wide corridor after they are taken out of service (i.e., abandoned).
► If they are hit during dredging, treat as debris (note – each joint between pipe sections are reported to contain approx. 900 lbs. of lead each.)
Utilities
► No anchoring or spudding
► Work plan in coordination with owners if other than bar dragging.
► Bar dragging only in good weather.
Port Jersey
►BMPs focus on verifying the plates appear in the same location as when laid prior to work and are still in place (i.e., unaffected) at the end of the project.
►Remove piles in side slope
►Ensure plates are in place when done (i.e., unaffected).
Anchorage, non-utility and non-siphon
►Ordinary dredging
Stapleton Debris Pile
►Report by NYC police divers as “a pile of concrete rubble (been there a while - covered with growth) approximately 4-5 feet high, 12-
15 wide”
►To be taken upland as debris.
►All payment is under CLIN 0007.

Other Possible Methods:
Water Injection Dredging
No direct mechanical contact with channel bottom
Fluidizes sediment to adjacent areas where it can then be dredged using traditional equipment (as needed)
