3.2.2 Functional and Technical Requirements

The facilities on HEC traditionally are purpose built, secure, and technology driven in service of the soldiers and civilians they serve. More recently the United States Special Operations Command (USSOCOM) has initiated design and construction of facilities to support the Special Operations Forces (SOF) that will operate on HEC. Recently, the development of a Humphreys Engineer Center masterplan was commissioned by the Baltimore District, which will bring context to future facilities and infrastructure on the installation. The pre-final document titled “Real Property

Master Plan” was completed and dated July 10, 2020. The typical exterior materials that sheathe the existing HEC structures are precast concrete and tinted glazing.

The new BOF is intended to work alongside the developing master plan and provide an architectural context that will work harmoniously with the development of guidelines being established by the master plan. Care is taken to design the new BOF to feel a part of the current structures as well as the planned structures of the growing HEC installation.

The exterior finishes for the facility are planned to correspond with the context of the exteriors of the surrounding buildings and start to give a new precedent for future buildings as well. The new BOF will be constructed of modular precast concrete sandwich panels, metal panels and glazing systems to add texture and scale to the building.

The building has both secure and non-secure spaces. In accordance with UFC 4-010-05 and ICD/ICS 705 a design is presented that allows personnel to enter the BOF thru an access controlled entry point into a non-secure entrance vestibule and associated unclassified areas that include restrooms, wellness room, personnel cages and conferencing spaces. From the non-secure space visitors will enter a secure sally port from which they may enter through access control doors either the secure/classified areas of the building or into a collocation office space where temporary personnel with temporary clearance work, until full security clearance is given.

Building Code Summary: The BOF is classified as mixed occupancy without separation, consisting of Storage and

Business occupancies. Construction type is designated as Type IIB.

3.2.3 Design Objectives and Provisions

Exterior Construction and Features

The new BOF is designed as a three-story structure, consisting of 43,100 gross square feet, with all three levels above grade. The building structure consists of slab on grade concrete floor, spread footing foundations with aggregate piers, structural steel skeleton with concrete floors on metal deck. Roof structure is steel joists supporting metal roof deck.

The exterior walls consist of 11-inch thick architectural precast concrete sandwich panels on Level 1. The upper levels (Levels 2 and 3) consist of metal panel rainscreen system over 2-inch continuous rigid insulation, air barrier, 5/8-inch exterior sheathing, 6-inch metal stud infilled with batt insulation and 2 layers of 5/8-inch gypsum wall board.

Continuous sealant is applied at the top and bottom of all metal stud tracks. This exterior wall design provides a minimum combination R value of 20 for the precast sandwich panel, and a minimum R value of 20.5 for the metal panel rain screen system on the second and third levels.

Exterior doors and frames are insulated galvanized hollow metal. Key card access is required at all exterior doors.

Doors at the entry to the main building is a storefront system with key card access. Doors have continuous hinges, 3.11 closers, panic devices or locksets as appropriate and weather stripping. The facility includes insulated overhead sectional doors, 10-feet x 12-feet, with high-lift track and power operators at the garage bay, and 10-feet x 10-feet, with high-lift track and power operator at the load out space.

All exterior windows meet the criteria of UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings, for this facility.

The roofing system is an Ethylene Propylene Diene Monomer (EPDM) membrane system, 1 layer, ½-inch glass-mat faced gypsum decking sloped polyisocyanurate rigid insulation (4-inches minimum insulation), vapor barrier, 5/8 exterior roof sheathing, and metal decking. The roof is sloped a minimum 1/2-inch per foot towards interior roof drains

(upper roof) and toward overflow drains/scuppers with downspouts (lower roof).

The surrounding parapet is comprised of a galvanized sheet metal parapet cap and continuous cleat with a full-strength fluoropolymer 3 coat finish, 6-inch light gage metal framing, ½-inch gypsum sheathing with glass mat facing

(both sides), and waterproofing membrane (both sides).

All roofs have a minimum R-value of 30.

