4 Last page of CBA The last page of the CBA has a column with PLC as the title. There is no explanation of what PLC is contained in the CBA, can the Government please explain what PLC is? Also can the Government please do the same for the LECET, C.A.F., and DTA columns? LECET stands for Labor Employee Cooperative Education Training. CAF is now CIPF. CIPF stands for Construction Industry Progress Fund. Attachment J15 has been revised to reflect the original, unaltered CBA. The last page, which was not part of the original CBA, has been removed.
5 Last page of CBA On the last page of the CBA, there are several positions that appear to have the same position description (such as Heavy Equipment Mech) but these positions have different rates of pay. Can the Government please provide insight to how these positions differ for rates of pay? The contractor will be required to perform in Fort Wainwright, Donnelly Training Area, Yukon Training Area, and Seward Recreation area. CBA rates may vary depending on the Job title and location. In addition Team Leads are authorized additional pay based on the CBA. Attachment J15 has been revised to reflect the original, unaltered CBA. The last page, which was not part of the original CBA, has been removed

The contractor's methodology for performing the services/tasks will determine what labor mix is required to meet performance standards.

48 Attachment J14 CLINs x001 and x002 with all the SCLINs, and x003, x005, x006 Are the EST UNIT going to be the actual price paid to the contractor or this the Maximum that could be paid out? Please clarify. The Contractor is paid for each task that is completed or by the month for those CLINs that are designated as monthly rates. Data provided is estimated occurrences and are not a guaranteed.
49 100 IV 3 Please define which employee positions, we need to provide letters of commitment for in our response. To include the subcontractors. The only requirement for letters of commitment apply to New Corporate Entities as described in the Addendum to FAR 52.212-1 in the RFP.

The RFP contains clause FAR 52.212-5(b)(1)(iii), which directs extent of compliance and flow down of FAR 52.222-17.

56 33 ATTACHEMENT J13 PWS C.1.9 In reference to the requirement for Contractor Plans and Programs that must be “submitted to the KO within 30 days of contract start date…” (emphasis added), please clarify what is meant by “contract start date” -- Does the Government define this as the day of contract award, or is it the first day of the Phase In Period; or is it the first day that the winner takes over from the expiring contract (1 Nov - full contract operations)? The contract start date is 1 Sep 18.
57 77 C.3 Ref the statement, “There are 3 areas that require access to the LAN: work control and supply.” Can the Government please identify the 3rd area, or clarify the statement The PWS was changed to reflect 2 areas vs. 3.
58 95 RFP SECTION L KEY POINT #3 Sec L of p. 95 Key Positions makes no mention of the requirement to name individuals or provide resumes. The PWS and RFP have been changed to clarify Key Contractor Personnel. There is no requirement to provide names, resumes, or letters of commitment with the exception of the requirement for "New Corporate Entities" noted in the Addendum to FAR 52.212-1 in the RFP.
59 58 PWS C.2 KEY PERSONNEL PWS C.2 specifies that ".When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons who are listed in the proposal." Since RFP instruction do not require naming of the three key positions/key personnel, we interpret that there is no requirement to name individuals, provide resumes, or letters of commitment. Please confirm this is the case.

