3. Provide updated specifications/draw ings based on RFI responses.

4. Provide updated price schedule.

AMENDMENT 0002

SPECIFICATIONS:

1) Project Table of Contents: Delete this section entirely and replace with attached like-named revised section dated, dated June 3, 2022.

2) Specification 01 33 00 - Submittal Register: Insert the attached submittal register for new Sections 07 17 00 and 10 14 00.20 to the end of specification section.

3) Specification 01 33 29, Paragraph 1.5.4: Revise the first sentence to read as follows:

“This project has been designed for and must be constructed to attain a sustainability rating of LEED Silver per the LEED BDC Ref Guide v4.”

4) Specification 01 33 29, Paragraph 1.5.5.1: Revise the first paragraph to read as follows:

“Pay all fees associated with achievement of Third-Party Certification (TPC), by meeting all TPC and project requirements for a level of LEEDv4 Silver rating for New Construction and Major Renovations, or Government-approved equivalent TPC sustainability certification, assessment, or validation. Register project with TPC organization using the following format and content:”

5) Specification 07 17 00: Insert specification section after section 07 05 23.

6) Specification 08 44 00: Delete Paragraphs 1.9.1, 1.9.1.1, 1.9.1.2, and 1.9.1.3 from this specification.

7) Specification 09 65 00, Paragraph 1.8: Replace first sentence with “Provide extra flooring material of each color and pattern at the rate of 10 square feet of sheet flooring installed.”

8) Specification 10 14 00.20: Insert specification section after section 10 14 00.10.

9) Specification 10 26 00, Paragraph 2.2.1: Replace last two sentences with “Corner guards must extend from floor to ceiling. Corner guard must be formed to dimensions.”

12) Specification 27 41 16, Paragraph 1.2.d.1: Revise this paragraph to read as follows:

“Lighting Control System: Reference Specification Section 26 51 00 INTERIOR LIGHTING for lighting control panel information and reference Electrical EL series drawings for lighting location information. The Contractor is responsible for required low voltage interfaces, cabling, and connectivity.”

13) Specification 27 41 16, Paragraph 1.2.d.2: Delete this paragraph from the specification.

14) Specification 27 41 16, Paragraph 2.1.h.1: Revise this paragraph to read as follows:

“The Contractor, as needed, shall be responsible for coordinating delivery and obtaining GFE equipment from the Government. The Government will deliver GFE equipment to the jobsite.

All equipment shall be tested as per manufacturer's requirements and verified that said equipment is performing at or above manufacturer's factory specifications.”

15) Specification 27 41 16.20, Paragraph 1.3.c: Revise this paragraph to read as follows:

“The Digital Media Routing system will be a NAIP EAL4+ Certified digital media switcher which utilizes all fiber optic connections. The Contractor shall supply media converters to convert fiber optic signals back to the appropriate signal type for the displays. The switcher will allow for segmented “red/black” style switching, completely disconnecting the source devices from the system depending on the security classification setting. The switcher centralizes all secure switching including video, audio and KVM functions”

16) Specification 27 41 16.20, Paragraph 1.3.d: Revise this paragraph to read as follows:

“The audio system will be managed by an expandable digital signal processor (DSP) that includes acoustic echo cancellation and a telephone hybrid. Ceiling microphones will be provided for video and teleconferencing, with system Mute capabilities to be programmed into the control system touch panel. The Mute feature will completely mute room microphones to allow for secure discussions within the room without being heard by others on the call. Sound reinforcement will be routed to the ceiling speaker system only. An infrared assisted listening system (ALS) will be provided with two emitters to meet the current federal ADA ALS requirements. ALS receivers will be provided with both headphone and neck-loop style listening devices. The ALS system will be disabled in the control system by default and will have to be enabled manually with a button press when its use is required.”

17) Specification 27 41 16.20, Paragraph 1.3.e: Revise this paragraph to read as follows:

“Video Teleconferencing System (VTC) capable of communicating on all three security classification levels will be provided by the government. Two high-definition pan-tilt-zoom cameras will be wall mounted in the SAR or use by the VTC system by routing through the secure switcher. One camera will be located at the front of the room (VIP, table view) and one will be located at the rear of the room (VIP, Battle Captain’s view). The VTC system will utilize the in-room ceiling microphones and audio DSP, with network connections routed through the secure switcher. When not in use, especially during classified meetings, all cameras shall go dark and point down.”

18) Specification 27 41 16.20, Paragraph 1.3.f: Revise this paragraph to read as follows:

“Room computers will be available capable of all three security classification levels. The government will provide, and deliver to the jobsite, all computers, keyboard, mice, and high-definition computer monitors. The secure KVM switcher with card access readers (CAC), shall be provided by the Contractor. The computer systems, including the KVM functions, will be connected through the secure switcher to allow for secure, automated switching between presentation/control positions in the room and the computers”.

19) Specification 27 41 16.20, Paragraph 1.3.g: Revise this paragraph to read as follows:

“The control system will consist of a central control processor, connection expanders (as required), network connectivity and a control touch panel. The control system processor will be the central hub to translate touch panel commands to the different serial and TCP/IP communication protocols required by the connected controlled equipment. The touch panels shall be programmed with different levels of security and password protection. When authenticated, the control system shall adjust systems and control features based on requirements for each classification level. Each level shall control source/destination routing and presentation/control positions as well as advanced technical functions such as microphone volume and mute control. The control system will be connected to room’s lighting system to allow for an ”AV” lighting preset to be recalled when the AV system is activated, and a ”VTC” lighting preset to be recalled when the VTC system is activated. A link from the existing building fire alarm systems will be connected to the control system. When this connection is active it will override the audio in the room. LED message boards will be provided in both the front and back of the room and programmed to show the security state of the AV system between SIC, Secret and Unclassified. Due to classification and network requirements, the control system shall be on a separate AV network and isolated from other networks.”

NOTES TO OFFERORS

Offerors must bid on all items including Optional Items. Failure to bid on all items may be cause for rejection of the proposal.

Optional Items may be exercised at any time within 180 calendar days after Notice to Proceed (NTP). The Contracting Officer may exercise the Optional Items by written notice to the Contractor, postmarked within the period specified above.

The Government may exercise any, all or none of the listed Optional Items in any order.

No additional time for contract completion will be allowed when an Optional Item is exercised.

Evaluation of Options:

Except when it is determined not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
