3.2 Contents of Volume I.

3.2.1 Technical Factor 1: Corporate Experience/Project Listing.

(a) Sub-factor 1 - Corporate Experience: This factor demonstrates the breadth, depth, and relevancy of experience of the offeror and that of proposed team subcontractors, if specifically identified in the proposal. Breadth of experience reflects the offeror’s experience in performing all of the tasks required under Section C.1, Statement of Work, while depth of experience should show the magnitude of the offeror’s experience in performing each of the tasks. Relevancy relates to the applicability or relevance of the experience to the entire Section C, Statement of Work. Corporate experience will include only experience performed by a firm, not individuals, under a contract or a subcontract. Experience considered may include both government and private sector contracts in providing the same or similar products and services as described in Section C of this solicitation, and the capability to provide such products and services under a similar size and type of contract. Only corporate experience performed within the last three years or currently being performed will be considered. For subcontractor’s corporate experience to be considered, offerors shall include letters of intent unconditionally committing subcontractors to performance under this contract should it be awarded to the offeror. These letters are not included in the overall page limitation.

Corporate experience of the prime offeror may carry more weight in the evaluation process than experience of a team of subcontractors. Prior experience of the proposed team on other similar efforts should be discussed and will be evaluated under this factor. Contractor shall provide a written discussion of their corporate experience. This discussion will be limited to five (5) pages maximum.

(b) Sub-factor 2 - Project Listing: The project listing should identify a maximum of ten projects (six of them must be from the prime), if possible, of similar size, complexity, and nature that may be expected under this contract on which the offeror or a major subcontractor (a major subcontractor or team member is one that is proposed to perform 10% or more of this effort) have performed a substantial, critical effort or at least 80% complete at the time of the proposal or have been completed within the past three years. The contracts may be past or current contracts with the Federal, State, or local government, or private companies. The project listing shall be limited to a maximum of 10 pages (one (1) page per project); foldouts are acceptable. Font and margin restrictions are waived for this section only; however, text must be clearly readable. The Contracting Officers or the Contracting Officers project manager (for government contracts) contained in this list are the customers who will provide past performance data which, as specified in Section M, will form a critical component of the past performance evaluation. Information included in the list for each project should include:

Contractor name;

The scenario is found at Section J, Attachment C.

SECTION M - EVALUATION FACTORS FOR AWARD

EVALUATION FACTORS FOR AWARD

SECTION M

EVALUATION FACTORS FOR AWARD

As discussed in Section L, evaluation of the offerors’ proposals will be a single-phased process. The evaluation factors and the evaluation approach are discussed below.

Basis for award: Ratings for all factors will be considered in the overall assessment of all offerors. All technical evaluation factors, when combined, are significantly more important than cost or price. A tradeoff process, as contemplated by FAR 15.101-1(a), will be performed to select the successful offerors. It may be in the best interest of the Government to consider award to other than the lowest priced offerors or other than the highest technically rated offerors, in accordance with the announced evaluation factors. Consistent with the evaluation criteria, the Government will award multiple contracts that, in the judgment of the Source Selection Authority, will result in the best value for the Government.

The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

1.0 Evaluation Factors. The proposals will be evaluated and the following factors will be adjectivally rated:

Technical Proposal Volume I - Factor 1, Corporate Experience/Project Listing; Factor 2, Hypothetical Scenario;

Factor 3, Organization/Management Capabilities; Factor 4, Technical Capabilities/Safety; Factor 5, Past Performance; and Factor 6, Key Personnel Resources. Factors 1, 2, 3, and 4 are of equal value and are more important than Factors 5 and 6. Factors 5 and 6 are of equal value and less important than Factors 1, 2, 3 and 4.

All technical factors, when combined, are significantly more important than cost/price factors. Cost/Price Proposal – Volume II will not be scored, but will be evaluated in accordance with M.1.2 below.

1.1 The factors and sub-factors to be addressed in Volume I and evaluated are listed below including the weighting of the sub-factors:

(a) Technical Factor 1 - Corporate Experience/Project Listing: Each sub-factor is of equal weight. The values will be rolled up into one overall rating for this factor.

Sub-factor Evaluation Criteria:

(i) Sub-factor 1 - Corporate Experience - Breadth - The Government will evaluate this submission to determine if the Offeror has experience in performing all of the services required under Section C, Statement of Work. Depth - The Government will evaluate this submission to determine if the Offeror has multiple experiences relating to the services required under Section C, Statement of Work.

Relevancy - The Government will evaluate this submission to determine if the Offeror’s experience is applicable to the services required under the entire Section C, Statement of Work.

(ii) Sub-factor 2 - Project Listing - This information serves to ensure the offerors have a thorough knowledge and high level of experience prior to being further evaluated. The Government will use the information provided to evaluate the Offeror’s experience in performing the work as described in the entire Section C, Statement of Work. In addition, the Government will evaluate the Offeror’s and all Team Members’ relevant experience to determine the potential to satisfactorily perform the intended work. Both Government and private industry experience will be given consideration in determining the Offeror’s potential to satisfactorily perform.

