Tracking
• For the Permit Renewal/Modification task, the contractor is responsible for CAA permit renewals, general operating permits, and/or modifications.
– There are three (3) permit modifications allotted per FY.
• The modifications are not assigned to a specific permit area.
• McGuire: The current Title V expires on 31 October 2021.
– The Draft renewal is in progress with the NJDEP.
• Dix: Operating under a Permit Shield (Title V expired on 2 February
2021).
– Renewal process has been lengthy and iterative.
– NJDEP has requested a Permit modification in advance of the pending renewal.
• Lakehurst: The current Title V expires on 5 September 2022.
– A Significant Modification is in process with the NJDEP.
• For the P&F, AIR task, permit fees will need to be paid to NJDEP.
– The JBMDL PM will forward the invoice to the contractor and AFCEC for payment. Once the fee has been paid, a copy of the paid invoice needs to be returned of the installation PM and AFCEC.
Special Considerations:
• APIMS is DoD Common Access Card (CAC) enabled, the contractor shall secure a CAC to perform air quality recordkeeping, AEIs, and reporting functions. APIMS provides access to a partially completed DD Form 2875 (SAAR).
• The installation expects a 14-day draft and comment period to allow time to coordinate signatures.
• NJDEP uses RADIUS for electronic preparation and submittal of air permit applications and emission statements to the Department.
– RADIUS can also be used to import permit files in RADIUS format received from NJDEP.
– The system is designed to interact with the Department’s environmental regulation database, the New Jersey Environmental Management System (NJEMS).
• NJDEP has begun requesting Facility Wide Risk Assessments for renewals and permit modifications.
