About this file

This file is a solicitation (W912D025R0008) for custodial services at Fort Wainwright, Alaska. The Department of the Army is seeking a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract structured as a 100% small business set-aside under NAICS 561720 with a size standard of $22 million.

The contract includes three capability levels of cleaning services (enhanced, standard, and basic), maple wood floor refinishing, and special event cleaning services. The base period runs from March 5, 2025 to February 25, 2026, with four one-year option periods through February 25, 2030. The evaluation will use a best-value trade-off process where technical capability and past performance factors are approximately equal in importance and, when combined, are significantly more important than price. Technical evaluation includes three equal subfactors: recruitment and retention approach, staffing plan and scheduling approach, and quality control approach. Proposals are due by 12:00 PM on February 6, 2025. The contract will be awarded as a firm-fixed-price contract with inspection and acceptance at destination by the government.

ADDENDUM TO FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS

A. BASIS FOR CONTRACT AWARD

(1) This acquisition will be conducted using best value trade-off process authorized at FAR 15.101-1 as implemented in FAR Parts 12 and 15, Army Federal Acquisition Regulation Supplement, DoD Source Selection Procedures and Army Source Selection Supplement. Award will be made to a single offeror whose timely offer is deemed responsible IAW the FAR, whose proposal conforms to the solicitation requirements and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the best overall value to the government price and non- price items considered. This is a small business set-aside. Offerors must satisfy the requirements described in the evaluation criteria, as well as all other RFP requirements.

(2) Evaluation factor tradeoff importance: technical subfactors are of equal importance; Technical is approximately equal to Past Performance; Technical and Past Performance, when combined, are xxiii significantly more important than Price. Price will not be rated. The Government reserves the right to award to other than the lowest price or highest rated technical proposal.

(3) The Government will evaluate proposed prices for price reasonableness using price analysis techniques. Proposed prices evaluated as unreasonable (includes unbalanced, inaccurate or incomplete price proposals) may be grounds for eliminating a proposal from competition.

The Government intends to award one single award contract as a result of this solicitation. Offers received for less than the stated number of items listed in the pricing schedule will be considered ineligible for award.

B. EVALUATION CRITERIA.

(1) The following evaluation Factors and Subfactors will be used to evaluate each proposal. Award will be made to the offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below. Technical is approximately equal to Past Performance; Technical and Past Performance, when combined, are significantly more important than Price. The Government reserves the right to make award based upon the Price Factor if the Technical and Past Performance evaluation results of all the offerors’ proposals are substantially the same.

Factor 1: Technical Capability:

Subfactor 1: Recruitment and Retention Approach

Subfactor 2: Staffing Plan and Scheduling Approach

Subfactor 3: Quality Control Approach

Factor 2: Past Performance Factor

Factor 3: Price Factor

Factor 1: Evaluation of the offeror’s proposal shall address each subfactor as it applies to the PWS.

A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, Paragraph C. of this section. During evaluations of each proposal, the Government will assign each subfactor an adjectival rating and write a narrative evaluation reflecting the identified findings.

Technical subfactors are of equal importance.

Factor 2: Past Performance: Each offeror’s past performance will be assessed to determine recency, relevancy and performance confidence.

Factor 3: Price: The resulting award will be a firm-fixed price contract. Price reasonableness will be utilized in the evaluation of the Firm-Fixed Price effort.

C. EVALUATION APPROACH

All proposals shall be evaluated by the Source Selection Team (SST).

(1) The overarching evaluation approach for the technical factor and subfactors is as follows:

(a) Adequacy of Response - The proposal will be evaluated to determine whether the offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the RFP. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the RFP.

xxiv

(b) Feasibility of Approach - The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the extent to which successful performance is contingent upon proven devices and techniques. The proposal will be evaluated to determine the extent to which the offeror is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.

(2) The Technical Capability factor is divided into the following subfactors:

Subfactor 1: Recruiting and Retention Approach. This sub-factor will be evaluated to determine if the offeror’s overall approach to recruit, hire, retain and manage personnel with the appropriate knowledge, training, skills, education, and experience enables them to successfully perform IAW the PWS. The approach provided by the offeror shall have demonstrated that they have adequately and completely considered, defined and satisfied the requirement and rationale in the RFP. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submissions section 52.212-1 of the RFP.

Subfactor 2: Staffing and Scheduling Approach. This sub-factor will be evaluated to determine if the offeror’s understanding of the staffing requirement and its ability to effectively oversee satisfactory performance of the PWS requirements. The offeror shall demonstrate their staffing is appropriate to successfully perform the PWS requirements. Appropriate staffing includes the number of personnel and the labor mix to successfully perform the PWS requirements. The Offeror’s staffing and rationale shall clearly demonstrate that the number of staff and the associate labor appropriate to perform the appropriate Capability Levels of cleaning in the various types of facilities satisfactorily, ensuring all requirements in the PWS are achievable and meet IAW the acceptable quality levels identified in the PWS. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submissions section 52.212-1 of the RFP.