(b) Technical Factor 2 – Hypothetical Scenario Evaluation Criteria. This information allows the Evaluation Team to reach a reasoned judgment regarding the Offerors’ technical approach for the proposed scenario and the corresponding schedule for completing the work. The response to the scenarios should include the following elements: 1) A background discussion of the problem, including the sources of data, points of contact, coordination required, relevant regulations or guidance, problems, and topics relevant to the project; 2) A discussion of field methods, including any types of equipment used and map its location, key personnel and their expertise, and any other techniques relevant to the fieldwork or other activities; 3) An identification of hazards discussion, including the types of hazards that may be found and potential hazards of the site ; 4) A brief discussion of any specialized expertise required, including any specialized requirements needed to accomplish the work effort; and 5) An assessment of the work tasks within a time schedule, including field team composition and productivities. The Contractor shall identify any limiting factors, or assumptions, used in responding to each scenario. See Section J, Attachment C

(c) Technical Factor 3 –Organization/Management Capabilities: Each sub-factor is of equal weight. The values will be rolled up into one overall rating for this factor.

(i) Sub-factor 1 - Team composition - The Government will evaluate the Offeror’s submission to determine the team composition is appropriate for the contract requirements.

(ii) Sub-factor 2 - Roles and responsibilities - The Government will evaluate the Offeror’s proposed usage of subcontractors, and the delineation of responsibilities. The government will also evaluate the realism of the interactions between the prime and the subcontractor.

(iii) Sub-factor 3 - Capacity - The Government will evaluate the Offeror’s submission to determine whether the offeror has proposed a level of resources (personnel and equipment) that is realistic and appropriate to performing the services required under Section C.

(iv) Sub-factor 4 - Cost/schedule/risk assessment, reporting and controls - The Government will evaluate the Offeror’s ability to identify critical cost and schedule impacts, and management of subcontractors to avoid cost and schedule impacts.

This information permits the Evaluation Team to reach a reasoned judgment regarding the offerors’ qualifications as well as distinguish the offeror from other candidates. The Government will use the information presented to evaluate the Offeror’s ability to effectively and efficiently manage this contract.

(d) Technical Factor 4 –Technical Capabilities and Safety: Safety and Quality Control/Quality Management Sub-factors are of equal importance and more important than Comprehensive Understanding and Continuous Improvement Sub-factors, which are of equal importance. The values will be rolled up into one overall rating for this factor.

(i) Sub-factor 1- Safety - The Government will evaluate the Offeror’s safety program to ensure that it includes effective procedures and adherence to statutory (EM 385-1-1, OSHA 1910 and 1926) requirements for the variety of work proposed. The Government places a high value on innovative practices which demonstrate a successful prevention/reduction in accidents. The Government will evaluate the offeror’s comprehensive safety program including qualifications for the relevant key personnel roles and responsibilities of support staff.

(ii) Sub-factor 2 - Quality Control/Quality Management - The Government will evaluate this based on the Offeror’s ability to demonstrate a comprehensive understanding of quality management procedures. The Government places a high value in innovated practices which have resulted in or demonstrated an increase in the quality of outputs, products or services.

(iii) Sub-factor 3 - Comprehensive Understanding of Environmental Services and Remedial Activities - The Government will evaluate the Offeror’s ability to technically integrate large and complex efforts.

(iv) Sub-factor 4 - Continuous Improvement/Lessons Learned - The Government will evaluate the Offeror’s ability to integrate lessons learned and show commitment to continuous improvement.

The Government places a high value on programs which demonstrate this ability to learn.

This information permits the Evaluation Team to reach a reasoned judgment regarding the offeror’s ability to satisfactorily perform the required work safely, while implementing quality assurance measures.

(e) Technical Factor 5 – Past Performance Evaluation Criteria: The Government will evaluate the Offeror’s Past Performance submission using five equally weighted main areas: Quality of Work, Business Relations, Cost Control, Management of Personnel, and Schedule Performance. The Government will evaluate the past performance areas to assess the relative risk in the contractors ability to successfully perform the services required under Section C and deliver high quality products and services indicated by the Offeror’s record of past performance.

This information permits the Evaluation Team to reach a reasoned judgment regarding the offeror’s ability to satisfactorily perform the required work based on historical performance. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.

The Government places a high value on the following:

(i) Projects which provided particularly difficult or unique challenges and the innovative methods the Offeror used to resolve problems successfully.

(ii) Projects which involved a complete solution utilizing CERCLA, RCRA, NEPA, NHPA, etc. processes for an environmentally contaminated site.

(iii) A demonstrated ability to successfully work with state and federal regulators.

(iv) Projects which document regulatory compliance, resolution of regulatory issues, along with regulatory closure at project sites on an expedited basis.

(v) Projects which were completed on time, within budget, and met the project objectives/milestones.

(f) Technical Factor 6 – Key Personnel Resources Evaluation Criteria: The Government will evaluate the Offeror’s ability obtain and retain the necessary personnel with diverse project experience, education and qualifications required to perform environmental services worldwide. The Government places a high value on personnel who have experience working on U.S. Government projects.

