It is the Government’s intent to award five (5) awards from this solicitation. The Government will award to at least one 8(a), one HUBZone, and one SDVOSB, unless an acceptable proposal in a specific category is not provided. Up to two additional awards will be made from the remaining pool of 8(a), HUBZone, SDVOSB offerors that did not get one of the three initial awards. The 8(a) award will be made first from the 8(a) pool of potential contractors, then the HUBZone award will be made, followed by the SDVOSB. Finally, those contractors not selected for an initial award will be considered for the two remaining awards. Once a contractor is selected to receive an award from a specific socioeconomic pool (8(a), HUBZone or SDVOSB), they will not be eligible for any other award from this solicitation. In the event that the Government does not award a contract to one of the specific socioeconomic categories, the Government may, but is not required to make an additional award in the combined pool of offerors. Under this solicitation, when a protest is filed and subsequently leads to a termination of an existing award made under this solicitation, the terminated contractor will not be eligible for any other award nor will the competition be reopened.