The primary exterior materials of the building are precast concrete sandwich panels, a metal panel rain screen system and glazing systems. Color and texture match nearby recently constructed buildings and maintain conformance with the evolving Installation Master Plan. The cavity wall has exterior sheathing, waterproof membrane and flashing to maintain the integrity of the wall and provides control of moisture within the wall cavity. Continuous 2-inch rigid insulation (minimum R-7.5 ci.) insulation around the entire exterior enclosure of the building and 6-inch batt insulation (minimum R-19) within the stud cavity meet the required energy budgets and requirements for thermal resistance of R-20 insulation at walls and R-30 batt insulation at the roof. The overall design detailing provides a continuity of wall and roof insulation and air barriers included as required to prevent the transmission of air and moisture through the walls and roof. The exterior skin of the building will be tight to minimize infiltration and drafts along the perimeter walls. The interior face of exterior cold formed stud wall is enclosed with 2 layers of 5/8-inch gypsum wall board and painted as required.

Exterior windows are provided as shown on the exterior elevations of the building. Exterior windows are clear low-e insulated laminated glazing meeting the requirements of the UFC 4-010-01 - DoD Minimum Antiterrorism Standards for Buildings. All windows are fixed and designed for a sustained wind speed of 115 mph. Aluminum framing is pre-finished, color to be clear anodized. Aluminum storefronts are pre-finished and glazed with double-pane, insulated, clear, low-e, laminated glass. Exterior doors and frames are either insulated metal doors set in hollow metal frames or aluminum storefront doors including either wide or medium stile glazing and are pre-finished. Insulated hollow metal doors and frames are field painted. Glazing is clear and insulated low-e glass. Door hardware is stainless steel and mortised with all locks having a removable core with seven pin tumblers. Hinges have non-removable pins and antifriction bearing hinges. Exit devices are touch bars in lieu of conventional crossbars and arms. Aluminum storefront doors have the touch bar installed in the factory. Keying of all doors is in accordance with the installation standards. Lever handles are used throughout the facility. All exterior doors have a sign located per installations standards, indicating the name of the room to which it enters. The signage has raised braille lettering beneath the room name.

A new exterior accessible route connects with the new sidewalk along the south building façade and provides access to the public way. New exterior plazas and sidewalks meet ABA and Uniform Federal Accessibility Standards (UFAS) standards. See Section 3.1 CIVIL for areas of the existing parking area to be restriped and laid out to reconfigure the location of accessible parking spaces.

Building Envelope Air Tightness Design and Testing

To ensure the building design and the air barrier materials meet the needs of the project and requirements set forth in the UFC standards, the design team has incorporated in the project specifications laboratory testing standards of

ASTM E-2357 which tests air barrier materials for air leakage and ASTM E-799 which tests the completed building. In accordance with the requirements of the UFC standards, if the building fails the air barrier testing described, a

Thermographic Inspection will be performed in accordance with ASTM C1060-90 on the entire building envelope while the building is pressurized to determine the corrective action required.

Roof

The building roof is a combination of low slope roofs. The low (1/2 inch per foot slope) roof is 0.090 inch fully adhered EPDM membrane roofing with a solar reflective index (SRI) rating of 78 min and a 20-year warranty. The roof membrane is placed over rigid roof insulation (R-30 minimum) on metal decking supported by open web steel joists. The roof assembly provides a total R-Value of R-30. The EPDM roofing membrane has a white coating that achieves an SRI rating of 78 minimum, which allows sustainable credit Heat Island Reduction to be achieved. Access to the upper roof is by a roof hatch accessed from a small room on Level 3 adjacent to Stair Number 1.

A roof drainage system with both internal drains with overflow drains is provided for the high roof in the building design, while the low roof area will consist of thru wall scuppers to conductor heads to external downspouts. The drainage is designed to carry the water to the underground storm water collection system. The roofing design complies with UFC 3-110-03-Roofing” and UFC 3-101-01-Architecturel and Interior Design Requirements” for additional roofing requirements.

On the lower roof, south building corner, the user requested the incorporation of an exterior satellite pad for testing of equipment. Access to this pad is from the second level through secure space. The design uses continuous galvanized steel channels that are mounted to a raised concrete pad. These channels provide a mounting support system for secure tie downs for satellite transmitter antennas during testing. This perimeter of the satellite pad is protected with guardrails for fall protection

Signage, Area and Fixture Calculations, and Accessibility

All exterior and interior signage will meet installation requirements and standards, as well as Architectural Barriers Act

(ABA) requirements. Individual rooms, workstations and suites will be identified with permanent or interchangeable signage at each location.

