There will be an application that is required to be filled out and submitted to SREC with an approximate $300.00 fee, to be paid by the contractor, associated with each connection and/or disconnection of electrical services (temporary or permanent). 1.72.1 Munitions and Explosives
Construction site is located within an area designated to possibly contain munitions and explosives of concern (MEC). Prior to soil disturbance by the Contractor, a subsurface MEC removal action was completed by qualified UXO personnel within the identified construction footprint and operating areas required for support of construction activities. No Munitions of Explosive Concern were located, but there still exists the possibility of uncovered Munitions Debris (MD) which will be the responsibility of the MEC Contractor. Excavation activities might encounter more significant amounts of MD. Of particular note are areas below exiting buildings and paved surfaces, as these areas were not subject to a removal action. For all phases of earth works including soil fill and cutting, stand-by construction support shall be required. During fill activities, the Contractor shall push material ahead of the dozer in lieu of dragging material to prevent unearthing potential MD. This method shall be employed until the native soil surface is covered, then normal fill activities may commence. During excavation or digging work, Contractor shall coordinate closely with the COR and the MEC contractor who shall provide construction support in accordance with DoDM 6055.09-M, Volume 7 and USACE EP 75-1-2. The MEC contractor shall be under a separate contract with the Government/Picatinny Arsenal and is not part of this Contract. A minimum of one Unexploded Ordnance (UXO) Technician III and one UXO Technician II qualified per DDESB Tech Paper 18 shall be on site to provide construction support during all intrusive soil activities within the construction footprint as required by the Corps of Engineer COR and Picatinny Safety Office.
If required, multiple teams of UXO Technicians will be on site to support intrusive activities in separate locations. Contractor shall incorporate the construction support work plan provide by the MEC contractor into the Contractor's Site Safety and Hazardous Waste Work Plan. During performance of intrusive activities, Contractor shall obey instructions provided by the MEC contractor to ensure that the work is performed in a safe manner. In the event that MD or MEC is found, the MEC contractor shall be prepared to dispose of the items at a location other than the work site, and shall direct the COR and Contractor concerning safe activities and evacuation procedures. The Contractor is advised that it may take up to 2 to 4 hours from notification of MEC to the removal of and/or MEC rendered inert, and the Contractor should be prepared to adjust the construction schedule accordingly. The Contractor shall incorporate these requirements into its construction schedule. Contractor shall ensure that the MEC contractor is on site as required to prevent unnecessary delay to the contract schedule for Munitions and Explosives.
11. 00 80 00 18 Special Contract Requirements Paragraph 1.84 is deleted in its entirety
Questions:
1. I had a question about the Section 27 under the Fiber Optic Cable on page 11…. Will this project need any cabling to install?
Response:
Refer to Drawing C-000 Drainage & Utility Notes Number 1 & 22 and Drawing ET-601 regarding fiber optics.
2. Kindly clarify the scope of work in this project. There appear to be conflicts throughout the drawings where is states an area is not in contract (NIC), yet there are areas shown bold potentially indicating new work.
For example, Drawings C-004 indicates the following:
- The bottom left note "The existing conditions information shown in grey on this sheet is in accordance with the Phase I/II Design Plans entitled "ballistic evaluation center", dated September 5, 2012"
- Then, on this sheet, there are areas with a dashed line indicated "Work in this area NIC"
- However, within this dashed line area, there are solid lines potentially indicating new work. In addition, these 'dark lined' buildings are not shown on the existing site plan C-003.
- On the key plan in the top right of the C-004, notes "Proposed Phase III shown dark". Buildings 636M and 636E canopy, and 636G are all shown dark, yet they are within the areas circled 'NIC'
Response:
All work associated with Structure 636M, Building 636E Canopy and Building 636E Canopy are Not In Contract (NIC) and are to be assumed as "existing" from the BEC Phase I&II construction project, regardless of whether it is shown graphically as solid lines or not, and regardless of these being shown as dark on the Key Plan.
