SITE CLEARING
PART 1 GENERAL
1.1 SCOPE OF WORK
At least 45 days after the herbicide application (applied by Others), Work under this section includes the removal of all floatable debris that makes its way within the project limits during the construction period and maintenance period. Such debris includes, but is not limited to, general trash, wood, tires, and any other undesirable materials that could interfere with the successful establishment of the newly-planted vegetation. Also included in the section is the removal of undesirable vegetation such as invasive species plants that might establish among the new plantings and also wrack (rafts of dead vegetation) that might potentially float ashore.
The Contractor must containerize the collected debris rather than merely stockpile it within the project area. The container must be of a known volume and must be emptied upon reaching capacity. At a minimum, on a weekly basis and after a significant storm or tidal event, or at the request of the Contracting Officer, the Contractor shall inspect the project site for floatable debris and undesirable vegetation, and shall immediately collect and containerize any such material.
Within 15 days of the Notice to Proceed, the Contractor must provide a Debris Removal Plan that describes how he intends to containerize and dispose of the debris, including submitting a notice of intent from a licensed upland disposal facility, which confirms that the facility will accept the material.
Under this section, the Contractor shall clear and remove all objectionable material including trees, shrubs, brush, vines, standing common reed (Phragmites australis) and wrack, stumps of all sizes, weeds, stones, wood, tires, and trash. This material shall be removed from within the limits of the Work Site Access Road, Staging Area and Restoration Area, the top 6 inches of loose surface litter, organic litter, Phragmites sp. rhizomes, consolidated material, leaf litter, and other organic debris. This material shall be removed from within the limits of the Clearing Area, in accordance with the plans and specifications, and the direction of the Contracting Officer.
The Contractor shall carefully protect all preserved areas as shown on the plans, and shall also be liable for any and all damages to property caused by the work under this section. Any damages to property or to vegetation within preserved areas shall be restored to the original conditions to the satisfaction of the Contracting Officer.
All organic material and Phragmites Austrailis wrack cleared under this section shall be disposed of first, prior to any excavation activities, at an off-site disposal facility approval by the Contracting Officer. All
SECTION 31 10 00 Page 1 tires and trash that are cleared under this section shall be disposed of at the appropriate off-site facilities to be approved by the Contracting Officer.
1.2 MEASUREMENT AND PAYMENT
1.2.1 Payment Item - Site Clearing
For performing the work under this item, in accordance with the plans, specifications and directions of the Contracting Officer, the Contractor shall receive a lump sum. The lump sum price bid shall include the cost of all labor, materials, and equipment necessary for clearing all objectionable material within the limits of the Project Work Area and Work Site Access Road and Staging Area, and all work incidental thereto, in accordance with the plans and specifications and to the satisfaction of the Contracting Officer.

Provisions shall be made to protect the concrete from freezing during the specified curing period. If necessary to place concrete when the temperature of the air, aggregates, or water is below 35 degrees Fahrenheit, placement and protection shall be approved in writing by the Contracting Officer.
Approval will be contingent upon full conformance with the following provisions.
a. The underlying material shall be prepared and protected so that it is entirely free of frost when the concrete is deposited.

c. Aggregates shall be free of ice, snow, and frozen lumps before entering the mixer.
d. Covering and other means shall be provided for maintaining the concrete at a temperature of at least 50 degrees Fahrenheit for not less than 72 hours after placing, and at a temperature above freezing for the remainder of the curing period.
1.5.2 Placing During Warm Weather
The temperature of the concrete as placed shall not exceed 85 degrees F ahrenheit except where an approved retarder is used. The mixing water and/or aggregates shall be cooled, if necessary, to maintain a satisfactory placing temperature. The placing temperature shall not exceed 95 degrees F ahrenheit at any time.
1.6 PLANT, EQUIPMENT, MACHINES, AND TOOLS
Plant, equipment, machines, and tools used in the work shall be subject to approval by the Contracting Officer and shall be maintained in a satisfactory working condition at all times. The equipment shall have the capability of producing the required product, meeting grade controls, thickness controls, and smoothness requirements as specified herein. Use of the equipment shall be discontinued if it produces unsatisfactory results.