Area calculations are based on a combination of factors. Where rooms are typical business use the occupancy is based on the measured area and calculated at 150 square feet per person. When density exceeds one person per

100 square feet the actual predicted occupancy for that area has been used. Classrooms are calculated at 20 square feet per person and Break Areas and Conference Rooms are calculated at 15 square feet per person. Storage

3.13 rooms, service rooms, mechanical and electrical rooms and primary server rooms are calculated with a 500 gross occupant load factor.

Fixture quantities are based on occupancy calculations as stated in Appendix F. Showers are provided for both men and women restrooms on Level 2 and Level 3. A Wellness Room is provided on Level 1 in the non-secure area located next to the restrooms.

The public areas of the BOF comply with the ABA Accessibility Standard for Department of Defense Facilities dated

2015. The facility will be designed for able-bodied military personnel and will meet the ABA standards. A new exterior accessible route connects with the new sidewalk along the south building façade and provides access to the public way. New exterior plazas and sidewalks meet ABA and UFAS standards. Existing parking areas will be restriped and laid out to reconfigure the location of accessible parking spaces.

Interior Construction and Features

Interior construction includes interior partitions, interior doors and fittings, floor and ceiling finishes, and fixed cabinetry and equipment. Construction is durable as appropriate to the building’s use, and as required by the government. For general use, all interior and corridor partitions are constructed of cold-formed non-load bearing studs as agreed with the users during programming. These walls are covered with impact resistant drywall depending on space requirements. Interior partitions meet specified Sound Transmission Class (STC) ratings as discussed with the user during programming exercises. All partitions are supported from the floor and braced to the structure above if they do not extend to the deck above. The interior doors in the office areas are stain-grade, extra heavy duty, solid core wood set in hollow metal frame, doors in back of house areas on the first floor and accessing utility rooms are heavy duty hollow metal doors set in hollow metal frames. STC, fire, and smoke rated doors are provided where required. Interior glazing for door lites, vision panels, and interior view windows are 1/4-inch tempered clear glass, fire glass or laminated glass depending on the application. Door hardware is high quality mortised with satin stainless-steel finish. Toilet accessories and partitions are provided in each restroom as required. All accessories are stainless steel. An interior signage system is provided throughout the interior of the facility meeting installation requirements and standards. The signs are 1/8-inch thick engraved acrylic, meeting all the requirements of the ABA for tactile letters in braille and symbols where applicable. Full height corner guards are heavy duty, premium grade stainless steel and are provided at all outside corners susceptible to damage. All cabinets are plastic laminate and constructed to meet “Custom” quality grade as defined in Architectural Woodwork Institute (AWI) Quality Standards. A recessed removable floor mat is provided at the primary building entrance.

Structural Interior Design

The building has been designed to have an inviting office feel with porcelain tile floors installed over sound absorbing acoustical impact sheet membrane in service areas, restrooms areas and corridors with painted abuse resistant gypsum board walls. The built-in millwork features laminate clad millwork with solid surface countertops in service areas. Warm rich colors and finishes are used throughout the facility. Restroom walls feature floor-to-ceiling porcelain wall tile. The working bay areas on the first floor are sealed concrete for durability.

General building finishes are as follows: main corridors and lobby features porcelain tile flooring with cove base, office areas have carpet, restrooms have porcelain tile floors and utility areas have sealed concrete. Open office spaces have carpet floor surfaces with a modern inviting pattern. On the second and third levels carpet is placed

3.14 over raised access flooring. Ceilings are acoustical ceiling tile in the office and work areas. The storage and support spaces are exposed ceilings with painted structure above. Moisture resistant gypsum board ceiling is used in wet areas. All mechanical, electrical, communication and elevator machine rooms are exposed painted structure.

The interior finishes selected are warm and inviting patterns chosen to be long lasting. Finishes are durable, aesthetically pleasing, functional, and low maintenance. They are chosen to accompany the flexibility of the space and coordinated with the demountable walls and raised access floors.

Construction of interior partition systems generally adheres to the following detailed description:

Where walls extend to underside of deck (i.e. spaces dividing user groups, corridors, secure rooms, storage areas above 100 square feet needing a smoke barrier, and where spaces contain toilets or showers), 3 5/8-inch metal stud walls are used with gypsum board on both sides to the underside of deck.

