About this file

This document is a Questions and Answers (Q&A) file for Solicitation W912CN25Q5001, a competitive procurement for dumpster and refuse services on the island of Oahu. The solicitation is a Firm-Fixed Price Indefinite Quantity Indefinite Delivery (IDIQ) contract with a five-year period of performance, including five 12-month ordering periods. It is a full and open competition with a small business reserve, targeting the Solid Waste Collection NAICS code (562111) with a small business standard of $47M.

The Q&A document covers 34 detailed questions addressing various aspects of the solicitation, including waste types, bin specifications, pricing details, service expectations, and contract requirements. Key clarifications include: waste will typically consist of garbage, refuse, rubbish, and sludge; dumpster sizes range from 10 to 40 cubic yards; disposal costs should be included in service prices; contractors can use different bin styles if cubic yard capacity matches specifications; and a small business subcontracting plan is required for non-small businesses. The government will determine specific delivery locations and service schedules through individual Task Order Forms, with pricing based on estimated quantities for each ordering period.

5Example Task Order Form (Attachment 2), Pricing Sheet (Attachment 3)N/AWe reviewed the spreadsheets provided and we have questions on the numbers that were provided on the spreadsheets pertaining to the quantity of the bins, rental days, and the servicing amounts in Attachment 2 as they do not tie into the quantity amounts in Attachment 3. Can someone please clarify on the differences and if there is a possibly discrepancy.Attachment 2 is an example Task Order requirement that could be solicited under this IDIQ. A Task Order similar in scope is likely required shortly after the award of this IDIQ. This Example Task order is being used as prescribed in 52.212-1 and 52.212-2 for evaluation, and also to provide perspective to industry with the possible scope of the Task Orders.

The quantitites in Attachment 3 are the estimated amounts of each ELIN for each individual ordering period.

There is a difference between the two becuase Attachment 2 is an example of 1 possible Task Order. Attachment 3 is the estimated amount of services required for each ordering period (each year), which could consist of multiple Task Orders.

6Example Task Order Form (Attachment 2),Row 6 spreadsheetAlso, the first line on Attachment 2 has “TBD” aka To Be Determined. How do we interpret the TBD as hauling costs are derived from the locations of the bins we are delivering to.The Example Task Order Form is now updated to reflect "TBD" location. Row 6.
7Combined/SolicitationPage 1 (Contract Value)What is (-8 option) please clarify this optionReference the FAR 52.217-8 and FAR 17. The -8 option(FAR 52.217-8) allows the government to extend the contract for up to 6 additional months beyond the original contract period.

We also amended the solicitation to include Attachment 6 Wage Determination
9Combined/Solicitation1.5.3.1What is the pay rate for work performed on holidays? Straight time? Time and a half?