60 93 RFP; SECTION L 3.a Will the Government confirm the cover pages, Table of Contents, and summary sections are excluded from page limitations for all volumes? The Government confirms the cover page, Table of Contents, and Summary are not included in the page count.
61 94 RFP; SECTION L 3.c.(ii) Instructions state Evaluation Criteria must be provided as part of the narrative discussion. Will the Government exclude this section from the page limitations for Volumes II and III? The Government will not exclude this section from the page limitations for Volume II and Volume III.
62 97 RFP; SECTION L 3.b Can the Government please confirm electronic files shall be submitted in read-only format, using PDF files, except the price file? All documents shall be submitted as a "read-only" pdf. With the exception of Excel sheets which will be in the "read-write" format viewable in Microsoft Excel 2010.
63 15 PWS SECTION C.1.2.2 Technical Exhibit LR Law, Regulations and Codes was not provided with the solicitation package. Will the Government provide this TE? The Government does not have a TE on this subject. The Contractor is expected to be aware of and to follow all applicable rules, regulations, and laws applicable to this RFP.
64 42 PWS C.1.12 The Contractor shall implement the ISO 140001 environmental management standards by full performance start date and shall become ISO 140001 certified six months after implementation. Since this contract is currently certified under ECC, does the Government still require ISO 140001 certification? This is no longer a requirement and has been removed from the PWS.
65 97 RFP SECTION L 3.c.(iii) Instructions for Volume III state the volume should be organized into Section 1, Contract Descriptions; Section 2, Performance; Section 3, Subcontracts; Section 4, New Corporate Entities; Section 5, Past Performance Questionnaire; and Section 6, Submissions; however, an Attachment J10 – Specific Relevant Contracts Sheet was also provided with the solicitation. Can the Government clarify if Attachment J10 replaces Sections 1 and 2 or if this form is required in addition to these sections? If this form is in addition to these sections, will they be exempt from page restrictions? After further review, the Government has removed the requirement to submit the form in Attachment J10. Contractors shall use the instructions in the Addendum to FAR 52.212-1 (Section L) for Volume 3.
66 79 PWS C.3.4.5 Is the Contractor responsible for inputting data in the Plant Clearance Automated Reutilization Screening Systems module in the DCMA eTools application? No.
67 96 RFP SECTION L 3.c(ii) Key Point #6 requires offerors to submit a Quality Control Plan as part of the Mission Capability Volume. This plan typically exceeds 10 pages in length and would consume approximately 20% of the allotted page count of this volume. Would the Government exclude the Quality Control Plan from the 50-page restriction? The Quality Control Plan is exempt from the page limitations stated in the RFP.
68 96 RFP SECTION L 3.c(ii) Key Point #1 requires offerors to submit a Labor Matrix as part of the Mission Capability Volume. This matrix can be multiple pages. Would the Government exclude the Labor Matrix from the 50-page restriction? No. The labor matrix will be part of the page count.
69 80 PWS SECTION C.3.6 Will the Government provide a current listing of shop stock and the type of items listed as shop stock? There is no "shop stock" however there are parts the Government purchased that must be used prior to the contractor purchasing like items. All of the available parts will be inventoried and signed for as part of the Phase-In process.

74 99-101 RFP SECTION L ADDENDUM TO FAR 52.212-1, 3, c, iv VOLUME IV – Cost/Price and M, ADDENDUM TO FAR 52.212-2, C, 4 FACTOR 3. Cost/Price The Government has indicated that Offerors shall provide data other than certified cost or pricing data in a format compliant with FAR 15.408, Table 15-2. The contract type is listed within the solicitation as Firm Fixed Price IDIQ and Section M of the solicitation indicates that an analysis of the price proposal will be conducted, “to determine the extent to which it is complete, realistic, reasonable, balanced, and consistent with the technical proposal.” Section M does not include mention of a cost realism analysis. Given the contract type and the evaluation factors for award stated in the solicitation, is the submission of data other than certified cost or pricing data still required as part of Offeror responses? Yes. The Government still requires the submission of other than certified cost or pricing data.

The funding for materials can't cross the Fiscal Year. Based on the POP we have to have a CLIN that ends on 30 September and another that begins on 1 October. In addition we also have a requirement to track what the materials are used on (municipal/real property) so two additional CLINs are necessary to track the funding. Contractors are requested to price the CLINs based on the information provided in Attachment J14.
108 1-54 SECTIONS B & F CLINS Some periods of performance appear to be 1 month, 10 months, and 12 months with the same year and some are Sept to Sept, some are Sept to Aug., and some are Oct. to Aug. Or is it the government’s expectation that prior to work beginning, sampling must be performed and the applicable precautions taken? The government does not have records for buildings containing asbestos. Hence the requirement for awareness. When the contractor is unsure if there is asbestos present in the course of their work, it is their responsibility to make the decision whether or not to test.
