About this file

This is a Questions and Answers document containing 9 questions and responses regarding a custodial services solicitation for Fort Wainwright, Alaska. The questions primarily seek clarification on building designations, cleaning frequencies, and inconsistencies between various technical exhibits and matrices.

Key clarifications include: cleaning hours for the gym/racquetball floors in B3709 (0930-1130, 1300-1600, and 2130-0500); designation of CDC buildings (B4024, B4176, B3588) versus Other CYSS Centers (B4109, B4166); confirmation that the library (B3700) will be cleaned to level black; validation of cleaning frequencies in Technical Exhibit 4 despite contractor concerns about low dusting and vacuuming frequencies; updates to align building lists across Technical Exhibit 3, Pricing Matrix, and Staffing Matrix for consistency; confirmation that floorplans for buildings B4014 and B4176 (CDCs under construction) will not change; and clarification that there is no Contractor Manpower Reporting requirement.

Please find below the questions regarding the solicitation including things reading to the PWS, Technical Exhibit 3, Pricing Matrix, Sta ing Matrix, and other associated documents:

1. Technical Exhibit 3: B3709 is listed multiple times in Technical Exhibit 3 under one of those listing’s the GYM/Racquetball floor’s are stated as being cleaned during the day between the hours of 1300-1600 hrs. Is this the only time to clean those floors? It also states in parentheses (avg. 6 hours/day)?

What is that avg. time referencing? Response: It is available for cleaning from 0930-1130, 1300-1600hrs and at night after it closes at 2130-0500hrs.

TE-3 is updated to reflect these hours.

2. Regarding designations of buildings: Which buildings will be designated as CDC’s and which will be consider Other CYSS Center via Technical Exhibit 4.

Specifically, will B4166 SAC be a CDC, will B4109 Youth Center be Other CYSS? It is apparent to us B3588 will be a CDC. Response: B4024, B4176, and B3588 are CDCs. B4109 and B4166 are Other CYSS Centers. Please bid accordingly.

3. Regarding designation of buildings: Will B3700 the post library be considered a museum/Library designation via Tech. Exhibit 4 or will it be a level black building under All Other Installation Facilities? Response: The library, BLDG 3700 will be cleaned to level black.

4. Technical Exhibit 4 frequencies: Under Technical Exhibit 4 All Other Installation facilities there are two very questionable designations. Under Red designation it states low dusting would only be required 1x per year and under Black it states low dusting would be 1x per month, this seems to be a very low standard and will result in unhappy tenants as a majority of their surfaces outside of bathrooms would not be getting cleaned very often.

Response: Frequency of cleaning has been accurately annotated, please bid accordingly.

5. Technical Exhibit 4 frequencies: Under Technical exhibit 4 black designation it states vacuuming would only be done 1x per quarter. This again seems to be extremely low frequency for a majority of these facilities and will leave tenants with uncleanly facilities. Is it’s the Governments intent to leave these frequencies as listed? Response: Frequency of cleaning has been accurately annotated, please bid accordingly.

6. Pricing Matrix/Tech. Exhibit 3: There are multiple buildings that are listed in the Pricing matrix but not in Technical Exhibit 3 and vice versa. Those buildings are as follows: B3714, B3716, B3438 are on Technical Exhibit 3 but not on the Pricing Matrix. B3000 & B3491 are listed on the pricing matrix but not on technical exhibit 3. Can we please get these lists to match or are we being asked to only complete what is listed per list? Will the Sta ing matrix, pricing matrix and Tech exhibit 3 be able to get matched so it is clear that all the building listed are the ones expecting services? Response: All information has been updated to reflect consistency through the entire solicitation. Please use updated information for bid purposes.

7. Solicitation Matrixes: It appears that the Ft WW Custodial Sta ing Matrix has buildings that are not in Technical Exhibit 3 (Workload Data) and then the reverse is also true where Technical Exhibit 3 (work load data) has buildings listed that are not the Ft WW Custodial Sta ing Matrix. Can We get these two lists to match? Or are we expected to fill out these as listed and know that neither one will be fully accurate encompassing all requested buildings?

Response: All information has been updated to reflect consistency through the entire solicitation. Please use updated information for bid purposes.

8. Building Prints: Technical Exhibit 3 (Workload Data) shows B4014 & B4176 (Both CDC’s) under construction. It is reasonable to assume the make-up of these buildings will substantially change. Are we expected to use the old prints to provide a sta ing estimate and pricing estimate for these buildings?

Are these buildings going to remain CDC’s and added to the contract upon completion? Response: The floorplans of the buildings are not expected to change. Please bid accordingly.

9. Contractor Manpower Reporting (CMR): We noticed there is no CLIN listed for CMR is this suppose to be built into the contract or will there be no CMR requirement? Response: There is no requirement for CMR.