Within areas where walls do not need to extend to the underside of deck, walls are 3 5/8-inch metal stud with gypsum wall board on both sides extending from on top of the floor to 6-inches above finished ceiling.

Where vertical shafts are located, a 6-inch metal stud (C-H type) are used with two layers of 5/8-inch fire resistant gypsum wall board on one side and 1-inch shaft liner on other side.

Drywall Modifications are as follows:

5/8-inch water resistant drywall is used in restrooms.

5/8-inch cement board is used in parts of rooms with showers and under ceramic tile.

5/8-inch impact resistant drywall is used in all corridors.

Walls surrounding conference rooms and classrooms is comprised of 3 5/8-inch metal studs, with 1 layer of gypsum wall board on one side and 2 layers of gypsum wall board on the other side, extending from slab to slab. Walls contain 4-inch sound attenuation batts, and continuous acoustical sealant is used. A minimum STC of 45 is provided for office suites; A minimum STC of 50 is provided for rooms with amplified sound. ie. with Video Teleconferencing equipment (VTC).

One-hour fire-rated construction walls are used around vertical circulation elements (i.e. stairs, and elevator shafts) on all levels in the building. The wall design is based on the UL U415 test number, consisting of two layers of 5/8-inch type X gypsum wall board, a 4-inch C-H stud (25 gauge 24-inches on center) and 1-inch shaft liner on the shaft side.

All shaft walls are designed and coordinated with structural framing to meet progressive collapse requirements as stated in the structural requirements.

Doors are solid core flush wood doors in hollow metal frames. Fire rated doors and frames are used where required by code. Hardware typically consists of butt hinges, lockset, wall stop, closers at suite entrance doors and fire doors.

Key card access is required into all suites and doors leading from stairwells into the floors they serve (including roof).

Interiors doors and their frames maintain the STC rating of the walls in which they are placed. Ratings for acoustic doors will be based on manufacturer field tested values.

3.15

Stair construction is concrete filled metal pan on steel channel stringers.

Interior Finishes and Furnishings

Carpet tile is used throughout the office area with one-to-one positioning tabs to maintain alignment with the raised floor panels. Accent tiles are used for visual interest and to help locate electrical and data hubs under the access floor. Corridors on first floor have porcelain tile and Break Area and have resilient vinyl tile. All walls are painted except as noted. Conference rooms have carpet flooring and painted walls. Whisper zones have a separate carpet pattern to identify the spaces as needed throughout the building.

Raised access flooring will be 24-inch x 24-inch, 18-inches tall and will be provided throughout most of Level 2 and

Level 3 along with demountable partition walls for flexibility to reconfigure the space in the future. The demountable partitions are in a variety of finishes from laminate panels and wall coverings as needed for each space function. The walls have glass panel inserts to allow natural light into the interior of the space.

One 4000-pound machine room less hydraulic passenger elevator with 8-foot tall doors will be provided. The elevator has removable wall pads and stainless-steel doors, frames, hall call and monitor stations, elevator car front and code required safety features. Interior elevator finishes are stainless steel, flooring with luxury vinyl tile as specified.

Finish carpentry in the Break Areas and Wellness Room will be plastic laminate and countertops will be solid surface.

Each Conference Room and Classroom has multiple marker board track system with tack board to cover classified information. The boards will be in lengths to fit the spaces. All markerboards in the facility are this track system for security of classified information.

Storage shelving located in the personnel and team cages is pre-manufactured metal shelving units and provided as part of the Furniture, Fixtures and Equipment (FF&E) package.

Signage, as stated earlier, will be durable and interchangeable and is provided throughout the interior of the building.

Break Area and Wellness Room appliances are provided and specified in Specification section 11 31 13.

3.3 STRUCTURAL

The BOF is a rectangular shaped three-story building. The exterior walls consist of non-load bearing precast architectural panels at the Level 1 and metal panel at each level above.

3.3.1 General Parameters

The BOF structural framing system is composed of conventional steel framing with in-fill non-load bearing metal stud framing. The floor construction type is steel frame with elevated reinforced concrete floors supported by composite beams. The roof consists of metal deck roofing system supported by steel bar joists and supplementary beams at cantilever conditions. Level 1 will be reinforced concrete slab-on-grade, vapor barrier, and granular base. The foundation level consists of column supporting spread footings bearing on aggregate piers as recommended by the geotechnical report.