The offeror’s resumes will be evaluated to determine the depth and breadth of key personnel experience and training as it relates to the responsibilities each person will have on this contract, as identified by the offeror. Resumes will also be evaluated for geographic availability, technical knowledge of Federal, State, and local laws, regulations, and guidance (including but not limited to CERCLA, RCRA, NEPA, NHPA, etc.) applicable to this procurement, and specific experience gained on projects with requirements similar to this procurement. Experience with Federal, State, and local agencies/regulators will also be evaluated. The prior experience of the proposed key personnel with performance-based contracts will also be considered.

GENERAL TECHNICAL CRITERIA

a. The Offeror’s conformance with the specified format and submission requirements will be considered during the technical evaluation. Failure to comply with the format and/or the submission requirements may be seen as indicative of the type of problems that could be expected during contract performance. Lack of conformance could therefore impact the evaluation. Material omission(s) may cause the technical proposal to be rejected as unacceptable.

b. Technical proposals shall provide the specified information in the specified location in accordance with the submission instructions. The Government is under no obligation to search for information that is not in the specified location.

c. Proposals which are generic, vague, or lacking in detail may be downgraded. The proposal submission instructions are written to give prospective contractors, where feasible, an indication of the level of detail desired by the Government. The offeror’s failure to include information that the Government has indicated should be included may result in the proposal being found deficient if inadequate detail is provided.

d. The Government cannot make award based on a materially deficient or unacceptable offer. Therefore, a rating of “Unsatisfactory” under any sub-factor will make the offer ineligible for award, unless the Government elects to enter into discussions with that Offeror and all deficiencies are remedied in a revised proposal. A rating of unacceptable for any subfactor will result in an overall unacceptable rating for that factor.

1.2 Cost/Price Proposal (Volume II). Price will not be a rated criterion, but will be evaluated for reasonableness, accuracy and realism. Offerors that are found to be unreasonably low/high may be considered unacceptable and may be rejected on that basis.

PRICE/COST EVALUATION APPROACH: Cost/Price proposals will be evaluated as described below.

a. Price or cost to the Government will be evaluated and considered but will not be scored or combined with other aspects of the proposal evaluation. The proposed costs/prices will be analyzed for reasonableness. They may also be analyzed to determine whether they are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the Offeror’s Technical Proposal. Additionally, all offers will be analyzed for unbalanced pricing.

b. The cost/price evaluation will be used along with the results of the technical evaluation to make selections for award. Since evaluation of the cost/price proposal will represent a portion of the total evaluation, it is possible that an offeror might not be selected for award because of unreasonable, unrealistic, or incomplete cost/price proposal information. The Government will evaluate the format and clarity of the cost/price proposal. The Government will employ cost analysis techniques described in FAR 15.404-1 ( c) (1), 15.404-1(c )(2)(i)(D) and 15.404-1( c)(2)(iii)(C) and (D) as part of its evaluation. The results of the analysis will be used to determine how well the proposed costs represent what the cost of the contract should be, assuming reasonable economy and efficiency. As part of its evaluation, the Government will enter the Offerors’ proposed prices in the fixed model discussed below to develop the evaluated cost, which will be used for purpose of performing a trade-off analysis to determine the best value.

c. The Government will evaluate the cost data submitted in the proposal in the following manner:

(1) All information required in the Cost/Price Proposal (see Section L), Tabs 1, 2, 3, 4, 5, 6, 7 and 8 will be evaluated using a Pass/Fail method. Failure to provide any of the specified information may result in a finding that the proposal is unacceptable and ineligible for award.

(2) Composite Hourly Rate. Please refer to Charts 1A and 1B, provided as Attachments E and F in Section J.

Offerors will complete Chart 1A (Attachment E in Section J) by proposing direct labor rates for the labor disciplines in the chart and applying their labor burden, overhead, and G&A and calculating a total loaded rate for each labor discipline. Offerors will complete a copy of Chart 1B (Attachment F in Section J) for each proposed team subcontractor by entering direct labor rates for the labor disciplines in the chart and applying the subcontractors’ labor burden, overhead, and G&A and calculating a total loaded rate for each labor discipline.

Offerors will complete Chart 2 (Attachment G in Section J) to develop their Proposed Composite Rates. For each labor discipline identified in Chart 1A or 1B, offerors will estimate the percentage of total hours to be performed by the employees of the offeror and each proposed subcontractor over the life of the contract. The offeror will multiply the total loaded labor rate for itself and each proposed team subcontractor by the percentage of hours expected to be performed by employees of the prime and each proposed team subcontractor. The values for the prime and each proposed subcontractor will be added together to calculate the Proposed Composite Rate for each discipline.

To determine the evaluated Composite Hourly Rate, the Government will use its own “estimated labor mix” to calculate the Offeror’s Adjusted Composite Hourly Rate. This “estimated labor mix” is an estimate of the percentage of the total hours performed over the life of the contract that will be performed by each labor discipline.

For each labor discipline identified in Chart 2, the Government will apply its own estimated percentage of total hours that it anticipates to be performed by each labor discipline over the life of the contract to get the…