Subfactor 3: This sub-factor will be evaluated to determine if the offeror’s overall quality control approach enable the offerors to satisfy all the tasks listed in the PWS. The offeror shall demonstrate their quality control plan and inspection system is appropriate to successfully perform the PWS requirements. The Quality Control Plan (QCP) shall describe in detail the specifics of the areas to be inspected (on both a routine and non- routine basis) and the frequency of inspections.

The QCP shall describe the inspection system to identify and prevent deficiencies in the quality of services to be performed and a process action plan to correct and prevent continuous deficiencies and defects. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submissions section 52.212-1 of the RFP.

(a) The technical evaluation will reflect an assessment of the strengths, weaknesses, uncertainties, and deficiencies of an offeror’s proposal.

(b) The Government will use a Combined Technical/Risk Rating (see Table Below) to assign an adjectival rating to each subfactor. This methodology considers risk, in conjunction with the significant strengths, strengths, weaknesses, significant weaknesses, uncertainties, and deficiencies in determining technical ratings.

(c) After assigning an adjectival rating to each subfactor, the SST will then assign an overall adjectival rating for this factor that will be supported with a narrative addressing strengths, weaknesses, uncertainties and deficiencies.

(d) An offer which fails to provide information in any of the specified areas may be deemed incomplete and eliminated from the competition and ineligible for further consideration for award.

xxv

(3) FACTOR 2 – Past Performance. The past performance evaluation will assess the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS. Past performance is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources available to the Government to include, but not limited to the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Supplier Performance Risk System (SPRS), or other databases, and may be obtained from other sources available to the Government, such as Defense Contract Management Agency (DCMA), and interviews with program managers, contractors, or fee determining officials. Past performance areas of evaluation include:

Business Relations Quality of Service Schedule Customer Satisfaction Personnel

(a) Each offeror will receive a past performance assessment rating based on the offeror’s ability to demonstrate recent and relevance in performing services that meet the solicitation requirements.

There are three (3) aspects to the past performance evaluation: recent assessment, relevancy assessment, and performance confidence assessment.

xxvi

(b) Recent Assessment. As assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have performed during the past five (5) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

(c)Relevancy Assessment. To be relevant, the effort must be similar in nature of work, magnitude and complexity to the services being procured with this solicitation. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work, magnitude and complexity to the services being procured with this solicitation. A relevancy determination of the offeror’s (including joint venture partner(s) and major and critical subcontractor(s)) past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. In establishing what is relevant for the acquisition, consideration should be given to the aspects of the offeror’s contract history that would give the most confidence that the offeror will satisfy the current procurement. The past performance information provided in the proposal and obtained from other sources will be used to establish a past performance relevancy rating (see table below).

Past Performance Relevancy Ratings Rating Description Very Relevant Past or present performance effort: Involved in all of the same type of work, magnitude and complexity as required by the PWS.

Relevant Past or present performance effort: Involved in similar type of work, magnitude and complexity as required by the PWS.

Somewhat Relevant Past or present performance effort: Involved similar type of work as required by the PWS at a small scale.

Not Relevent Past or present performance effort: Involved no similarity of the same type of work, magnitude and complexity as required by the PWS.

(d) Performance Confidence Assessment. The performance confidence rating (see table below) will be established based on the past performance of the offeror. This rating considers the assessed quality of the relevant/recent efforts gathered.

Performance Confidence Assessments

Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

xxvii

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort.

Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (FAR 15.305(a) (2)(iv)). Therefore, the offeror shall be determined to have unknown (or neutral) past performance.

(4) FACTOR 3 – Price: Price will not be scored or rated. Evaluation of price will be performed using one or more proposal analysis techniques in FAR 15.404-1(b). Unbalanced pricing may be evaluated IAW FAR 15.404-1(g), as applicable, to assess potential performance risk which would result in unreasonably high prices. Through the techniques, the government will determine whether prices are reasonable, complete, and balanced (to include all prices contained in the CLINS and Pricing Matrix (Attachment 10 – FWA Custodial Pricing Matrix).

Total Evaluated Price (TEP) – The TEP for award purposes will be the sum of all CLIN prices listed in the schedule for all years. To account for the option period(s) possible under FAR 52.217-8 (Option to Extend Services), the Government will add six (6) months of the offeror’s final ordering year price to the offeror’s total price. This amount will be the Total Evaluated Price (TEP). Offerors are not required to enter a price for the six (6) month extension period.

The Government may determine that an offer is unacceptable if the pricing is significantly unbalanced.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques and may be rejected if the Contracting Officer determines that the lack of balance possess an unacceptable risk to the Government. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
