About this file
This document contains details for a federal construction contract solicitation and the related federal contract opportunity. The solicitation amendment provides specifications for the disinfection of water systems for a project updating the Manhattan, Kansas Flood Risk Management levee. Key requirements include disinfecting potable and raw water lines using AWWA-approved chemicals, submitting disinfection and testing plans, and conducting hydrostatic pressure testing and bacteriological sampling to verify the absence of coliform bacteria before placing lines in service. The related federal contract opportunity notices an upcoming Invitation for Bid for construction activities on the Manhattan Levee Flood Risk Management Project. Work includes raising approximately 14,600 feet of levee along the Big Blue and Kansas Rivers, underseepage control measures, drainage structure modifications, and numerous utility relocations. The project value is estimated between $25-100 million. The performance period is anticipated at 913 days after notice to proceed. The solicitation is expected to be available on April 21, 2021 through the SAM website. Bids are due on the date specified in the solicitation.

B. All water treatment chemicals used must be NSF 60 product certified.
PART 3 - EXECUTION
3.1 PREPARATION
A. At least 15 days prior to starting any disinfection work, the Contractor shall submit to the Engineer a detailed flushing and disinfection plan. The plan shall be coordinated with the Owner and shall cover the method and procedure proposed, to include coordination, sequence of operations, equipment to be used (including temporary flushing devices, et cetera), the manner of filling and flushing of lines, and the neutralization and disposal of wasted water. (All chlorinated water discharged to drainage courses shall be neutralized by dilution or chemical treatment).
B. The Contractor shall coordinate flushing and disinfection work with adjacent work as necessary to preclude work interference or duplication of effort and to expedite the overall progress of the work.
02675-3
C. The Contractor shall provide all necessary piping connections, temporary valves, sampling taps, pumps, disinfectant, neutralization agents, testing laboratory services, and all other items of equipment or facilities required to complete the disinfection work.
D. Water required for flushing and disinfection work will be provided as stipulated in the temporary facilities section.
E. Verify that piping system has been cleaned, inspected, and pressure tested.
3.2 EXECUTION
A. Provide and attach equipment required to execute work of this Section.
B. At connections and cut-ins, swab all new pipe fittings, valves, and the open ends of the existing pipe with a 1% (10,000 ppm) available chlorine solution immediately before assembly.
C. Disinfect all portions of the new water line with an approved chlorine compound to provide 50 ppm chlorine throughout the system and let stand for 24 hours. Residual after 24 hours shall be not less than 10 ppm. If it is less than 10 ppm, re-chlorinate. If it is 10 ppm or greater, flush the system.
D. Circulate and flush at a rate sufficient to produce a cleansing velocity of 2.5 fps until required cleanliness is achieved.
E. Flush and clean with domestic water.
F. Replace permanent system devices removed for disinfection.
G. Contain and treat water containing excessive chlorine residuals. Methods for de-chlorination are found in Appendix D of the “Policies, General Considerations, and Design Requirements for Public Water Supply Systems Kansas”, 2008 edition, and/or AWWA C655 Field Dechlorination.
H. Flushing with a velocity of 2.5 feet per second must take place prior to chlorination except in the case where tablets or granules of calcium hypochlorite have been placed in the pipe during installation.
3.3 TESTS
A. The Contractor shall collect two water samples 24 hours apart for each continuous section of new water main at two separate sampling locations that are at least 1,000 feet apart. Where continuous sections of new water main are less than 1,000 feet long, one sampling location per continuous section will be adequate. The samples will be analyzed for bacteriological quality. Two consecutive tests at each sampling location must show the absence of coliform bacteria prior to placing water mains into service.
B. If portions of main are placed in service before the entire system, those portions shall be tested according to 3.2 Part B given above.
C. All costs for testing or re-testing due to failed tests will be at the Contractor's expense.
D. Test samples in accordance with ANSI/AWWA C651.
02675-4
3.4 PRESSURE TESTING
A. Perform hydrostatic testing on new water mains in accordance with Attachment B, Division II Section 2300 prior to disinfection procedures.
