•For the P&F, Storage Tanks task, permit fees will need to be paid for FY22 BY, FF24 OY2, and FY26 OY4. The Rome PM will forward the invoice to the contractor and AFCEC for payment. Once the fee has been paid, a copy of the paid invoice needs to be returned to the installation PM and AFCEC.

•Please note that the summary in Section 2.8.1 of the PWS appears to imply additional work requirements, but only spill plan updates and permit fees are expected.

• For the Optional Plan Update, SPCC task, there are four small SPCC plans maintained by Rome, one for the main site and three for small GSUs. Rome normally has updated these plans in-house and that is likely to continue.

Should this option be exercised, the four plans are due for their 5-year update/recertification by 24 July 2023 in OY1 of the contract. The effort would include updates to the following:

• PE Certification and Signature

• A facility diagram in CAD and GIS aerial;

• Listing of all regulated storage containers including tanks, drums, process vessels, and oil filled operating equipment;

• Discharge prevention measures in place or needed, including secondary containment and drainage control calculations;

• Countermeasures to be used in response to spill events;

• Methods for disposal of wastes generated during cleanup of spills;

• Contact list and phone numbers for personnel responsible for spill prevention and response;

• Spill reporting instructions;

• Prediction of spill scenarios including rates and flow directions for potential spills;

• Procedures for inspections and testing, including tank integrity testing;

• Discussion of required spill prevention training;

• Security measures, including lighting, in place or needed to prevent spills that might result from vandalism or other authorized access to storage areas;

• Procedures and containment specific to loading and unloading racks;

• Testing requirements for field-constructed tanks, if applicable; and

• Discussion of the plan’s conformance with federal SPCC regulations, as well as conformance with State and/or local requirements that might be more stringent than the federal regulations.
