Instructions for Chart 2
The Composite Rates are intended to represent the anticipated hourly cost to the Government for each discipline listed below. The Composite Rate represents a combination of the fully burdened prime and subcontractor rates that the offeror anticipates using for each labor category over the life of the contract. The Composite Rates included in Schedule B will be the binding burdened labor rates for the life of the contract, exclusive of profit. Profit should NOT be included in the Composite Rates. Profit will be negotiated on a task order basis
Offerors will provide fully burdened hourly labor rates for the prime and all team/key subcontractors.
The fully burdened hourly labor rates for the prime contractor shall be provided for each discipline identified in Chart 2 and should be entered in the column labeled “Prime/JV (1).” This rate should include the base hourly labor rate, overhead, G&A, all payroll taxes, insurance, fringe benefits, and all markups, exclusive of profit. Profit will be negotiated on a task order basis.
The fully burdened hourly labor rates for all team/key subcontractors shall be provided for each discipline identified in Chart 2 and should be entered in the column labeled “SUB #1” and “SUB #2” (if more than one team/key subcontractor is proposed). This rate should include the base hourly labor rate, overhead, G&A, all payroll taxes, insurance, fringe benefits, and all markups (including the prime contractors anticipated markup on the labor rate),but exclusive of profit. Profit will be negotiated on a task order basis.
For each labor category listed in Chart 2, the offeror must estimate the percentage of anticipated utilization of employees from the prime contractor and all team/key subcontractors. These estimates should be included in the “%UTIL” columns as appropriate. For example, if the offeror anticipates that it will use its own Principle on about 40% of the task orders awarded under this contact and will use its subcontractor’s Principle on about 60% of the task orders awarded under this contract, those values should be identified in the “%UTIL” column as appropriate.
Show the percentages using its % format instead of a decimal format. Round all percentages to the nearest three decimal places.
Do not round to the next even dollar. Round only to the nearest cent.
To calculate the Composite Rate for each for discipline identified, the offeror shall calculate the sum of the following:
(Prime (1) x %UTIL anticipated) + (SUB#(1) x %UTIL anticipated) = Composite Rate
Example:
Principle Labor Category
Rate for Prime/JV Contractor for Principle - $150.00
Rate for Team/Key Subcontractor #1 for Principle - $125.00
Anticipated Utilization of Principle from Prime -30%
Anticipated Utilization of Principle from Subcontractor - 70%
($150.00 x .30) + ($125.00 x .70) = $132.50 = Composite Rate for Principle
The Composite Rates as calculated in Chart 2 will be entered into Schedule B and escalated for the four additional performance years. These rates will serve as the binding rates for the life of the contract.
