Previously completed PPQs may be submitted provided that the documents do not reference any other solicitations.
Submitted PPQs must only reference this solicitation.
Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Contractor Assessment Reporting System (CPARS) or other databases using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency. The information obtained from these sources will be evaluated supplementary to the past performance questionnaires.
Formatting Limitations:
Each example project description shall not exceed three (3) pages (8.5 x 11 inches page size, Font: Times New Roman, 10 pt) including any images, graphics, charts and tables. If Offeror submits more than three (3) pages for any example project description, the additional pages will not be evaluated. Start each example project on a new page.
There is no page limitation for CPARS, PPQs or any other documentation supporting past performance evaluations.
4.1.2 Evaluation Criteria
Acceptable: The project portfolio will be deemed recent and relevant if it meets all of the following requirements:
(a) The proposal demonstrates that the Offeror (including the Prime contractor) and any subcontractor(s) the Offeror may choose to employ or partner with) performed three (3) relevant projects that includes a minimum of three (3) of the five (5) work elements listed above
(b) All projects were at least 70% complete within the last seven (7) years. Projects that have a Beneficial Occupancy Date (BOD) within the same date range will also be considered
(c) These projects must be of relevant scope and complexity and have either a minimum project size of 25,000 Building Gross Square Foot (BGSF) or demonstrate a minimum completion value of $10,000,000 considering adjustment for escalation from project completion to 2022 (all escalation values are to be labeled as escalated and the Offeror must explain in detail their escalation rationale, which must include any formulas, calculations, assumptions, etc.) and address the discussions requested on Attachment A, “Experience in Relevant Projects” while meeting the teaming agreement requirements above.
Past Performance Evaluations - CPARs/PPQs
Past performance will be initially evaluated to determine whether the Offeror’s present/past performance is recent, and relevant or not relevant to the effort to be acquired. Past performance will be considered recent if it has been completed within the last seven (7) years and at least 70% complete at the time the proposal is submitted. It will be considered relevant if it is similar in size, scope, and complexity to this project.
Second, the past performance evaluation should determine how well the Offeror performed on the prior contracts.
The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the Offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the Offeror performed those past contracts.
NOTE: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)).
Therefore, the Offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
In conducting the past performance evaluations, each Offeror shall be assigned one of the ratings in accordance with the table below.
4.2.2 Evaluation Criteria:
Adjectival Rating Description Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown. The Offeror demonstrates an overall past performance rating of Satisfactory or better on all projects submitted.
Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort. The Offeror demonstrates an overall past performance rating of Marginal or Unsatisfactory on at least one project submitted.

Note: If the subcontractor firms have not been selected at the time of proposal submission, the Offeror must identify the intended subcontractor trades.
The management approach narrative should include an organization chart identifying the proposed team for this project with specific individuals named that will execute this project at home office and on-site levels.
The chart must show the relationship of each entity to the Offeror as well as all lines of communication. This organizational chart must include the following:

Formatting Limitations:
Factor 2, Management Approach, shall not exceed ten (10) pages (8.5 x 11 inches page size, Font:Times New Roman, 10 pt ) including any images, graphics, charts and tables. If Offeror submits more than ten (10) pages, the additional pages will not be evaluated..
4.3.2 Evaluation Criteria
Acceptable: a proposal will be rated Acceptable if it meets all of the following requirements:
The Offeror’s narrative will meet the requirements of this RFP if the narrative is a specific discussion that addresses the proposed management structure, resources, and roles and responsibilities in sufficient detail to demonstrate management capability. The narrative includes an organization chart which includes the specific items listed above.
Unacceptable: a proposal will be rated Unacceptable if it does not meet the above stated requirements.
Note: If an Offeror receives an unacceptable rating on any part of Factor 1 and/or Factor 2, the proposal will not be considered for award.

If a tab is not applicable to your proposal, omit that tab but do not renumber the subsequent tabs.
Tab 1: Proposal Cover Sheet.

Unit prices must be extended to the actual “dollar and cents” amounts (e.g., to two decimal places). Do not round off the extended prices to the nearest dollar. Check your pricing submission very carefully for mathematical and clerical errors prior to submission. Any qualification of pricing may render the proposal unacceptable and therefore not eligible for award. However, offerors are encouraged to use callouts, footnotes, etc. to explain their lines of thinking where it would aid in the Government finding the price(s) fair and reasonable.

The offeror must have electronically completed the annual representations and certifications on the “System for Award Management” (SAM) website in accordance with FAR 52.204-8. (a) For information on the evaluation of subcontracting plans, see Army Federal Acquisition Regulation Supplement, Appendix DD.

52.217-5 EVALUATION OF OPTIONS (JUL 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
