About this file
This solicitation is for the Dalecarlia Clearwells Maintenance project at the Dalecarlia Water Treatment Plant. The project involves implementing upgrades and improvements to the 15 million gallon and 30 million gallon Clearwells and their connecting conduits. Work includes upgrades to drain lines to eliminate potential cross connections, rehabilitation and replacement of large sluice gates, installation of new flow meters and induction mixers, improvements to the Clearwell overflow structure, chemical analyzer drain pipe re-routing and soil drainage improvements. Outages of the Clearwells must be coordinated with lower seasonal demands and sequenced so that only one Clearwell is out of service at a time. Mold remediation and HVAC upgrades are also required in an adjacent building. The solicitation is issued by the Department of the Army Corps of Engineers Engineering District Baltimore.

SECTION 01 11 00
SUMMARY OF WORK
08/15
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The work consists of the following components, organized by facility:
Dalercarlia Clearwells Maintenance and Improvements - General (Item 001):
Current metering of flow between the 15MG and 30MG clearwells is not reliable. Several sluice gates in the conduits which connect the two are leaking and not providing required isolation. The work on this facility will include installation of a new flow metering in the conduit connecting the two clearwells; a new sample discharge including collection system, 2" PVC gravity piping from the Gate House to the Pump Station as shown on the drawings; rehabilitation of several gates as shown on the Bid Form and Drawings; and associated site safety and electrical integration. Flow meter installation in this item must be done with 15MG clearwell out of service.
15 MG Clearwell (Item 002): This clearwell is located at the south end of the plant, adjacent to the filter building. The interior drain of this clearwell represents a possible cross-connection. The surface drainage on this clearwell leads to ponding. The effluent of this clearwell has no flow control and so cannot isolate the clearwell. The work on this facility will include installation of a new dry well and 2 gate valves to eliminate the cross-connection risk; regarding of the existing soil atop the clearwell and cleaning and scanning the installed stormwater piping;
installation of a new sluice gate at the clearwell outlet chamber;
installation of remaining waterproof materials; and indicated demolition, structural modifications, and electrical integration with the systems described above and as shown on the Drawings.
30 MG Clearwell (Item 003): This clearwell is located at the north end of the plant, adjacent to the pump station. The overflow piping represents a risk of intrusion. The interior drain of this clearwell represents a possible cross-connection. The surface drainage on this clearwell leads to ponding. Several sluice gates within this clearwell leak and are unreliable. The chemical mixing system is unreliable. The baffle walls have become unseated. The work on this facility will include installation new gate valves in the drainage chamber; rehabilitation of several gates as shown on the Bid Form and Drawings; installation of a new low level dewatering pump in the drainage chamber; installation of a new overflow outfall system; reseating of displaced baffle wall panels; installation of a new mixing system with a flow meter; and all associated structural and electrical modifications associated with the systems described above and as shown on the Drawings.
Visitors Center Basement and Theater (Item 004): This facility is located near the filter building and the 15 MG clearwell. The visitors center has signficant water and mold damage. The work on this facility will include mold removal; installation of new HVAC equipment to mitigate future high-moisture conditions; remediation of areas of water entry; and all
SECTION 01 11 00 Page 1 structural and electrical coordination associated with the systems described above and as shown on the Drawings.
1.1.2 Location
The work is located at the Dalecarlia Water Treatment Plant, at 5900 MacArthur Blvd, Washington D.C., approximately as indicated. The exact location will be shown by the Contracting Officer.
The site has been cleared or is clear of military munitions/ unexploded ordinance.
1.2 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.3 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.
Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities,and any type of underground obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed.
Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.3.1 Notification Prior to Excavation
Notify the Contracting Officer at least 48 hours prior to starting excavation work.
1.4 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at a Government designated storage area determined by the Contracting Officer..
SECTION 01 11 00 Page 2
Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. c. Season I field work: Incremental payments are issued as the TABS field work progresses. The TABS Agency mobilizes to the project site and executes the field work as outlined in the pre-field engineering report. The HVAC water and air systems are balanced and operational data shall be collected for one seasonal condition (either summer or winter depending on project timing).
d. Approval of Season I report: On completion of the Season I field work, the data is compiled into a report and submitted to the Government. The report is reviewed, and approved, after ensuring compliance with the pre-field engineering report scope of work.
SECTION 01 20 00.00 20 Page 2
e. Completion of Season I field QA check: Contract QC and Government representatives meet the TABS Agency at the jobsite to retest portions of the systems reported in the Season I report. The purpose of these tests are to validate the accuracy and completeness of the previously submitted Season I report.
f. Approval of Season II report: The TABS Agency completes all Season II field work, which is normally comprised mainly of taking heat transfer temperature readings, in the season opposite of that under which Season I performance data was compiled. This data shall be compiled into a report and submitted to the Government. On completion of submittal review to ensure compliance with the pre-field engineering report scope, progress payment is issued. Progress payment is less than that issued for the Season I report since most of the water and air balancing work effort is completed under Season I.
