About this file
This document summarizes questions and answers related to a federal contract solicitation for maintenance upgrades at two water treatment plant clearwells. The solicitation seeks rehabilitation of large sluice gates, installation of new flow meters and induction mixers, improvements to clearwell overflow structures, and chemical analyzer drain pipe re-routing. It also involves mold remediation and HVAC upgrades in an adjacent building. The work must be sequenced to only take one clearwell out of service at a time due to their critical role in water supply. Outages are restricted to lower seasonal demand periods. The Washington Aqueduct and Army Corps of Engineers Baltimore District are the agencies managing this project to upgrade infrastructure at the Dalecarlia Water Treatment Plant clearwells.

Specification section 01 14 00 paragraph 1.2 states the Contractor must perform work on the 30 MG Clearwell first and this work must be complete between November 1 and March 1. The timeframe for procurement of the sluice gates and EMO's (4-6 weeks for submittals, 14 days for Owner review, and 16-20 weeks casting, machining, & testing) is insufficient to allow this work to be complete by March 1, 2021. It is not possible to expedite the procurement to meet the Owner's 2021 work schedule. The timeframe for holding Contractor's bids (120 days) plus the overall contract duration (332 days) is insufficient to allow the 30 MG Clearwell work to be performed starting November 1, 2021 followed by 21 days of testing and 10 weeks for the 15 MG Clearwell work. Please increase the overall project duration to allow the appropriate time for award, submittals, procurement, and construction to begin on the 30 MG Clearwell in November 2021. A Contractor has no mechanism for entitlement post bid to claim there is inadequate time due to procurement delays and it would be irresponsible for a Contractor to bid a job knowing procurement of critical elements cannot occur within the specified timeframe.

Sluice gate work:
1. Regarding gates 3,4,6 and 8, confirm that replace refers to the wedges only and that there is no other refurbishment.
2. Is a full plant shutdown necessary at any time for the gate work? For instance how are gates 18 and 19 isolated for inspection?
3. Should we assume in bidding that the existing gates are fully functional and capable of controlling flow with minimal leakage?

If as-builts of existing gates (and wall thimbles) are not available or provide inadequate information for ordering gates, (Part A) please advise if the clearwells can be dewatered for gate inspection before ordering gates.
If dewatering is not allowed prior to ordering gates, a flange adaptor plate can be cast onto the back of the gates which allows for drilling a bolt pattern after the casting. However, this method results in the stem being shifted approx. 4" further from the face of the wall, requiring a new roof penetration. (Part B) Please advise if installing new roof penetrations is allowed should flange adapter plates be required.
